{"id":15677,"date":"2013-06-11T15:45:12","date_gmt":"2013-06-11T15:45:12","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=57474f816aebf4cee7e8dc2d606c72f8"},"modified":"2013-06-11T15:45:12","modified_gmt":"2013-06-11T15:45:12","slug":"news-story-reservists-practise-humanitarian-disaster-relief-in-new-zealand","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=15677","title":{"rendered":"News story: Reservists practise humanitarian disaster relief in New Zealand"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Exercise Bell Buoy saw the personnel, who form part of Maritime Trade Operations, rehearse how they would ensure merchant and military shipping could aid a country in the event of a humanitarian disaster such as flooding, or even a conflict situation. <\/p>\n<p>Held in Devonport, Auckland, the home of the <a rel=\"external\" href=\"http:\/\/www.navy.mil.nz\/\" title=\"Royal New Zealand Navy website\">Royal New Zealand Navy<\/a> (<abbr title=\"Royal New Zealand Navy\">RNZN<\/abbr>), there were 6 attendees from the UK \u2013 5 members of the <a rel=\"external\" href=\"http:\/\/www.royalnavy.mod.uk\/Careers\/Role-finder\/Naval-Reserves\" title=\"Royal Naval Reserve web page\">Royal Naval Reserve<\/a> and a member of the Fleet <abbr title=\"Allied Worldwide Navigation Information System\">AWNIS<\/abbr> (Allied Worldwide Navigation Information System) Unit.<\/p>\n<p>The attendees were welcomed to the base with a traditional Maori ceremony at the marae (meeting house). This involved the visitors greeting everyone, from the Maritime Component Commander, Commodore John Martin <abbr title=\"Royal New Zealand Navy\">RNZN<\/abbr>, to the naval rates, with the traditional touching of nose and forehead, the hongi.<\/p>\n<p>Lieutenant Commander Sue Roll from HMS Flying Fox, based in Bristol, a teacher in civilian life, said:<\/p>\n<blockquote>\n<p>This was the first time I\u2019ve undertaken this type of exercise, which demonstrated broader scope for the Naval Co-operation and Guidance for Shipping (<abbr title=\"Naval Co-operation and Guidance for Shipping\">NCAGS<\/abbr>).<\/p>\n<p class=\"last-child\">I\u2019ve really enjoyed working in a multinational headquarters, and we got real value from seeing how each other nation conducted its business.<\/p>\n<\/blockquote>\n<figure class=\"image embedded\">\n<div class=\"img\"><img decoding=\"async\" alt=\"Lieutenant Commander Alan Eastham practises the hongi\" src=\"https:\/\/assets.digital.cabinet-office.gov.uk\/government\/uploads\/system\/uploads\/image_data\/file\/12233\/20130513_PH_L1020290_0032.jpg\"><\/div><figcaption>Lieutenant Commander Alan Eastham of the Royal Naval Reserve practises the traditional Maori greeting, the hongi [Picture: Chris Weissenborn, New Zealand Defence Force, Crown copyright]<\/figcaption><\/figure>\n<p>Maritime Trade Operations (<abbr title=\"Maritime Trade Operations\">MTO<\/abbr>) is a system whereby authorities can ensure trade vessels can safely transit in particular areas \u2013 they act as the primary point of contact for merchant vessels and liaise with local military forces.<\/p>\n<p>The <a rel=\"external\" href=\"http:\/\/www.royalnavy.mod.uk\/Operations\/Maritime-Security\/Keeping-the-Sea-Lanes-Open\/UK-Maritime-Trade-Operation\" title=\"UK Maritime Trade Operations web page\">UKMTO<\/a> is manned by reservists and is based in Dubai. They track vessels and the positional information is passed to Combined Maritime Forces, the NATO Shipping Centre and the EU\u2019s Maritime Security Centre &#8211; Horn of Africa. Emerging and relevant information affecting commercial traffic can then be passed directly to ships rather than by company offices, improving responsiveness to any incident and saving time.<\/p>\n<p>For the New Zealand-based exercise, which was held in the Pacific Rim, the teams practised <abbr title=\"Maritime Trade Operations\">MTO<\/abbr> and how they would operate if called to support a country in need of humanitarian aid or disaster relief.<\/p>\n<p>For the exercise the naval participants worked for a fictitious organisation called the Regional Assistance Mission Nivaki Islands \u2013 the Nivaki Islands also made up part of the training.<\/p>\n<p>The UK participants practised 2 disciplines within <abbr title=\"Maritime Trade Operations\">MTO<\/abbr> \u2013 <abbr title=\"Allied Worldwide Navigation Information System\">AWNIS<\/abbr> and <abbr title=\"Naval Co-operation and Guidance for Shipping\">NCAGS<\/abbr>.<\/p>\n<p>Lieutenant Commander Michael White, Fleet <abbr title=\"Allied Worldwide Navigation Information System\">AWNIS<\/abbr> Unit (UK Hydrographic Office), said: <\/p>\n<blockquote>\n<p class=\"last-child\">We\u2019ve been talking to other navies outside NATO for a while about what <abbr title=\"Allied Worldwide Navigation Information System\">AWNIS<\/abbr> can do, but this exercise marks a shift in the understanding of other navies as to what it can do to aid deconfliction and quickly get maritime safety information out to those at sea.<\/p>\n<\/blockquote>\n<figure class=\"image embedded\">\n<div class=\"img\"><img decoding=\"async\" alt=\"Lieutenant Commander Sue Roll with Chief Petty Officer Nigel McFadyen\" src=\"https:\/\/assets.digital.cabinet-office.gov.uk\/government\/uploads\/system\/uploads\/image_data\/file\/12234\/NGA_0995.jpg\"><\/div><figcaption>Lieutenant Commander Sue Roll of the Royal Naval Reserve (left) with Chief Petty Officer Nigel McFadyen of the Royal New Zealand Navy [Picture: Chris Weissenborn, New Zealand Defence Force, Crown copyright]<\/figcaption><\/figure>\n<p>Exercise Bell Buoy also saw a new <abbr title=\"Allied Worldwide Navigation Information System\">AWNIS<\/abbr> capability being practised, with rapid port assessment (<abbr title=\"rapid port assessment\">RPA<\/abbr>) demonstrated to officers from New Zealand, Australia, Chile and the United States. <\/p>\n<p>Lieutenant Richard Burdett, who runs a homeless charity in civilian life, guided officers through <abbr title=\"rapid port assessment\">RPA<\/abbr> and practised it in 6 ports on the north island of New Zealand, from Auckland to Whangarei:<\/p>\n<blockquote>\n<p>This wasn\u2019t just a wonderful opportunity to visit New Zealand, but was a great chance to work with staff from other navies,\u201d he said.<\/p>\n<p class=\"last-child\">We\u2019ve found fertile ground for what <abbr title=\"Allied Worldwide Navigation Information System\">AWNIS<\/abbr> can do and the teams on <abbr title=\"rapid port assessment\">RPA<\/abbr> have proved able and enthusiastic to explore this capability.<\/p>\n<\/blockquote>\n<p>The <abbr title=\"rapid port assessment\">RPA<\/abbr> teams started with basic techniques, fixing buoys with relative positions recorded and taking bearings with a magnetic compass. This enabled them to solve the problem of an exercise chart that differed considerably from reality, and they went on to use <abbr title=\"Global Positioning System\">GPS<\/abbr> and laser range-finders where they were the best option.<\/p>\n<blockquote>\n<p class=\"last-child\">The training value provided by our Royal Navy counterparts was invaluable and helped us to understand how best to approach this particular task,\u201d said Lieutenant Commander Jeremy Packham of the Royal New Zealand Naval Volunteer Reserve.<\/p>\n<\/blockquote>\n<p>The UK Armed Forces are changing, with greater emphasis being put on the <a href=\"\/joining-the-reserve-forces\" title=\"Joining the Reserve Forces web page\">Reserve Forces<\/a>.
