{"id":21737,"date":"2013-07-25T10:33:27","date_gmt":"2013-07-25T10:33:27","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=1eb2e28e4b4253bcbfc9e6eda1195838"},"modified":"2013-07-25T10:33:27","modified_gmt":"2013-07-25T10:33:27","slug":"press-release-new-regulators-code-will-shape-new-partnership-with-business","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=21737","title":{"rendered":"Press release: New Regulators\u2019 Code will shape new partnership with business"},"content":{"rendered":"<div class=\"govspeak\">\n<p>A new <a rel=\"external\" href=\"http:\/\/www.bis.gov.uk\/brdo\/regulators-code\">Regulators\u2019 Code<\/a> published by Business Minister Michael Fallon on 25 July 2013 will help shape a new partnership between regulators and the businesses and communities they serve.<\/p>\n<p>Finalised following a consultation with the business community as well as regulators and local authorities, it establishes how non-economic regulators should interact with those they are regulating.  <\/p>\n<p>Regulators should:<\/p>\n<ul>\n<li>carry out their activities in a transparent way that helps those they regulate comply and grow<\/li>\n<li>design simple and straightforward ways to engage with and hear the views of those they regulate<\/li>\n<li>base their regulatory activities on risk and share information about compliance and risk<\/li>\n<li>ensure clear information, guidance and advice is available to help those they regulate meet their responsibilities<\/li>\n<\/ul>\n<p>The new Code is the latest step in the government\u2019s drive to put businesses\u2019 need for clarity, transparency and minimum bureaucracy at the heart of the regulatory system.  <\/p>\n<p>Business Minister Michael Fallon said:<\/p>\n<blockquote>\n<p class=\"last-child\">Regulators\u2019 actions can impact directly upon a business\u2019s ability to succeed.  It\u2019s essential that hard-pressed firms are not swamped with unnecessary bureaucracy, but are given pertinent advice and support.<\/p>\n<\/blockquote>\n<blockquote>\n<p class=\"last-child\">This shorter, clearer Regulators\u2019 Code will increase confidence in our regulatory system, helping serve the twin purposes of protection and prosperity.<\/p>\n<\/blockquote>\n<p>There are more than 50 non-economic national regulators with a combined budget of over \u00a32 billion.  Better dialogue and less red tape will allow regulators\u2019, including local authorities\u2019, resources to be focused on dealing with non-compliance, as well as providing useful advice and guidance for businesses that need it most.  <\/p>\n<p>The new code will also improve transparency around how businesses can appeal regulator\u2019s decisions and access data on appeal outcomes, responding to early findings of the Focus on Enforcement Appeals Review.<\/p>\n<p>The code is published following a consultation, <a rel=\"external\" href=\"http:\/\/www.bis.gov.uk\/assets\/brdo\/docs\/publications-2013\/13-685-rcc-consultation.pdf\">\u2018Amending the Regulators\u2019 Compliance Code\u2019<\/a>, which ran from 8 March to 3 May 2013. It set four ambitions in the <a href=\"https:\/\/www.gov.uk\/government\/publications\/plan-for-growth--5\">\u2018Plan for Growth\u2019<\/a>, published at Budget 2011:<\/p>\n<\/li>\n<\/ol>\n<ul>\n<li>to create the most competitive tax system in the G20<\/li>\n<li>to make the UK the best place in Europe to start, finance and grow a business<\/li>\n<li>to encourage investment and exports as a route to a more balanced economy<\/li>\n<li>to create a more educated workforce that is the most flexible in Europe<\/li>\n<\/ul>\n<p>Work is underway across government to achieve these ambitions, including progress on more than 250 measures as part of the Growth Review.
