{"id":34763,"date":"2013-11-14T10:46:25","date_gmt":"2013-11-14T10:46:25","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=62a6c093b68630646ba6ff2c1b9eed09"},"modified":"2013-11-14T10:46:25","modified_gmt":"2013-11-14T10:46:25","slug":"press-release-new-fe-commissioner-to-tackle-poor-performing-fe-colleges","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=34763","title":{"rendered":"Press release: New FE Commissioner to tackle poor performing FE colleges"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Dr David Collins CBE will take the new post of Further Education (<abbr title=\"Further Education\">FE<\/abbr>) Commissioner, responsible for driving improvement and acting quickly to tackle failing colleges, Skills and Enterprise Minister Matthew Hancock announced today (14 November 2013).<\/p>\n<p>The <abbr title=\"Further Education\">FE<\/abbr> commissioner, the former principal of South Cheshire College Group, will play an integral part in the government\u2019s plans to create a rigorous and responsive system that delivers the best for learners, employers and the economy.<\/p>\n<p>Dr Collins will advise ministers and the funding agencies on the actions that need to be taken to swiftly tackle poor performance in <abbr title=\"Further Education\">FE<\/abbr> colleges. He will review the position of any college:<\/p>\n<ul>\n<li>which has been graded as \u2018inadequate\u2019 by <a rel=\"external\" href=\"http:\/\/www.ofsted.gov.uk\/\"><abbr title=\"The Office for Standards in Education\">Ofsted<\/abbr><\/a> <\/li>\n<li>fails to meet national minimum standards of performance set by the department<\/li>\n<li>receives an inadequate assessment for financial health or management by the <a rel=\"external\" href=\"http:\/\/skillsfundingagency.bis.gov.uk\/\">Skills Funding Agency<\/a>\n<\/li>\n<\/ul>\n<p>Skills and Enterprise Minister Matthew Hancock said: <\/p>\n<blockquote>\n<p>While there is much to praise in the <abbr title=\"Further Education\">FE<\/abbr> sector, we must drive up standards across the board, and particularly focus on colleges that fail. The <abbr title=\"Further Education\">FE<\/abbr> Commissioner will help us to ensure that wherever a college or institution is failing students swift, co-ordinated and decisive intervention action will be taken.<\/p>\n<p class=\"last-child\">David\u2019s 35 years of experience, including leading an outstanding college, mean that he fully understands the sector and the levels of excellence that can be achieved. I look forward to working with David to reach our shared goal of a further education system that offers rigorous and stretching training while responding to the needs of students, employers and the economy.<\/p>\n<\/blockquote>\n<p>Dr David Collins, <abbr title=\"Further Education\">FE<\/abbr> Commissioner said: <\/p>\n<blockquote>\n<p>I would hope to bring my extensive experience in the sector to bear in this new post so that problems in colleges and other institutions are swiftly addressed for the benefit of learners, employers and the local community.<\/p>\n<p class=\"last-child\">I have worked closely with governors and staff in the past in colleges and institutions that have received a variety of <abbr title=\"The Office for Standards in Education\">Ofsted<\/abbr> grades and have always found a positive response to quality improvement. I am sure that all those involved in this new approach will play their full part in ensuring that, in the interests particularly of learners and stakeholders, difficulties are quickly and effectively resolved and the quality of provision is significantly improved.<\/p>\n<\/blockquote>\n<p>The government intends to ensure that anyone choosing to study at a college can benefit from world class education and training. The new <abbr title=\"Further Education\">FE<\/abbr> Commissioner role will ensure that whenever a college or institutions falls short of delivering high quality provision, improvement can be made swiftly so that learners get the education and training that they deserve.<\/p>\n<p>The role of the <abbr title=\"Further Education\">FE<\/abbr> Commissioner is set out in <a href=\"https:\/\/www.gov.uk\/government\/publications\/rigour-and-responsiveness-in-skills\">Rigour and Responsiveness in Skills<\/a> (April 2013). He will provide advice to ministers and the chief executives of the funding agencies on the action necessary to secure swift improvement.<\/p>\n<p>He can call on the support of the <abbr title=\"Further Education\">FE<\/abbr> Advisers, who bring with them a range of skills and expertise in financial recovery, change management and curriculum design. <\/p>\n<h3 id=\"notes-to-editors\">Notes to editors.<\/h3>\n<ol>\n<li>\n<p>Dr Collins brings more than 35 years experience in further education to this new position. He took his first post as principal in 1993, running the highly successful South Cheshire College for 16 years. He has also taken on national positions as President of the Association of Colleges (<abbr title=\"Association of Colleges\">AoC<\/abbr>) and Interim Chief Executive of the Learning and Skills Improvement Service (<abbr title=\"Learning and Skills Improvement Service\">LSIS<\/abbr>). Most recently he was Interim Principal of the Guildford College Group. <\/p>\n<\/li>\n<li>\n<p>The commissioner appointment was made following a competitive recruitment process, involving a sift, preliminary interview and a robust assessment process, an interview with senior representatives from <abbr title=\"Department for Business, Innovation and Skills\">BIS<\/abbr>, <abbr title=\"Department for Education\">DfE<\/abbr>, <abbr title=\"The Office for Standards in Education\">Ofsted<\/abbr> and the Association of Colleges, and a meeting with Minister Hancock. The <abbr title=\"Further Education\">FE<\/abbr> Commissioner will be a <abbr title=\"Department for Business, Innovation and Skills\">BIS<\/abbr> contractor, on a 2 year fixed term contract.<\/p>\n<\/li>\n<li>\n<p>The <abbr title=\"Further Education\">FE<\/abbr> Commissioner can call on the support of the <abbr title=\"Further Education\">FE<\/abbr> Advisers. There are 5 <abbr title=\"Further Education\">FE<\/abbr> Advisers: David Williams, Malcolm Cooper, Lynn Forester-Walker, Joanna Gaukroger and Marilyn Hawkins. The <abbr title=\"Further Education\">FE<\/abbr> Advisers were appointed following an earlier recruitment process, through the National College for Teaching and Leaderships\u2019 Operational Associates Framework. The <abbr title=\"Further Education\">FE<\/abbr> Advisers are <abbr title=\"Department for Business, Innovation and Skills\">BIS<\/abbr> contractors, on a 2 year fixed term contract.<\/p>\n<\/li>\n<li>\n<p>The strengthened approach, including the role of the <abbr title=\"Further Education\">FE<\/abbr> Commissioner, will apply to <abbr title=\"Further Education\">FE<\/abbr> Corporations, designated institutions and local authority maintained <abbr title=\"Further Education\">FE<\/abbr> institutions. Local authority maintained <abbr title=\"Further Education\">FE<\/abbr> institutions are currently subject to a different statutory intervention process, but through the Deregulation Bill, which was published as a draft Bill on 1 July 2013, we are proposing to align their intervention process with that of <abbr title=\"Further Education\">FE<\/abbr> Corporations and designated institutions.<\/p>\n<\/li>\n<li>\n<p>When a sixth form college (<abbr title=\"sixth form college\">SFC<\/abbr>) meets the same criteria for intervention the same suite of potential actions will be considered. Intervention in individual <abbr title=\"sixth form college\">SFC<\/abbr> cases will continue to be managed by the Education Funding Agency (<abbr title=\"Education Funding Agency\">EFA<\/abbr>), reporting to ministers. The <abbr title=\"Education Funding Agency\">EFA<\/abbr> will work with the Skills Funding Agency and consult with <abbr title=\"Department for Education\">DfE<\/abbr> and <abbr title=\"Department for Business, Innovation and Skills\">BIS<\/abbr>, and if appropriate the <abbr title=\"Further Education\">FE<\/abbr> Commissioner, where adult provision is also concerned.<\/p>\n<\/li>\n<li>\n<p>Independent training providers funded through a contract for services with the Agency will continue to follow the assessment, escalation and intervention process set out in the contract, which would usually result in termination of contracts where performance fails.<\/p>\n<\/li>\n<li>\n<p>The government\u2019s economic policy objective is to achieve \u2018strong, sustainable and balanced growth that is more evenly shared across the country and between industries\u2019. It set 4 ambitions in the <a href=\"https:\/\/www.gov.uk\/government\/publications\/plan-for-growth--5\">\u2018Plan for Growth\u2019<\/a>, published at Budget 2011:<\/p>\n<\/li>\n<\/ol>\n<ul>\n<li>to create the most competitive tax system in the G20<\/li>\n<li>to make the UK the best place in Europe to start, finance and grow a business<\/li>\n<li>to encourage investment and exports as a route to a more balanced economy<\/li>\n<li>to create a more educated workforce that is the most flexible in Europe<\/li>\n<\/ul>\n<p>Work is underway across government to achieve these ambitions, including progress on more than 250 measures as part of the Growth Review.
