for Work and Pensions\">DWP<\/abbr> of a change in circumstances<\/li>\n<li>how it is everyone\u2019s own responsibility to inform authorities of a change<\/li>\n<li>the risk of a financial penalty of up to \u00a32,000 or criminal prosecution for failing to do so<\/li>\n<\/ul>\n<p>Minister for Welfare Reform Lord Freud said: <\/p>\n<blockquote>\n<p>It is only a small minority who commit fraud \u2013 but it costs the country over \u00a31bn a year.<\/p>\n<p>We are keen to make sure that claimants know that even small overpayments can really add up over time, so they must get in contact with us and let us know about changes in circumstances straightaway.<\/p>\n<p class=\"last-child\">The new pilot campaign will help us stop fraud and overpayments before they even happen.<\/p>\n<\/blockquote>\n<p>The 6 pilot locations are:<\/p>\n<ul>\n<li>Southwark<\/li>\n<li>Blackburn<\/li>\n<li>Hounslow<\/li>\n<li>Blackpool<\/li>\n<li>Epping Forest<\/li>\n<li>Cardiff<\/li>\n<\/ul>\n<p>The campaign will last 4 to 6 weeks with each area being targeted with a different mix of advertisements and direct mail.<\/p>\n<p>Members of the public can anonymously report benefit fraud to the National Benefit Fraud hotline on 0800 854 440 or at <a href=\"https:\/\/www.gov.uk\/report-benefit-fraud\">gov.uk\/report-benefit-fraud<\/a>.<\/p>\n<h2 id=\"background\">Background<\/h2>\n<p>The preliminary estimate of total overpayments due to fraud and error in 2012\/13 across all benefits is \u00a33.5 billion.<\/p>\n<ul>\n<li>0.7%, or \u00a31.2 billion, of total benefit expenditure is overpaid due to fraud<\/li>\n<li>0.9%, or \u00a31.6 billion, of total benefit expenditure is overpaid due to claimant error<\/li>\n<li>\n<p>0.4%, or \u00a30.7 billion, of total benefit expenditure is overpaid due to official error<\/p>\n<\/li>\n<li>4.6%, or \u00a3250 million, of Income Support expenditure was overpaid<\/li>\n<li>4.2%, or \u00a3220 million, of Jobseeker\u2019s Allowance expenditure was overpaid<\/li>\n<li>5.5%, or \u00a3420 million, of Pension Credit expenditure was overpaid<\/li>\n<li>5.3%, or \u00a31,270 million, of Housing Benefit
