{"id":37758,"date":"2014-01-14T10:07:00","date_gmt":"2014-01-14T10:07:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=7c2c47a88a385f34dd9477f9319e6928"},"modified":"2014-01-14T10:07:00","modified_gmt":"2014-01-14T10:07:00","slug":"press-release-ten-foreign-flagged-ships-under-detention-in-the-uk-during-december-2013","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=37758","title":{"rendered":"Press release: Ten foreign flagged ships under detention in the UK during December 2013"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Maritime and Coastguard Agency (<abbr title=\"Maritime and Coastguard Agency\">MCA<\/abbr>) announced today (14 January 2014) that 10 flagged ships were under detention in UK ports during December 2013 after failing port state control (<abbr title=\"Port State Control\">PSC<\/abbr>) inspection.<\/p>\n<p>Latest monthly figures show that there were 6 new detentions of foreign flagged vessels in UK ports and 4 vessels remained under detention from previous months. Only 5 vessels remain under detention at the end of this month. <\/p>\n<p>In response to one of the recommendations of Lord Donaldson\u2019s Inquiry into the prevention of pollution from merchant shipping and in compliance with the EU directive on port state control (2009\/16\/EC as amended), the Maritime and Coastguard agency (<abbr title=\"Maritime and Coastguard Agency\">MCA<\/abbr>) publishes details of the foreign flagged vessels detained in UK ports each month.<\/p>\n<p>The UK is part of a regional agreement on port state control known as the Paris Memorandum of Understanding on port state control (Paris MOU) and information on all ships that are inspected is held centrally in an electronic database known as Thetis. This allows the ships of flags with poor detention records to be targeted for future inspection.<\/p>\n<p>Inspections of foreign flagged ships in UK ports are undertaken by surveyors from the Maritime and Coastguard Agency. When a ship is found to be not in compliance with applicable convention requirements, a deficiency may be raised. If the deficiency is so serious that it has to be rectified before departure, then the ship may be detained.<\/p>\n<p>All deficiencies should be rectified before departure if at all possible.<\/p>\n<p>When applicable, the list includes those passenger craft prevented from operating under the provisions of the EU directive on mandatory surveys for the safe operation of regular Ro-Ro ferry and high speed passenger craft services (1999\/35\/EU).<\/p>\n<p>Notes on the list of detentions:<\/p>\n<ul>\n<li>full details of the ship are listed<\/li>\n<li>the accompanying detention list shows ship\u2019s name, the flag state and the ship\u2019s International Maritime Organization (<abbr title=\"International Maritime Organization\">IMO<\/abbr>) number which is unchanging throughout the ship\u2019s life and uniquely identifies it<\/li>\n<li>company: the company shown in the vessel\u2019s safety management certificate (<abbr title=\"safety management certificate\">SMC<\/abbr>) or if there is no <abbr title=\"safety management certificate\">SMC<\/abbr>, then the party otherwise believed to be responsible for the safety of the ship at the time of inspection<\/li>\n<li>classification society: the list shows the classification society responsible for classing the ship only<\/li>\n<li>recognised organisation: responsible for conducting the statutory surveys: and issuing statutory certificates on behalf of the flag state<\/li>\n<li>white (<abbr title=\"white lists\">WL<\/abbr>), grey (<abbr title=\"grey lists\">GL<\/abbr>) and black lists (<abbr title=\"black lists\">BL<\/abbr>) are issued by the Paris <abbr title=\"Memorandum of Understanding\">MoU<\/abbr> on 1 July each year and shows the performance of flag state<\/li>\n<\/ul>\n<p><span class=\"attachment inline\" id=\"attachment_467484\"><br \/>\n  <a href=\"\/government\/uploads\/system\/uploads\/attachment_data\/file\/271058\/dec-2013-ships-detained.pdf\">Ships detained in December 2013<\/a><br \/>\n  (<span class=\"type\"><abbr title=\"Portable Document Format\">PDF<\/abbr><\/span>, <span class=\"file-size\">201KB<\/span>, <span class=\"page-length\">10 pages<\/span>)<br \/>\n<\/span><\/p>\n<h2 id=\"notes-to-editors\">Notes to editors<\/h2>\n<ul>\n<li>Follow us on Twitter.
