{"id":37996,"date":"2014-01-21T10:59:24","date_gmt":"2014-01-21T10:59:24","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=25a10555f06da3ec0c7b8ff7242262de"},"modified":"2014-01-21T10:59:24","modified_gmt":"2014-01-21T10:59:24","slug":"press-release-second-reading-for-intellectual-property-bill","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=37996","title":{"rendered":"Press release: Second reading for Intellectual Property Bill"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Intellectual Property (<abbr title=\"Intellectual Property\">IP<\/abbr>) Bill was given its second reading in the House of Commons yesterday (20 January 2014), having completed its Lords stages last year.   <\/p>\n<p>The Bill will help UK businesses succeed in global competition by making the <abbr title=\"Intellectual Property\">IP<\/abbr> landscape easier to navigate and helping them protect their <abbr title=\"Intellectual Property\">IP<\/abbr> rights. <\/p>\n<p>During the first debate on the Bill in the Commons, David Willetts outlined the key policies in the Bill, including:  <\/p>\n<ul>\n<li>new powers for the UK to implement the Unitary Patent Court Agreement. This is a central part of introducing a single patent across almost all <abbr title=\"European Union\">EU<\/abbr> countries and could lead to direct savings to UK businesses of up to \u00a340 million per annum<\/li>\n<li>measures to help businesses assess the strength of their <abbr title=\"Intellectual Property\">IP<\/abbr> case before going through formal and costly legal proceedings with the creation of a design opinions service. There will also be an expansion of the existing patent opinions service <\/li>\n<li>the introduction of a criminal sanction for intentional copying of registered designs. This will deter those who knowingly copy UK registered designs and will provide greater protection for our hugely important design sector. In 2009, UK business invested over \u00a315 billion in designs and the Bill seeks to protect and develop this important industry<\/li>\n<li>an exemption to the Freedom of Information Act to better protect pre-publication research. As a result researchers can validate and analyse their work before putting it into the public domain<\/li>\n<li>allowing the <a rel=\"external\" href=\"http:\/\/www.ipo.gov.uk\/\">UK Intellectual Property Office<\/a> to share information on unpublished patent applications to clear backlogs internationally<\/li>\n<\/ul>\n<p>Minister for Intellectual Property Lord Younger said:<\/p>\n<blockquote>\n<p>Continued investment in intellectual property is vital as it already contributes \u00a316 billion to the UK economy and represents 4.3% of UK <abbr title=\"Gross Domestic Product\">GDP<\/abbr>. It is essential that we create the right environment so that our businesses can flourish and benefit from their creative designs, inventions and ideas.<\/p>\n<p class=\"last-child\">I am grateful to those who continue to work with the government on the important issues in this Bill. It is also pleasing to see that amendments that were made during the Bill\u2019s passage through the Lords have resulted in an improved Bill coming to the Commons.<\/p>\n<\/blockquote>\n<p>Detailed scrutiny of the Bill by the House of Commons will continue in due course when it enters the Committee stage. <\/p>\n<h3 id=\"notes-to-editors\">Notes to editors:<\/h3>\n<ol>\n<li>\n<p>The <a rel=\"external\" href=\"http:\/\/www.ipo.gov.uk\/\"><abbr title=\"Intellectual Property Office\">IPO<\/abbr><\/a> is part of the Department for Business, Innovation, and Skills and is responsible for the national framework of Intellectual Property rights, comprising patents, designs, trade marks and copyright.<\/p>\n<\/li>\n<li>\n<p>This year the UK was rated number 1 in Taylor Wessing\u2019s Global <abbr title=\"Intellectual Property\">IP<\/abbr> Index in respect of obtaining, exploiting and enforcing the main types of <abbr title=\"Intellectual Property\">IP<\/abbr> rights. <\/p>\n<\/li>\n<\/ol>\n<p>3.The government\u2019s economic policy objective is to achieve \u2018strong, sustainable and balanced growth that is more evenly shared across the country and between industries\u2019. It set 4 ambitions in the <a href=\"https:\/\/www.gov.uk\/government\/publications\/plan-for-growth--5\">\u2018Plan for Growth\u2019<\/a>, published at Budget 2011:<\/p>\n<ul>\n<li>to create the most competitive tax system in the G20<\/li>\n<li>to make the UK the best place in Europe to start, finance and grow a business<\/li>\n<li>to encourage investment and exports as a route to a more balanced economy<\/li>\n<li>to create a more educated workforce that is the most flexible in Europe<\/li>\n<\/ul>\n<p>Work is underway across government to achieve these ambitions, including progress on more than 250 measures as part of the Growth Review.
