HS2 Growth and Connectivity Conference"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Good morning everyone.<\/p>\n<p>It\u2019s a real pleasure to be here today (12 September 2014).<\/p>\n<p>And where better to stage this conference than Birmingham\u2019s Science Museum.<\/p>\n<p>A place that celebrates the pioneering role that the West Midlands has played in the history of transport.<\/p>\n<p>With the magnificent City of Birmingham locomotive at the heart of the collection.<\/p>\n<p>But if the exhibits here remind us of our railway past, our conference today is all about our railway future.<\/p>\n<p>About seizing opportunities that will help us grow and prosper.<\/p>\n<p>Opportunities which are much closer than many people think.<\/p>\n<p>Because we\u2019ll start building <a href=\"https:\/\/www.gov.uk\/government\/policies\/developing-a-new-high-speed-rail-network\"><abbr title=\"high speed two\">HS2<\/abbr><\/a> in just 3 years\u2019 time. <\/p>\n<p>Debate has moved on<\/p>\n<p>The project is moving on quickly.<\/p>\n<p>The fundamental case for the new line has been made.<\/p>\n<p>Around capacity, connectivity and economic growth.<\/p>\n<p>And the debate has progressed from whether we should build <abbr title=\"high speed two\">HS2<\/abbr>, to <a href=\"https:\/\/www.gov.uk\/government\/speeches\/who-will-build-hs2\">how we should build it<\/a>.<\/p>\n<p>And how we can make the most of our investment.<\/p>\n<p>We\u2019ve shown recent years that this country can build world class infrastructure.<\/p>\n<p>After High Speed 1 and Terminal 5 at Heathrow, we staged one of the best Olympic Games in history.<\/p>\n<p>Crossrail and Thameslink are being delivered together, on time and on budget. <\/p>\n<p>But we don\u2019t underestimate the complexity of delivering <abbr title=\"high speed two\">HS2<\/abbr>, which dwarfs most of those projects.<\/p>\n<p>So a huge amount of work is going on to prepare for the new line.<\/p>\n<h2 id=\"preparing-for-hs2\">Preparing for <abbr title=\"high speed two\">HS2<\/abbr><br \/>\n<\/h2>\n<p>We\u2019ve been working closely with the rail industry to get planning completed before the formal procurement process.<\/p>\n<p>And a partnership with the construction industry has been launched, chaired by Business Secretary Vince Cable and Sir David Higgins, who of course heads up <abbr title=\"high speed two\">HS2<\/abbr>.<\/p>\n<p>But as the scheme develops, the focus is moving to cities and regions with <abbr title=\"high speed two\">HS2<\/abbr> stations, so they can seize the full opportunities.<\/p>\n<p>King\u2019s Cross\/St Pancras have shown what\u2019s possible, where the magnificent new stations have inspired a complete regeneration of the area.<\/p>\n<p>In place of the run down King\u2019s Cross of just a few years ago are 2,000 new homes, 50 new buildings, and 10 new public squares.<\/p>\n<p>45,000 people now live and work in King\u2019s Cross \u2013 many of them for blue chip employers who have relocated to the area, like Google and the Crick Institute. <\/p>\n<p>Along the <abbr title=\"high speed one\">HS1<\/abbr> route, stations have attracted around \u00a310 billion of private investment.<\/p>\n<p>So the potential with <abbr title=\"high speed two\">HS2<\/abbr> is enormous.<\/p>\n<p>We want to see every city on the line take full advantage.<\/p>\n<p>So <abbr title=\"high speed two\">HS2<\/abbr> stations become hubs for growth and regeneration.<\/p>\n<p>That\u2019s why last summer we created the <a href=\"https:\/\/www.gov.uk\/government\/groups\/hs2-growth-taskforce\"><abbr title=\"high speed two\">HS2<\/abbr> Growth Taskforce<\/a>.<\/p>\n<h2 id=\"taskforce\">Taskforce<\/h2>\n<p>The taskforce, chaired by Lord Deighton, and including Sir Albert Bore, has been advising us on the best way forward.<br \/>\nIts report earlier this year made clear the importance of making the right decisions now to prepare cities for the coming of high speed rail.<\/p>\n<p>Among the key recommendations, the taskforce also:<\/p>\n<ul>\n<li>urged cities to develop growth strategies explaining how high speed rail will boost their economies.<\/li>\n<li>asked local authorities to establish new bodies to implement these strategies.<\/li>\n<li>and proposed a central delivery body to support cities and local authorities.<\/li>\n<\/ul>\n<p>We strongly back the taskforce\u2019s call for local leadership.<br \/>\nThis is real devolution in practice.<\/p>\n<p>Cities must drive this process themselves.<\/p>\n<p>And take advantage of what is an unparalleled opportunity for regeneration. <\/p>\n<p>But we don\u2019t underestimate the size or the complexity of the task cities face.<\/p>\n<p>Maximising the benefits of <abbr title=\"high speed two\">HS2<\/abbr> while balancing the interests of different communities and businesses will be challenging. So we\u2019re implementing the recommendations in Lord Deighton\u2019s report.<\/p>\n<p>To make sure that cities get the right support.<\/p>\n<p>We\u2019ve made quick progress identifying a central body. The business case for the new \u2018<abbr title=\"high speed two\">HS2<\/abbr> regeneration and development company\u2019 will be published later this autumn.<\/p>\n<p>We\u2019re also helping cities prepare their growth strategies, and set up local delivery bodies. <\/p>\n<p>And we\u2019ve drawn up a comprehensive timetable to complete the work over the next year<\/p>\n<h2 id=\"local-examples\">Local examples<\/h2>\n<p>Here in Birmingham, the LEP has begun the process of developing its own growth strategy for Curzon Street and the interchange station at Solihull.<\/p>\n<p>The government is providing \u00a32.5 million to speed up this work.<\/p>\n<p>Birmingham has also launched the Curzon Urban Regeneration Company to maximise the benefits of <abbr title=\"high speed two\">HS2<\/abbr>. The company will lead a programme that will ultimately create 14,000 jobs, provide space for 2,000 new homes, and contribute up to \u00a31.3 billion a year to the local economy.<\/p>\n<p>This is pioneering work. <\/p>\n<p>And the experience of Birmingham and Solihull preparing for <abbr title=\"high speed two\">HS2<\/abbr> may be used as a model for other cities during Phase 2.<\/p>\n<p>Growth strategies will help us gauge the costs and benefits of work around stations, so cities can unlock the full potential of development.<\/p>\n<p>And collaboration on a wider scale will drive further benefits.<\/p>\n<p>One such collaboration is Midlands Connect, a strong partnership between Midlands <abbr title=\"local enterprise partnerships\">LEPs<\/abbr>, Network Rail, the Highways Agency, local authorities, and business.<\/p>\n<p>Leeds, Manchester and Sheffield have set up programme boards to align their strategies. <\/p>\n<p>And on an even bigger scale, 5 Northern cities have come together to propose the One North transport plan, including a fast trans-Pennine train link with <abbr title=\"high speed two\">HS2<\/abbr>. <\/p>\n<p>These joint initiatives will help us get the most from high speed rail \u2013 integrating the new line with the rest of the transport system, and improving connectivity right across the country.<\/p>\n<h2 id=\"conclusion\">Conclusion<\/h2>\n<p>So the race to get ready for <abbr title=\"high speed two\">HS2<\/abbr> is well under way. We know the new network will be world class.<\/p>\n<h2 id=\"superfast\">Superfast<\/h2>\n<p>And wonderful to travel on. But it won\u2019t just be a fantastic new railway. It will also be an engine for growth.<\/p>\n<p>A catalyst for change &#8211; changing our cities, our communities, our economy, and ultimately our country.<\/p>\n<p>We can\u2019t take these benefits for granted.<\/p>\n<p>We have to work in an organised and structured way to earn them.<\/p>\n<p>With cities driving growth and regeneration &#8211; but supported by government, the rail industry and business. The taskforce has reminded us that the clock is ticking. And that there are big challenges to be faced before construction begins in 2017. But we will work in partnership to meet those challenges.
