{"id":47945,"date":"2014-09-25T09:20:54","date_gmt":"2014-09-25T09:20:54","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=7cf98b4ea3a8cfe85dc97aa5e709acb7"},"modified":"2014-09-25T09:20:54","modified_gmt":"2014-09-25T09:20:54","slug":"press-release-social-security-and-the-self-employed-time-for-a-review","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=47945","title":{"rendered":"Press release: Social security and the self-employed: time for a review"},"content":{"rendered":"<div class=\"govspeak\">\n<p>In a report published today (25 September 2014), the Social Security Advisory Committee (<abbr title=\"Social Security Advisory Committee\">SSAC<\/abbr>) has called on government to examine the balance in social security coverage \u2013 both in terms of entitlement and contributions \u2013 between self-employed and employed workers. The report also looks at the incentives for so-called \u2018false self-employment\u2019 and considers how current Universal Credit regulations may affect the self-employed.<\/p>\n<p>Launching the report entitled <a href=\"https:\/\/www.gov.uk\/government\/publications\/ssac-occasional-paper-13-social-security-and-the-self-employed\">Social security provision and the self-employed<\/a>, Paul Gray (the committee\u2019s Chair) commented: <\/p>\n<blockquote>\n<p>Our report highlights a number of differences in the treatment of self-employed and other workers within the current social security system. With the recent growth in self-employment, it is important for the government to review whether the right balance in the social security system is currently being achieved between those in self-employment and employment.<\/p>\n<p class=\"last-child\">We do not underestimate the challenge policy-makers face in assessing the respective interests of the self-employed, the employed and their employers. However, within that analysis it will be important to recognise some of the drivers for \u2018false self-employment\u2019. The position may be further complicated following roll-out of Universal Credit for the self-employed, and we therefore call on the government to establish an expert working group to look carefully at concerns that are emerging.<\/p>\n<\/blockquote>\n<h2 id=\"more-information\">More information<\/h2>\n<p><abbr title=\"Social Security Advisory Committee\">SSAC<\/abbr> is an independent advisory body of the Department for Work and Pensions. The committee\u2019s role is to:<\/p>\n<ul>\n<li>give advice on social security issues<\/li>\n<li>scrutinise and report on social security regulations (including tax credits)<\/li>\n<li>consider and advise on any matters referred to it by the Secretary of State for Work and Pensions or the Northern Ireland Department for Social Development<\/li>\n<\/ul>\n<p>The committee\u2019s Chair is Paul Gray.  Its membership comprises: Les Allamby; John Andrews; Simon Bartley; Adele Baumgardt; John Ditch; Keith Faulkner; Colin Godbold; Chris Goulden; Matthew Oakley; Judith Paterson; Nicola Smith and Diana Whitworth.
