{"id":48951,"date":"2014-10-20T09:22:00","date_gmt":"2014-10-20T09:22:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=372c4fe67b4118652028a4ce48fdf6f7"},"modified":"2014-10-20T09:22:00","modified_gmt":"2014-10-20T09:22:00","slug":"press-release-eu-carbon-market-reform-needed-to-improve-efficiency","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=48951","title":{"rendered":"Press release: EU Carbon Market Reform needed to improve efficiency"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Government is backing stronger reforms to make the EU Emissions Trading System work more efficiently and stimulate investment in low-carbon technologies, it has been announced today.<\/p>\n<p>The UK believes a Market Stability Reserve will help Europe meet its greenhouse gas emission reduction obligations more cost effectively through the EU <abbr title=\"Emissions Trading System\">ETS<\/abbr>. <\/p>\n<p>Energy and Climate Change Secretary, Edward Davey said:<\/p>\n<p>\u201cA strong EU <abbr title=\"Emissions Trading System\">ETS<\/abbr> can be a symbol to the rest of the world \u2013 but that is not what we have now.<\/p>\n<p>\u201cEurope has the opportunity to show the world how we can cut emissions while creating investment, jobs and growth \u2013 but only if we reform the system, and reform it fast. Otherwise we\u2019re facing increasing costs for businesses, uncertainty for investment and ultimately higher costs for consumers, which isn\u2019t acceptable.\u201d<\/p>\n<p>An insufficiently ambitious cap, combined with the economic recession and other factors, has resulted in a surplus in the EU <abbr title=\"Emissions Trading System\">ETS<\/abbr> of around 2 billion allowances, undermining the functioning of the market. The result is that the system is not sending the right signals to low carbon investors, increasing the overall costs of meeting our future carbon reduction obligations. <\/p>\n<p>The <abbr title=\"Market Stability Reserve\">MSR<\/abbr> will address this issue by creating an allowance reserve that will increase or reduce the supply of allowances in the system in response to levels of demand, allowing the market to operate effectively as external circumstances change.
