The review will be led jointly by the Department for Education and the Ministry for Justice and will start in April 2015.<\/p>\n<p>The Secretary of State for Education and the Lord Chancellor are required by law to lay a report on the outcome of the review before Parliament by 1 May 2017.<\/p>\n<h2 id=\"arrangements-for-send-disagreement-resolution-review\">Arrangements for <abbr title=\"special educational needs and disability\">SEND<\/abbr> disagreement resolution review<\/h2>\n<p>The review is expected to cover:<\/p>\n<ul>\n<li>the impact of the new education, health and care (<abbr title=\"education, health and care\">EHC<\/abbr>) assessment and planning process in resolving and preventing disagreements<\/li>\n<li>the effectiveness of local special educational needs and disability (<abbr title=\"special educational needs and disability\">SEND<\/abbr>) disagreement resolution and mediation arrangements<\/li>\n<li>the effectiveness of local complaints procedures for resolving complaints from parents of children with special educational needs (<abbr title=\"special educational needs\">SEN<\/abbr>) or disabilities, taking into account other reviews such as the <a href=\"https:\/\/www.gov.uk\/government\/publications\/report-of-the-mid-staffordshire-nhs-foundation-trust-public-inquiry\">Francis inquiry<\/a> and <a href=\"https:\/\/www.gov.uk\/government\/publications\/nhs-hospitals-complaints-system-review\">Clwyd review<\/a> into health complaints <\/li>\n<li>the piloting of the tribunal making non-binding recommendations about health and social care aspects of <abbr title=\"special educational needs\">SEN<\/abbr> appeals about the content of <abbr title=\"education, health and care\">EHC<\/abbr> plans  <\/li>\n<\/ul>\n<h2 id=\"advisory-group-to-support-the-review\">Advisory group to support the review<\/h2>\n<p>An external advisory group has been appointed to support the review, jointly chaired by <abbr title=\"Department for Education\">DfE<\/abbr> and <abbr title=\"Ministry of Justice\">MOJ<\/abbr> with the following terms of reference to:<\/p>\n<ul>\n<li>advise on issues concerning the scope of the review<\/li>\n<li>advise on delivery of the review<\/li>\n<li>discuss the progress and evaluation of the review<\/li>\n<li>ensure that the views and expertise of interested parties are represented<\/li>\n<li>advise on the report to parliament on the outcomes of the review<\/li>\n<\/ul>\n<p>The membership is as follows:<\/p>\n<ul>\n<li>Department for Education<\/li>\n<li>Ministry of Justice<\/li>\n<li>Department of Health <\/li>\n<li>Department for Communities and Local Government <\/li>\n<li>First-tier Tribunal (<abbr title=\"special educational needs\">SEN<\/abbr> and Disability) <\/li>\n<li>Healthwatch England <\/li>\n<li>\n<abbr title=\"National Health Service\">NHS<\/abbr> England <\/li>\n<li>Local Government Ombudsman <\/li>\n<li>Parliamentary and Health Ombudsman <\/li>\n<li>Council for Disabled Children <\/li>\n<li>Independent Parental Special Education Advice <\/li>\n<li>Special Educational Consortium <\/li>\n<li>Local Government Association <\/li>\n<li>Association of Directors of Children\u2019s Services <\/li>\n<li>National Network of Parent Carer Forums<\/li>\n<\/ul>\n<p>The group is expected to discuss the precise scope of the review and the detailed arrangements for managing the pilot at its first meeting later this year. <\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>DfE and MOJ to lead review of SEND disagreement resolution arrangements as required by the Children and Families Act 2014.<\/p>\n","protected":false},"author":8,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[13],"tags":[],"_links":{"self":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts\/49540"}],"collection":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/users\/8"}],"replies":[{"embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=49540"}],"version-history":[{"count":0,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts\/49540\/revisions"}],"wp:attachment":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=49540"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=49540"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=49540"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
