{"id":50490,"date":"2014-11-20T11:09:43","date_gmt":"2014-11-20T11:09:43","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=f1787ee486878a435051d97004340177"},"modified":"2014-11-20T11:09:43","modified_gmt":"2014-11-20T11:09:43","slug":"press-release-rpa-announces-2014-sps-entitlement-values","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=50490","title":{"rendered":"Press release: RPA announces 2014 SPS entitlement values"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Rural Payments Agency (<abbr title=\"Rural Payments Agency\">RPA<\/abbr>) has announced the values of entitlements for the three English regions under the 2014 Single Payment Scheme (<abbr title=\"Single Payment Scheme\">SPS<\/abbr>).<\/p>\n<p>\u20ac 251.39 for non-<abbr title=\"Severely Disadvantaged Areas\">SDA<\/abbr> (Severely Disadvantaged Areas)<\/p>\n<p>\u20ac 201.32 for upland <abbr title=\"Severely Disadvantaged Areas\">SDA<\/abbr>, other than moorland<\/p>\n<p>\u20ac 35.26 for upland <abbr title=\"Severely Disadvantaged Areas\">SDA<\/abbr> moorland<\/p>\n<p>The exchange rate which will be applied is \u20ac1= \u00a30.77730 (based on the value of the Euro as of 30 September 2014). <\/p>\n<p>The <abbr title=\"Rural Payments Agency\">RPA<\/abbr> uses the revalued figures to calculate each <abbr title=\"Single Payment Scheme\">SPS<\/abbr> 2014 payment. It will start to make full payments to farmers whose claims have been validated as soon as possible after the payment window opens in December 2014.<\/p>\n<p><abbr title=\"Rural Payments Agency\">RPA<\/abbr> Change Director Ian Hewett said: <\/p>\n<blockquote>\n<p>There are a number of changes in 2014 which will affect the amount customers will receive against their <abbr title=\"Single Payment Scheme\">SPS<\/abbr> claim.<\/p>\n<p>For instance this year, claims over \u20ac2,000 will be eligible for a reimbursement from the unused amounts from last year\u2019s financial discipline deduction, resulting in most customers receiving an additional payment with their 2014 claim of 3.1 per cent.<\/p>\n<p>This year we will still be taking an amount for Financial Discipline, but this will be at a lower rate of 1.3 per cent. Modulation will also no longer be deducted from payments in 2014, due to changes in the way Rural Development is funded.<\/p>\n<p>Against this however we have to factor in other variables, such as the reduced budget we have for 2014, announced by the European Commission in December last year.<\/p>\n<p class=\"last-child\">This, coupled with the fact the exchange rate for 2014 is lower than in previous years, will mean that payments won\u2019t be worth as much in 2014.<\/p>\n<\/blockquote>\n<p>Payment values are established before claims are finalised and after the Financial Discipline Mechanism (FDM) and any penalties have been applied. The <abbr title=\"Single Payment Scheme\">SPS<\/abbr> payment made will, therefore, be lower than the values shown on the Entitlements Statement. <\/p>\n<p>2014 Entitlements Statements <\/p>\n<p><abbr title=\"Rural Payments Agency\">RPA<\/abbr> will start to make <abbr title=\"Single Payment Scheme\">SPS<\/abbr> 2014 Entitlements Statements available to view on <abbr title=\"Single Payment Scheme\">SPS<\/abbr> Online from January 2015. These statements will confirm the number and value of each farmer\u2019s <abbr title=\"Single Payment Scheme\">SPS<\/abbr> 2014 entitlements. Farmers and agents will be able to print any of their statements from <abbr title=\"Single Payment Scheme\">SPS<\/abbr> Online.<\/p>\n<p>Paper copies of Entitlements Statements will be sent out in January 2015, but only to those farmers or agents who applied on paper forms for 2014.
