{"id":50739,"date":"2014-11-26T09:48:01","date_gmt":"2014-11-26T09:48:01","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=eab6586a0c7c5471c9f37103fdf3d8c4"},"modified":"2014-11-26T09:48:01","modified_gmt":"2014-11-26T09:48:01","slug":"press-release-vulnerable-children-and-families-in-somerset-are-not-well-served","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=50739","title":{"rendered":"Press release: Vulnerable children and families in Somerset are not well served"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Today sees the outcome of Ofsted\u2019s first multi-remit focused inspection carried out in the Somerset area.<\/p>\n<p>It finds that while education standards are improving, the county council is not providing good enough support for its most vulnerable children, young people and families. As a result too many of the services inspected were judged inadequate.<\/p>\n<p>In the four children\u2019s homes inspected none were judged good or better. In addition, two children\u2019s centres, running 10 stand-alone sites, and serving over 13,500 children under five years old living in the centres\u2019 catchment area were judged inadequate. <\/p>\n<p>Thirty-nine inspections were carried out across all children\u2019s services remits in Somerset between 8 September and 3 October. The inspections included primary, secondary, special and independent special schools, pupil referral units, children\u2019s homes, children\u2019s centres and nurseries. <\/p>\n<p>The outcomes of the 39 inspections were:<\/p>\n<ul>\n<li>A third were judged less than good<\/li>\n<li>Six settings were judged inadequate<\/li>\n<li>A fifth of schools inspected were judged require improvement<\/li>\n<li>No maintained schools were judged inadequate<\/li>\n<\/ul>\n<p>Bradley Simmons, Ofsted\u2019s Regional Director for the South West said:<\/p>\n<p>\u201cBringing together this series of inspections for the first time has given a unique insight into the quality of services children in Somerset receive. The council deserves credit for its role in improving the performance for primary and secondary children from both disadvantaged backgrounds and the most able students.<\/p>\n<p>\u201cHowever, it is disheartening to see that the most vulnerable children, young people and families who rely on crucial services for care and support are being let down. <\/p>\n<p>\u201cIt cannot be right that children\u2019s centres serving over 13,500 children under five years old living in the centres\u2019 catchment area are receiving a poor service.   <\/p>\n<p>\u201cUrgent action is required if the council is to secure timely and effective arrangements for the safety and wellbeing of children living in the county.\u201d<\/p>\n<h2 id=\"strengths\">Strengths<\/h2>\n<p>The majority of pupils going to primary and secondary schools that were inspected achieved well in all key stages. The authority\u2019s effective brokering of school-to-school support through the Local and National Leaders in Education initiative has been particularly successful in the primary schools inspected.<\/p>\n<p>Pupils from disadvantaged backgrounds and those in care are making improved progress in their education. As a result the gaps between the attainment and progress of pupils from disadvantaged backgrounds and their peers have narrowed.<\/p>\n<p>In the further education college inspected, the majority of young people whose starting points were low catch up with their peers because they receive particularly good support and their progress is monitored closely. This has led to them gaining qualifications and employment.<\/p>\n<h2 id=\"areas-for-improvement\">Areas for improvement<\/h2>\n<p>The local authority has failed to take timely action in children\u2019s homes to ensure that the service improves. As a result it does not provide children and young people living in the homes with a consistently good quality of care.<\/p>\n<p>The safety and welfare arrangements of the most vulnerable children and families in children\u2019s centres are inadequate. This is due to the council\u2019s lack of support where there are safeguarding concerns or the need for early intervention.<\/p>\n<p>Support and advice to schools about safeguarding and child protection concerns are insufficient and the authority has been slow to act on improving this service.<\/p>\n<h2 id=\"recommendations\">Recommendations<\/h2>\n<p>Somerset County Council needs to improve the consistency and quality of care of its children\u2019s homes through clearer strategic direction and management oversight.<\/p>\n<p>The council needs secure arrangements for the safety and welfare of all children living in the county by:<\/p>\n<ul>\n<li>Providing timely intervention and effective support where there are safeguarding concerns and, <\/li>\n<li>Increasing support and advice on safeguarding and child protection for headteachers.<\/li>\n<\/ul>\n<h2 id=\"notes-to-editors\">Notes to editors<\/h2>\n<ol>\n<li>The <a rel=\"external\" href=\"http:\/\/www.ofsted.gov.uk\/resources\/letter-somerset-local-authority-following-multi-remit-focused-inspection-outcomes\">Somerset multi-remit focused inspection<\/a> is published online. <\/li>\n<li>During the inspections, Her Majesty\u2019s Inspectors (HMI), social care regulatory inspectors and additional inspectors gathered information on the local authority support to improve the educational attainment of pupils on free school meals, looked-after children and the most able. This included outcomes for children and young people in children\u2019s homes and children and families attending children\u2019s centres.<\/li>\n<li>All settings inspected were due for an inspection in the autumn term, but were brought forward for the multi-remit focused inspection.<\/li>\n<li>Thirty-nine inspections were carried out across all children\u2019s services remits including:\n<ul>\n<li>Four children\u2019s homes<\/li>\n<li>Two children centre groups running 20 sites<\/li>\n<li>Three nurseries<\/li>\n<li>19 primary schools<\/li>\n<li>Four secondary schools<\/li>\n<li>Three pupil referral units<\/li>\n<li>One special school<\/li>\n<li>Two residential special schools<\/li>\n<li>One further education college<\/li>\n<\/ul>\n<\/li>\n<li>\n<p>The Office for Standards in Education, Children\u2019s Services and Skills (Ofsted) regulates and inspects to achieve excellence in the care of children and young people, and in education and skills for learners of all ages. It regulates and inspects childcare and children\u2019s social care, and inspects the Children and Family Court Advisory and Support Service (Cafcass), schools, colleges, initial teacher training, work-based learning and skills training, adult and community learning, and education and training in prisons and other secure establishments.
