He added that the Prime Minister will continue to talk to his <abbr title=\"European Union\">EU<\/abbr> counterparts throughout the period of discussion on this subject.<\/p>\n<h2 id=\"royal-mail\">Royal Mail<\/h2>\n<p>When asked about the Royal Mail\u2019s universal service, the <abbr title=\"Prime Minister's Official Spokesperson\">PMOS<\/abbr> said there was a statutory requirement in the 2011 Act for a universal service. He added that, as per the legislation, there is a specific role for the regulator Ofcom to ensure the conditions are there that support this.
