{"id":51215,"date":"2014-12-05T13:33:57","date_gmt":"2014-12-05T13:33:57","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=3c8af70ed1a51be5826c936cdda26998"},"modified":"2014-12-05T13:33:57","modified_gmt":"2014-12-05T13:33:57","slug":"press-release-new-2015-cross-compliance-guidance-available-online-now","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=51215","title":{"rendered":"Press release: New 2015 cross compliance guidance available online now"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Rural Payments Agency (RPA) is advising all farmers and food producers who want to claim the 2015 Basic Payment Scheme (<abbr title=\"Basic Payment Scheme\">BPS<\/abbr>), or have a Rural Development Programme land-based agreement, to read the latest cross compliance guidance for 2015 which is published on <a href=\"https:\/\/www.gov.uk\/government\/publications\/cross-compliance-guidance-for-2015\">GOV.UK<\/a> today.<\/p>\n<p>RPA Customer Director Justin Chamberlain said:<\/p>\n<blockquote>\n<p>Our recent Common Agricultural Policy (<abbr title=\"Common Agricultural Policy\">CAP<\/abbr>) update leaflets have been highlighting that some of the cross compliance rules have changed for 2015.<\/p>\n<p>From today, our customers can find comprehensive and up-to-date information on all the changes in one place on GOV.UK.  Printed copies of the guidance will be going out to all customers before the end of the year.<\/p>\n<p class=\"last-child\">The RPA is committed to supporting rural economies and would not wish farmers and food producer to miss out on vital <abbr title=\"Eurpoean Union\">EU<\/abbr> funding.  This is why we urge all those proposing to claim the new <abbr title=\"Basic Payment Scheme\">BPS<\/abbr> or <abbr title=\"Rural Development Programme\">RDP<\/abbr> land-based schemes next year to familiarise themselves with the rules, especially those highlighted with a warning triangle.  These flag up areas of cross compliance which can attract high failure rates.  Paying attention now could save you money next year.<\/p>\n<\/blockquote>\n<p>Key Changes <\/p>\n<ul>\n<li>\n<p>All of the Good Agricultural and Environmental Conditions (<abbr title=\"Good Agricultural and Environmental Conditions\">GAECs<\/abbr>) and most of the Soil Management Regulations (<abbr title=\"Soil Management Regulations\">SMRs<\/abbr>) have been renumbered and some <abbr title=\"Good Agricultural and Environmental Conditions\">GAECs<\/abbr> have been split or merged into other rules.<\/p>\n<\/li>\n<li>\n<p>What was <abbr title=\"Soil Management Regulation\">SMR<\/abbr> 3 (sewage sludge) and <abbr title=\"Soil Management Regulations\">SMRs<\/abbr> 13, 14 and 15 (control of foot and mouth disease, certain animal diseases and bluetongue) have been removed. <\/p>\n<\/li>\n<li>\n<p>What was <abbr title=\"Good Agricultural and Environmental Condition\">GAEC<\/abbr> 11 (control of weeds) and 12 (agricultural land which is not in agricultural production) have been removed. Instead, as part of the <abbr title=\"Basic Payment Scheme\">BPS<\/abbr> eligibility rules, this agricultural land will need to be maintained so that it is kept clear of dense scrub. <\/p>\n<\/li>\n<li>\n<p>Some rules have been removed from the <abbr title=\"Soil Management Regulation\">SMR<\/abbr> for Wild Birds (<abbr title=\"Soil Management Regulation\">SMR<\/abbr> 2).<\/p>\n<\/li>\n<li>\n<p>Claimants no longer need to keep a Soil Protection Review (SPR). Instead, there are new rules for soils (<abbr title=\"Good Agricultural and Environmental Conditions\">GAECs<\/abbr> 4, 5,and 6). <\/p>\n<\/li>\n<li>\n<p>The rule on sustainable use has been removed from <abbr title=\"Soil Management Regulation\">SMR<\/abbr> 10 (plant protection products).<\/p>\n<\/li>\n<li>\n<p>Under a new <abbr title=\"Good Agricultural and Environmental Condition\">GAEC<\/abbr> 7, rules for landscape features have changed. Changes to rules include: <\/p>\n<ul>\n<li>\n<p>Boundary features such as hedgerows and stone walls are now covered under <abbr title=\"Good Agricultural and Environmental Condition\">GAEC<\/abbr> 7a. Also there are new rules for the protection of stone banks and earth banks.<\/p>\n<\/li>\n<li>\n<p>A longer \u2018no trimming\u2019 season will apply for hedges and trees and will run from 1 March until 31 August inclusive.
