{"id":51990,"date":"2014-12-23T10:50:00","date_gmt":"2014-12-23T10:50:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=850fca2ad1232e7aad1dac0951c01e3c"},"modified":"2014-12-23T10:50:00","modified_gmt":"2014-12-23T10:50:00","slug":"press-release-councils-help-get-britain-building","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=51990","title":{"rendered":"Press release: Councils help get Britain building"},"content":{"rendered":"<div class=\"govspeak\">\n<p>More than 3,000 affordable homes will be built by councils across England thanks to government investment of \u00a3222 million, says Mr Lewis. <\/p>\n<p>The second round of funding via the <a href=\"https:\/\/www.gov.uk\/government\/publications\/local-growth-fund-housing-revenue-account-borrowing-programme-2015-to-2016-and-2016-to-2017\">housing revenue account (<abbr title=\"housing revenue account\">HRA<\/abbr>) borrowing programme<\/a> means 21 councils will be able to additionally borrow almost \u00a3100 million over the next 2 years to deliver more than 1,300 new affordable homes and support local growth.<\/p>\n<p>It comes only a matter of months after 22 councils received approval to borrow \u00a3122 million to build more than 1,700 affordable homes in their areas.<\/p>\n<p>This takes the total to \u00a3222 million government investment to deliver over 3,000 affordable homes.<\/p>\n<h2 id=\"building-more-affordable-homes\">Building more affordable homes<\/h2>\n<p>Housebuilding is a central part of the government\u2019s long-term economic plan: since 2010 over half a million new homes have been delivered, including more than 200,000 affordable homes.<\/p>\n<p>In 2012, the government reformed the <abbr title=\"housing revenue account\">HRA<\/abbr> subsidy system so councils keep all the rents they collect from their homes, and receipts from sales of houses or land, giving them the freedom to invest them in building new homes.<\/p>\n<p>Most recently, council housing starts have hit a 23-year high.<\/p>\n<p>Housing Minister Brandon Lewis said:<\/p>\n<blockquote>\n<p>Today (23 December 2014), I\u2019m giving extra borrowing powers to 21 councils who over the next 2 years will use that to build more than 1,300 new affordable homes for their communities.<\/p>\n<p>It\u2019s one of the many things we\u2019ve done that have got Britain building \u2013 with housebuilding levels now at their highest since 2007 and climbing.<\/p>\n<p class=\"last-child\">This takes the total amount of government funding to almost \u00a3222 million helping to build more than 3,000 homes \u2013 it is encouraging to see councils seizing this opportunity to make use of the very powers they had asked for.<\/p>\n<\/blockquote>\n<h2 id=\"further-information\">Further information<\/h2>\n<p>Ministers are clear that the programme is a responsible way to offer councils extra borrowing powers, but confirmed there were no plans to remove borrowing limits as any extra council borrowing would count as additional public debt at a time when the government\u2019s clear priority is to cut the deficit.<\/p>\n<p>See a <a href=\"https:\/\/www.gov.uk\/government\/publications\/local-growth-fund-housing-revenue-account-borrowing-programme-2015-to-2016-and-2016-to-2017\">full list<\/a> of the round 2 councils receiving additional borrowing powers.
