{"id":53458,"date":"2015-02-05T12:34:46","date_gmt":"2015-02-05T12:34:46","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=3be12fa8695f73ef8475d33cd66ef2ec"},"modified":"2015-02-05T12:34:46","modified_gmt":"2015-02-05T12:34:46","slug":"press-release-the-future-of-dredging-at-her-majestys-naval-base-devonport","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=53458","title":{"rendered":"Press release: The future of dredging at Her Majesty\u2019s Naval Base Devonport"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The <abbr title=\"Marine Management Organisation\">MMO<\/abbr> has held negotiations with representatives of the \u2018Stop Dumping in Whitsand Bay\u2019 campaign group which brought a claim for judicial review challenging the <abbr title=\"Marine Management Organisation\">MMO<\/abbr>\u2019s decision to grant a marine licence for dredging activity at <abbr title=\"Her Majesty's Naval Base\">HMNB<\/abbr> Devonport and disposal of material at the Rame Head South disposal site. <\/p>\n<p>Having reviewed the matter the <abbr title=\"Marine Management Organisation\">MMO<\/abbr> actively sought to resolve these proceedings by reaching agreement with the campaign group on an order quashing the licence. This order was made by the High Court on Monday 2nd February.<\/p>\n<p>While the <abbr title=\"Marine Management Organisation\">MMO<\/abbr> believes its decision about the existing licence in relation to the dredging and disposal activities was substantially correct and in accordance with relevant environmental law, it acknowledges that its records in this case do not adequately record or explain its decision making. <\/p>\n<p>The <abbr title=\"Marine Management Organisation\">MMO<\/abbr> has recently been involved in talks with the Ministry of Defence (<abbr title=\"The Ministry of Defence\">MoD<\/abbr>) about the future of important dredging activity at <abbr title=\"Her Majesty's Naval Base\">HMNB<\/abbr> Devonport and disposal of material at the Rame Head South site. <\/p>\n<p>Following these discussions the <abbr title=\"The Ministry of Defence\">MoD<\/abbr> has committed to looking at the future of dredging and disposal operations at the site and the destination of material removed from its approaches. In the interim the <abbr title=\"The Ministry of Defence\">MoD<\/abbr> is making an application to the <abbr title=\"Marine Management Organisation\">MMO<\/abbr> for limited plough dredging at critical berths. This application will be published on the <abbr title=\"Marine Management Organisation\">MMO<\/abbr> website in due course. The application will not include the disposal of material at sea due to the nature of the proposed dredging activity.<\/p>\n<p>The <abbr title=\"The Ministry of Defence\">MoD<\/abbr> will continue to work with the <abbr title=\"Marine Management Organisation\">MMO<\/abbr> to explore alternative disposal site options. <\/p>\n<p>The <abbr title=\"Marine Management Organisation\">MMO<\/abbr> is also undertaking a strategic review of disposal sites around the coast of England to provide additional information to assist future decision making on marine licensing applications. This review will look at the current status of each site, sensitivities and forthcoming designations, and the process for identifying and using disposal sites.
