Centre for Defence Enterprise marketplace: securing our future through innovation"},"content":{"rendered":"<div class=\"govspeak\">\n<h3 id=\"introduction\">Introduction<\/h3>\n<p>Good Morning and thank you, Andy [Nicholson, head of <abbr title=\"Centre for Defence Enterprise\">CDE<\/abbr>], for that introduction.<\/p>\n<p>It\u2019s a pleasure to return after being lucky enough to attend the first <abbr title=\"Centre for Defence Enterprise\">CDE<\/abbr> marketplace, back in 2012\u2026not too long after I became a defence minister.<\/p>\n<p>Back then, the remarkable array of ingenious technology on display reinforced, not only how fascinating\u2026but also how challenging\u2026my role would be in maintaining the UK\u2019s decisive military and technological edge\u2026<\/p>\n<p>\u2026in a world of ceaseless technological advance and shrinking budgets\u2026<\/p>\n<p>\u2026and in which our future superiority is no longer a given.<\/p>\n<p>At the end of my speech, I laid down the gauntlet\u2026<\/p>\n<p>\u2026challenging the primes, <abbr title=\"Small and Medium sized Enterprises\">SMEs<\/abbr> and academics in the room to grasp the opportunity placed before them by <abbr title=\"Centre for Defence Enterprise\">CDE<\/abbr>, with both hands, and to make things happen.<\/p>\n<p>I wasn\u2019t disappointed.<\/p>\n<p>Because there were a number of successes following that event.<\/p>\n<h3 id=\"success-of-last-marketplace\">Success of last marketplace<\/h3>\n<p>One was clocked up by Flight Applications Ltd, a Surrey-based micro <abbr title=\"Small and Medium sized Enterprise\">SME<\/abbr> that had used <abbr title=\"Centre for Defence Enterprise\">CDE<\/abbr> funding to prove the concept of its groundbreaking flight-trajectory software for unmanned aircraft.<\/p>\n<p>Flight Applications got talking to MBDA Systems at the marketplace and now their software is being reused and adapted as part of research into generic cruise missile mission planning.<\/p>\n<p>Another success story was 2d3 Sensing, an Oxford based <abbr title=\"Small and Medium sized Enterprise\">SME<\/abbr> that had developed a real-time 3D scene generator to improve understanding of operating environments in autonomous vehicles. <\/p>\n<p>After the marketplace, Thales UK, went on to buy elements of 2d3\u2019s software suite and is actively considering its product line for use in a number of contract opportunities.<\/p>\n<p>But, beyond these tangible triumphs, who knows what relationships were formed that are yet to bear fruit\u2026what ideas fomented\u2026and what slow-burning touch papers were lit.<\/p>\n<h3 id=\"innovation-key-to-our-future-security\">Innovation: key to our future security<\/h3>\n<p>And looking at what\u2019s on show today I\u2019ve every hope that the second marketplace will be just as, if not more, successful that the last.<\/p>\n<p>With ideas ranging from ways to combat insider threats\u2026to casualty care on the battlefield, once again, I am struck by the resourcefulness and sheer brilliance of our <abbr title=\"Small and Medium sized Enterprises\">SMEs<\/abbr> and universities.<\/p>\n<p>Together, our 24 exhibitors, exemplify why Britain\u2019s reputation for world-class innovation continues to precede it.<\/p>\n<p>It\u2019s a reputation stretching back a long way\u2026<\/p>\n<p>Well beyond the tank, which started life exactly 100 years ago when 2 British Engineers, William Tritton and Lieutenant Walter Wilson\u2026scribbled some designs literally on the back of cigarette packets in a hotel room in Lincoln.<\/p>\n<p>And it\u2019s a reputation we must continue not only to live up to\u2026but also to exceed\u2026if we\u2019re to meet\u2026head on\u2026the kaleidoscope of global threats and challenges we face. <\/p>\n<p>In the past year alone we\u2019ve seen\u2026the rise of <abbr title=\"Islamic State of Iraq and the Levant\">ISIL<\/abbr>, Russian aggression in Eastern Europe, Iran\u2019s machinations\u2026<\/p>\n<p>And despite all the advantages that technology has bestowed on our modern world, we have to face the flipside.<\/p>\n<p>Weapons proliferation, the relentless advance of cyber warfare, non-state actors pedalling an expansionist global ideology, rogue states and traditional military advantage being undermined by disruptive technologies.<\/p>\n<p>So, in this era it will be our attitude to innovation that defines us.<\/p>\n<p>That allows us to face the unpredictable threats of the future.<\/p>\n<p>That gives us that battle winning edge.<\/p>\n<p>Just as it will be innovation that delivers greater bang for our military buck, as defence budgets in Western economies are squeezed tighter.<\/p>\n<h3 id=\"innovation-vital-for-prosperity\">Innovation: vital for prosperity<\/h3>\n<p>But, innovation is more than just a mainstay of national security.<\/p>\n<p>It is vital to our national prosperity\u2026<\/p>\n<p>Driving productivity, underpinning business resilience and helping us move towards an export led recovery.<\/p>\n<p>And the wheel turns, neatly, full circle when you consider that a strong economy is vital for national security.<\/p>\n<h3 id=\"which-is-why-the-mod-is-working-hard-to-champion-innovation\">Which is why the <abbr title=\"Ministry of Defence\">MOD<\/abbr> is working hard to champion innovation<\/h3>\n<p>So\u2026with such high stakes\u2026it should come as no surprise that the <abbr title=\"Ministry of Defence\">MOD<\/abbr> is unstinting in its efforts to unlock, stimulate and back innovation wherever we can.<\/p>\n<p>And we\u2019re doing this in 3 key ways.<\/p>\n<h3 id=\"firstly-by-investing-in-world-class-science-and-technology\">Firstly, by investing in world class science and technology\u2026<\/h3>\n<p>\u2026protecting our annual investment in science and technology\u2026so it remains at least 1.2 % of the defence budget\u2026<\/p>\n<p>And, of course, continuing to champion the invaluable work <abbr title=\"Centre for Defence Enterprise\">CDE<\/abbr> does.<\/p>\n<p>Since it opened in May 2008, <abbr title=\"Centre for Defence Enterprise\">CDE<\/abbr> has received almost 5,500 research proposals and funded over 900 of these at phase 1 to a value of \u00a355 million. <\/p>\n<p>And, in a new departure, just last year it began phase 2 funding for the very best ideas from its themed and enduring challenge competitions\u2026<\/p>\n<p>Ensuring that we help bridge that yawning gap between concept and production\u2026that \u201cValley of Death\u201d\u2026down which so much potential can fall.<br \/>\nBut encouraging innovation isn\u2019t the preserve of <abbr title=\"Centre for Defence Enterprise\">CDE<\/abbr>.<\/p>\n<p>Also here today are representatives from <abbr title=\"Defence Science and Technology Laboratory\">Dstl<\/abbr>\u2019s Easy Access IP scheme\u2026an initiative to make new technologies available to those best placed to exploit them. <\/p>\n<p>Under the scheme, <abbr title=\"Defence Science and Technology Laboratory\">Dstl<\/abbr> is initially making 6 patent families available, ranging from protective garments to animal training aids.<\/p>\n<p>And I hope you will take the opportunity to talk to the team about their work today.<\/p>\n<h3 id=\"secondly-weaving-innovation-into-the-dna-of-our-procurement-process\">Secondly: weaving innovation into the DNA of our procurement process<\/h3>\n<p>But we can\u2019t just throw ideas at the wall and see if they stick\u2026we have to lead the way.<\/p>\n<p>Which is why the second thing we\u2019re doing to champion innovation is weave it into the very DNA of our procurement process.<\/p>\n<p>So, we\u2019ve devolved budgets to the single services\u2026ensuring the men and women who actually use the capability\u2026have the opportunity to input into innovation.<br \/>\nWe\u2019ve also overhauled an unwieldy and outmoded procurement system\u2026<\/p>\n<p>Sorting out an overheated equipment programme, getting a grip of our big-ticket procurement projects, curbing delays and cost overruns and injecting Defence Equipment and Support (DE&amp;S) with much needed private sector expertise.<\/p>\n<p>They now adopt a more commercial approach\u2026ensuring we are a more intelligent customer; one that demands world-class equipment at the best value for the taxpayers\u2019 pound\u2026<\/p>\n<p>\u2026and one that places the onus on UK industry to up its game and become more innovative if it is to win our business\u2026a point I\u2019ll come back to a little later.<\/p>\n<p>But before I do, I want to illustrate how our more disciplined approach is working\u2026<\/p>\n<p>\u2026to illustrate how bad it was, the <abbr title=\"National Audit Office\">NAO<\/abbr> Major Projects report for 2009 reviewed the in year performance of the top 17 defence projects which were a staggering \u00a34.5 billion over budget and 339 months overdue.<\/p>\n<p>And the proof that defence has been transformed is in the latest <abbr title=\"National Audit Office\">NAO<\/abbr> report on Major Projects for 2014, published earlier this month where the 11 top defence projects are \u00a3397 million under budget and a total of only 14 months over time.<\/p>\n<p>Crucially, under this new regime, we\u2019re working hard to increase opportunities for <abbr title=\"Small and Medium sized Enterprises\">SMEs<\/abbr>, the lifeblood of the defence industry\u2026providing the niche capability, the groundbreaking ideas and the enterprise that gives us the edge.<\/p>\n<p>So we\u2019re making our procurement processes more transparent, simpler and faster\u2026<\/p>\n<p>We\u2019ve a dedicated <abbr title=\"Small and Medium sized Enterprise\">SME<\/abbr> forum, which I chair, and a detailed <abbr title=\"Small and Medium sized Enterprise\">SME<\/abbr> action plan<\/p>\n<p>And we\u2019re taking action where <abbr title=\"Small and Medium sized Enterprises\">SMEs<\/abbr> identify concerns\u2026so we have established an effective dialogue between defence <abbr title=\"Small and Medium sized Enterprises\">SMEs<\/abbr> and the UK banking community, to ensure <abbr title=\"Small and Medium sized Enterprises\">SMEs<\/abbr> can continue to thrive.<\/p>\n<p>But, beyond the confines of the <abbr title=\"Ministry of Defence\">MOD<\/abbr>, we\u2019re working with defence primes\u2026encouraging them to open up their supply chains to <abbr title=\"Small and Medium sized Enterprises\">SMEs<\/abbr>\u2026through events like this\u2026and another I attended, in Telford, just last month where <abbr title=\"Small and Medium sized Enterprises\">SMEs<\/abbr> from the Motorsports industry were pitching ideas to BAE Systems.<\/p>\n<p>And, through initiatives like our Defence and Security Industrial Engagement Policy\u2026we\u2019re actively encouraging overseas primes to extend opportunities for UK innovators to become part of their supply chains.<\/p>\n<p>And this is work, non-UK domiciled defence primes are actively looking to the UK supply chain to fulfill requirements because UK suppliers are competitive and this country is open for defence and security business.<\/p>\n<h3 id=\"thirdly-engaging-our-whole-force\">Thirdly, engaging our whole force.<\/h3>\n<p>Which brings me to the third way in which we\u2019re championing innovation: engaging our whole force\u2026harnessing everyone\u2019s talents\u2026not just those from the military but those from the defence, civilian and commercial worlds.<\/p>\n<p>So, for example, our Niteworks programme brings together more than 120 companies, ranging from primes to <abbr title=\"Small and Medium sized Enterprises\">SMEs<\/abbr>, to work with the <abbr title=\"Ministry of Defence\">MOD<\/abbr> and <abbr title=\"Defence Science and Technology Laboratory\">Dstl<\/abbr> on providing impartial solutions to some of our most intractable defence problems.<\/p>\n<p>And the Defence Growth Partnership, is bringing together the best brains in industry, government and academia\u2026<\/p>\n<p>\u2026fostering a collaborative environment to ensure the UK defence industry becomes more innovative, sustainable and more competitive.<\/p>\n<p>Things are moving fast.<\/p>\n<p>Its Centre for Maritime Intelligence Systems in Portsmouth is already up and running\u2026a test bed for new systems and technology that can be sold to defence and civilian customers around the world.<\/p>\n<p>And I\u2019m looking forward to the imminent opening of the Defence Solutions Centre in Farnborough, which I have high hopes will become a UK centre of excellence, recognised as such by defence customers\u200e and other defence supply chains around the world.<\/p>\n<h3 id=\"international-partnerships\">International partnerships<\/h3>\n<p>We\u2019re also casting our net beyond our shores\u2026working with our international partners\u2026pooling our resources\u2026using the mechanisms we have in place to share everything from nascent ideas to deep technical data\u2026<\/p>\n<p>Ensuring we exploit innovation as widely as possible.<\/p>\n<p>We\u2019re seeing it with Anglo-French Cooperation on the development of Unmanned Combat Air Systems.<\/p>\n<p>We\u2019re seeing it on a multinational scale with the Meteor missile.<\/p>\n<p>And at the end of last year I flew to Washington\u2026where I spoke to my US counterpart about the 100-or-so distinct research and development arrangements underway between our 2 countries.<\/p>\n<h3 id=\"our-ask-of-industry\">Our ask of Industry<\/h3>\n<p>So we\u2019re doing all we can, in <abbr title=\"Ministry of Defence\">MOD<\/abbr> and across government, to not only sustain\u2026but to grow\u2026our national potential for innovation and excellence.<\/p>\n<p>But we can\u2019t do it alone.<\/p>\n<p>Which is why Industry must meet us halfway\u2026a point I touched on earlier on.<\/p>\n<p>Let me explain.<\/p>\n<p>In the past, defence contractors looked upon the <abbr title=\"Ministry of Defence\">MOD<\/abbr> as a benevolent cash cow that would fund all of the <abbr title=\"Research &amp; Development\">R&amp;D<\/abbr>, and then development cost overruns.<\/p>\n<p>The initial Carrier contract was a prime example\u2026a frankly shocking contract\u2026where 90 pence in every pound of cost overruns was borne by the taxpayer.<\/p>\n<p>Under our stewardship the Carrier has become a watershed.\u2028\u2028<\/p>\n<p>Because, working with industry, we have established a new mechanism to share pain and gain equally above a realistic threshold.\u2028\u2028<\/p>\n<p>This collaborative approach represents a new way forward through aligning our interests more closely.\u2028\u2028<\/p>\n<p>I want to see industry taking the initiative to adopt this approach more widely.<\/p>\n<p>Not just to identify, understand and manage risk but also to bear and share risk in a spirit of partnership as we look to develop capabilities for a broader defence (and sometimes adjacent civilian) customer base.\u2028<\/p>\n<p>But our ask of industry goes beyond just risk.<\/p>\n<p>In the past the <abbr title=\"Ministry of Defence\">MOD<\/abbr> contracted for highly bespoke products, often at great expense.\u2028<\/p>\n<p>We received cutting edge equipment but its high specification often proved to be its Achilles heel on the generic market.\u2028<\/p>\n<p>So we\u2019re demanding that defence contractors build exportability into their thinking from the outset.\u2028<\/p>\n<p>Actively considering it early on in the <abbr title=\"Ministry of Defence\">MOD<\/abbr> acquisition cycle.\u2028<\/p>\n<p>Making greater use of modularity and open systems.<\/p>\n<p>And developing and procuring equipment with partners where it makes sense to do so.\u2028<\/p>\n<p>The benefits will be three fold.<\/p>\n<p>First, the <abbr title=\"Ministry of Defence\">MOD<\/abbr> will get the best kit it can for the best price.<\/p>\n<p>Second, industry will reap the rewards of a virtuous circle of innovation, exporting and productivity.<\/p>\n<p>And third, UK PLC will benefit from greater security and prosperity.<\/p>\n<h3 id=\"conclusion\">Conclusion<\/h3>\n<p>So as we head into the final 3 months of this Parliament, as one who has had the privilege to help lead the transformation of defence, we can take some pride that where there was a deficit, now there is a balanced budget; where there were cost overruns, now there are cost savings; and where equipment programmes were late and over budget,  they are now overwhelmingly on time.<\/p>\n<p>But there is more to do, and yes\u2026we\u2019re asking a lot\u2026<\/p>\n<p>And it won\u2019t be easy\u2026as we confront the constantly evolving challenges of this volatile world.<\/p>\n<p>But it should be a great comfort and inspiration to us all that\u2026here\u2026today\u2026we have hard evidence that together, government, industry and academia, possess\u2026<\/p>\n<p>\u2026the innovative flair<\/p>\n<p>\u2026the ideas<\/p>\n<p>\u2026the passion<\/p>\n<p>\u2026and the drive<\/p>\n<p>\u2026to rise to those challenges.<\/p>\n<p>Just, as the centenary of the main battle tank reminds us, we\u2019ve done time and time again throughout the course of history.<\/p>\n<p>So thank you for coming today\u2026 and for supporting the great work of <abbr title=\"Centre for Defence Enterprise\">CDE<\/abbr>.<\/p>\n<p>I look forward to hearing about your marketplace successes.<\/p>\n<p>I\u2019d now like to declare
