{"id":55701,"date":"2015-03-24T11:58:00","date_gmt":"2015-03-24T11:58:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=7591ba4b78c28ed4d3b5912c6c243a66"},"modified":"2015-03-24T11:58:00","modified_gmt":"2015-03-24T11:58:00","slug":"news-story-spoliation-advisory-panel-review-published","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=55701","title":{"rendered":"News story: Spoliation Advisory Panel Review Published"},"content":{"rendered":"<div class=\"govspeak\">\n<p>A report reviewing the work of the Spoliation Advisory Panel as part of the Government\u2019s on-going programme to review public bodies and ensure that they continue to operate effectively has been published today.<\/p>\n<p>The Spoliation Advisory Panel, established in 2000 and considers claims for items in museums and galleries in the UK, which were lost during the Nazi era (1933-1945) has become a widely respected source of advice and has offered solutions in 17 cases. <\/p>\n<p>The independent review was carried out by Sir Paul Jenkins, a former Head of the Government Legal Service and Permanent Secretary at the Treasury Solicitor\u2019s Department and who has also worked on a number of independent reviews for Government.<\/p>\n<p>Key recommendations for change included:<\/p>\n<ul>\n<li>a rolling refreshment of the Panel, bringing in new members but retaining valuable expertise;<\/li>\n<li>the appointment of a second chair to enable claims to run concurrently;  <\/li>\n<li>increasing the number of Panel members with expertise in museums issues and fine art;<\/li>\n<li>the adoption of a \u2018house style\u2019 for reports; <\/li>\n<li>clarifying the Panel\u2019s Terms of Reference to make it clearer that, where spoliation is evident, the behaviour of the institution will generally be irrelevant;  <\/li>\n<li>better information available on Gov.uk on the spoliation process for those intending to submit a claim; and <\/li>\n<li>enabling institutions and the Panel\u2019s Secretariat to provide limited information about claims before the Panel, whilst protecting the identity of claimants,<\/li>\n<\/ul>\n<p>Sir Paul Jenkins said: <\/p>\n<blockquote>\n<p class=\"last-child\">I welcome the Government\u2019s response to my report.
