{"id":56191,"date":"2015-04-01T10:12:43","date_gmt":"2015-04-01T10:12:43","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=3c85e60f1c3a047b13068035e863e347"},"modified":"2015-04-01T10:12:43","modified_gmt":"2015-04-01T10:12:43","slug":"news-story-new-defence-safety-authority-launched-today","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=56191","title":{"rendered":"News story: New Defence Safety Authority launched today"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Following a recommendation in Lord Levene\u2019s 2011 report into Defence Reform, the <a href=\"https:\/\/www.gov.uk\/government\/groups\/defence-safety-and-environment-authority\"><abbr title=\"Defence Safety Authority\">DSA<\/abbr><\/a> will be the over-arching body for the MOD\u2019s safety regulators from 1 April. <\/p>\n<p>The <abbr title=\"Defence Safety Authority\">DSA<\/abbr> brings together the existing Military Aviation Authority and Defence\u2019s other independent safety regulators and assumes the functions of the Defence Safety and Environment Authority (<abbr title=\"Defence Safety and Environment Authority\">DSEA<\/abbr>). It will also have new responsibilities for the conduct of independent service inquiries into safety-related fatalities and major equipment loss or damage; provide independent advice to the Secretary of State on safety policy; and be responsible for Defence\u2019s independent accident investigation teams. <\/p>\n<p>Air Marshal Dick Garwood is the first Director General of the <abbr title=\"Defence Safety Authority\">DSA<\/abbr> and is the primary authority for all service inquiries into safety-related fatalities and major equipment loss or damage. With the exception of the air safety service inquiries, the Front Line Commands had previously held this responsibility. <\/p>\n<p>The <abbr title=\"Defence Safety Authority\">DSA<\/abbr> is independent from the chain of command, with investigations conducted by teams independent of financial, political and operational pressures.<\/p>\n<p>The Defence Safety Regulators within the <abbr title=\"Defence Safety Authority\">DSA<\/abbr> will be: Military Aviation Authority; Defence Nuclear Safety Regulator; Defence Maritime Regulator; Defence Ordnance, Munitions and Explosives Safety Regulator; Defence Land Systems Safety Regulator comprising: Land Systems Safety Regulator; Defence Movement and Transport Safety Regulator; Defence Fuel and Gas Safety Regulator; Defence Fire Safety Regulator. In addition, the Military Air Accident Investigation Branch and Land Accident Prevention and Investigation Team will join the <abbr title=\"Defence Safety Authority\">DSA<\/abbr>. <\/p>\n<p>A Defence Safety Regulatory Review will consider how Defence might undertake safety regulation in the medium to long term and will consider the most effective organisational model.
