{"id":57934,"date":"2015-06-15T09:41:41","date_gmt":"2015-06-15T09:41:41","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=4e29ea7eb4823f152af44680c5c9f701"},"modified":"2015-06-15T09:41:41","modified_gmt":"2015-06-15T09:41:41","slug":"statement-to-parliament-hgv-levys-first-year-of-operation","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=57934","title":{"rendered":"Statement to Parliament: HGV levy&#8217;s first year of operation"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Since 1 April 2014 all <abbr title=\"heavy goods vehicles\">HGVs<\/abbr> at or above 12 tonnes gross weight using <abbr title=\"United Kingdom\">UK<\/abbr> roads have been required to pay the \u2018<abbr title=\"heavy goods vehicle\">HGV<\/abbr> road user levy\u2019. The levy ensures all such <abbr title=\"heavy goods vehicles\">HGVs<\/abbr> contribute to the costs of <abbr title=\"United Kingdom\">UK<\/abbr> road maintenance and removes some of the inequality <abbr title=\"United Kingdom\">UK<\/abbr> hauliers feel when paying to use many roads abroad. The levy costs up to \u00a310 per day or \u00a31,000 per year. I am pleased to announce that the <abbr title=\"heavy goods vehicle\">HGV<\/abbr> levy has proved to be a great success in its first year of operation. It has raised a total \u00a3192.5 million in receipts, with \u00a346.5 million from foreign-registered vehicles and \u00a3146 million from <abbr title=\"United Kingdom\">UK<\/abbr>-registered vehicles. Receipts from foreign vehicles are significantly ahead of the projected \u00a321 million.<\/p>\n<p>For most <abbr title=\"United Kingdom\">UK<\/abbr>-registered <abbr title=\"heavy goods vehicles\">HGVs<\/abbr>, vehicle excise duty (<abbr title=\"vehicle excise duty\">VED<\/abbr>) was reduced by the same amount as the levy, and is conveniently paid alongside <abbr title=\"vehicle excise duty\">VED<\/abbr> to keep administrative costs to a minimum. Over 160,200 foreign vehicles have been registered on the <a href=\"https:\/\/www.gov.uk\/hgv-levy\">levy payment system<\/a>. In total 1.9 million levies were purchased for foreign <abbr title=\"heavy goods vehicles\">HGVs<\/abbr>:<\/p>\n<ul>\n<li>91% were \u2018daily\u2019, ie covering only 1 or a few days<\/li>\n<li>3% were weekly<\/li>\n<li>5% monthly<\/li>\n<li>just 1% annual<\/li>\n<\/ul>\n<p>despite the discounts available on long duration purchases. <\/p>\n<p>This predominance of more expensive daily levies is a major factor in our original estimate being exceeded. Even so, in terms of revenue raised, 18% (\u00a38.5 million) came from annual levies and 48% (\u00a322.3 million) from daily levies. The number of levies purchased was greatest for Polish registered vehicles (27%), followed by Romania (12%), Spain (9%) and Hungary (7%). The levy has also been a success in terms of efficient digital delivery and customer service. The<br \/>\nvast majority of transactions 97% are made through an on-line portal using registered accounts. The remaining 3% of sales have been through assisted digital point of sale terminals on ferries, at truckstops and through agents. This has all been supported by a multi-lingual customer service call centre.<\/p>\n<p>Effective roadside enforcement has been provided by the Driver and Vehicle Standards Agency (<abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr>), Driver and Vehicle Agency (<abbr title=\"Driver and Vehicle Agency\">DVA<\/abbr>) in Northern Ireland, and the police. This has contributed to a levy compliance level for foreign vehicles inspected by <abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr> at roadside check sites in Great Britain of 95%. Officers in Great Britain and Northern Ireland have issued over 3,000 fixed penalties for levy offences during its first year raising more than \u00a3900,000 in fines.<br \/>\nDVLA has enforced the levy alongside <abbr title=\"vehicle excise duty\">VED<\/abbr> for <abbr title=\"United Kingdom\">UK<\/abbr> registered vehicles, and over 99% compliance has been achieved.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>HGV levy receipts and levels of compliance during the first year of operation.<\/p>\n","protected":false},"author":8,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[13],"tags":[],"_links":{"self":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts\/57934"}],"collection":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/users\/8"}],"replies":[{"embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=57934"}],"version-history":[{"count":0,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts\/57934\/revisions"}],"wp:attachment":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=57934"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=57934"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=57934"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
