{"id":58964,"date":"2015-07-10T06:00:00","date_gmt":"2015-07-10T06:00:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=f4dcc6f72f446bb52100ad4c5e085aaa"},"modified":"2015-07-10T06:00:00","modified_gmt":"2015-07-10T06:00:00","slug":"press-release-bristol-water-prices-set-to-fall-after-cma-ruling","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=58964","title":{"rendered":"Press release: Bristol Water prices set to fall after CMA ruling"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Ofwat referred an <a href=\"https:\/\/www.gov.uk\/government\/news\/ofwat-refers-bristol-water-appeal\">appeal from <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> plc<\/a> (<abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>) to the Competition and Markets Authority (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) in March, following <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s decision to reject the regulator\u2019s final determination on price controls for the period 2015 to 2020. <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> argued that Ofwat\u2019s determination would not leave it with sufficient funds to run the business and invest and that higher prices were needed.<\/p>\n<p><abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> had estimated the impact of its plan would be to reduce household customer bills on average by around 6% for the period 2015 to 2020 before the impact of inflation (measured by the RPI). After a detailed assessment of <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s costs and expenditure requirements, the effect of the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s provisional findings is that <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s household customer bills should fall on average by 17% before inflation for the period 2015 to 2020. This is in comparison to Ofwat\u2019s original determination that household bills would fall on average by 19% before inflation. This represents a small increase in the prices previously set by Ofwat.<\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s figure is a provisional estimate which may be subject to further adjustment when it issues its final determination, which it is required to do by 3 September 2015. A <span class=\"attachment inline\" id=\"attachment_1113200\"><br \/>\n  <a href=\"\/government\/uploads\/system\/uploads\/attachment_data\/file\/443880\/Bristol_Water_price_determination_-_summary.pdf\">summary of the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s provisional findings <\/a><br \/>\n  (<span class=\"type\"><abbr title=\"Portable Document Format\">PDF<\/abbr><\/span>, <span class=\"file-size\">318KB<\/span>, <span class=\"page-length\">14 pages<\/span>)<br \/>\n<\/span> is available on the <a href=\"https:\/\/www.gov.uk\/cma-cases\/bristol-water-plc-price-determination\">case page<\/a>. The full report will be published shortly.  <\/p>\n<p>Inquiry Group Chairman, Anne Lambert said:<\/p>\n<blockquote>\n<p>We are very conscious of the effect our provisional findings would have on customer bills. Our provisional findings would result in substantial reductions in bills, as compared with <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s plans, although they involve a small rise above the price limits set by Ofwat.<\/p>\n<p>This provisional decision was taken after a careful review of the needs of <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s customers and the levels of investment required to maintain quality and reliability of supply. As part of this process, we provisionally rejected several projects proposed by <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> which would have increased its expenditure \u2013 and ultimately bills \u2013 because we did not consider they were fully justified and in the interests of customers.<\/p>\n<p class=\"last-child\">However, we provisionally agreed that a small increase from the Ofwat determination was necessary to maintain the quality of service <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> provides to its customers.<\/p>\n<\/blockquote>\n<p>In arriving at its provisional findings, the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> assessed submissions and information supplied by <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>, Ofwat and third parties including Consumer Council for Water (<abbr title=\"Consumer Council for Water\">CCWater<\/abbr>), <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s Local Engagement Forum and other water companies. The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> also appointed its own independent engineering consultants. <\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> has developed models, based on an assessment of those used by Ofwat, to help determine the efficient level of spend for <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> and has assessed <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s business plan, including examining specific projects to form a view of their need. <\/p>\n<p>The key reason for the differences in price is that the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> assessed expenditure on wholesale activities (largely the costs of abstracting, storing, treating and transporting water and the associated investment requirements) for <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> of \u00a3429 million. This compared with Ofwat\u2019s assessment of \u00a3409 million and <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s estimate of \u00a3537 million. <\/p>\n<p>Ofwat expressed all figures in 2012\/13 prices and on this basis showed that household bills would reduce from \u00a3191 per customer in 2014\/15 to an average of \u00a3155 for each year over the period 2015 to 2020. Using the same 2012\/13 price base, under the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> provisional findings average household bills for the period 2015 to 2020 would be approximately \u00a3159. <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> estimated household bills would reduce from \u00a3198 in 2014\/15 to an average of \u00a3187 for the period 2015 to 2020 under the same price base.<\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> has also provisionally decided that <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s wholesale cost of capital is 3.65%, versus Ofwat\u2019s figure of 3.60% and <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s figure of 4.37%. <\/p>\n<p>Comments on our provisional findings are welcome and should be submitted by 27 July 2015. It is an independent non-ministerial government department with responsibility for carrying out investigations into mergers, markets and the regulated industries and enforcing competition and consumer law.
