{"id":62068,"date":"2015-09-24T11:06:00","date_gmt":"2015-09-24T11:06:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=9b56c497ab857bb4205a03498d10df79"},"modified":"2015-09-24T11:06:00","modified_gmt":"2015-09-24T11:06:00","slug":"speech-cyber-symposium-2015","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=62068","title":{"rendered":"Speech: Cyber Symposium 2015"},"content":{"rendered":"<div class=\"govspeak\">\n<p>I\u2019d like to thank my French colleagues for arranging this symposium.<\/p>\n<p>It\u2019s an impressive gathering with strong international representation.<\/p>\n<p>And what unites us all is a growing interest in cyber and growing desire to keep several steps ahead of the threats we face.<\/p>\n<p>I\u2019m told this is the first of hopefully a series of events bringing together our militaries on cyber.<\/p>\n<p>And, given the calibre of the individuals in this room, I\u2019ve no doubt you will make a valuable contribution to the cyber debate.<\/p>\n<h3 id=\"french-cyber-relationship\">French Cyber relationship<\/h3>\n<p>It\u2019s also always a pleasure to share a platform with my good friend M Le Drian.<\/p>\n<p>In fact, this is our tenth meeting in just over a year. <\/p>\n<p>And that reflects the closeness of a relationship that has gone from strength to strength since the signing of the historic Lancaster House Treaty 5 years ago.<\/p>\n<p>As M Le Drian has already indicated\u2026our cyber relationship with France is certainly among our most valued.<\/p>\n<p>\u2026with our 2* Military Cyber Co-ordination Group reflecting a close working relationship on cyber, so that in future\u2026<\/p>\n<p>\u2026.we can share threat information to help us both improve defence of our military <abbr title=\"Information Technology\">IT<\/abbr> networks.<\/p>\n<p>\u2026and share information and lessons on how to train cyber specialists.<\/p>\n<p>\u2026which will be galvanised by the creation of our Combined Joint Expeditionary Force \u2026that we test on exercises this year. <\/p>\n<h3 id=\"threats\">Threats<\/h3>\n<p>And underlying this joint activity is a real sense of urgency.<\/p>\n<p>An awareness of the scale, diversity and complexity of the challenges we face. 100 years ago we stood together on the frontline of a Great War.<\/p>\n<p>\u2026today we stand on the frontline of a virtual war.<\/p>\n<p>And though the warheads launched are invisible\u2026cyber is far from a theoretical threat. Our adversaries, whether<\/p>\n<p>\u2026revanchist Russia or evil <abbr title=\"Islamic State of Iraq and the Levant\">ISIL<\/abbr><\/p>\n<p>\u2026are becoming ever more adept and determined to use cyber to force their advantage.<\/p>\n<p>We\u2019ve seen cyber attacks<\/p>\n<p>\u2026on TV5Monde and on Sony<br \/>\n\u2026on government systems in Estonia<br \/>\n\u2026on a Polish airline.<\/p>\n<p>And cyber is not just used to gain military advantage, but to radicalise individuals and spread misinformation as we are seeing with <abbr title=\"Islamic State of Iraq and the Levant\">ISIL<\/abbr>.<\/p>\n<p>Such dangers are only likely to grow.<\/p>\n<p>Today one in seven people on earth are using Facebook. <\/p>\n<p>\u2026which can garner worldwide headlines simply by adding a dislike button to its pages.<\/p>\n<p>It\u2019s another reminder of how fundamentally connected we are. <\/p>\n<p>Of how our societies<\/p>\n<p>\u2026in the words of M Le Drian, when introducing the Pacte Defense Cyber, last year <\/p>\n<blockquote>\n<p class=\"last-child\">\u2026 qui n\u2019ont jamais \u00e9t\u00e9 aussi d\u00e9pendantes du num\u00e9rique<\/p>\n<\/blockquote>\n<blockquote>\n<p class=\"last-child\">(have never been so digitally dependent).<\/p>\n<\/blockquote>\n<p>That makes us vulnerable.<\/p>\n<p>Nor is it only our defence networks\u2026.already under daily attack\u2026that are at risk<\/p>\n<p>\u2026but our civilian infrastructure.<\/p>\n<p>Our transport networks. <\/p>\n<p>Our energy networks.  <\/p>\n<p>Our banking systems.<\/p>\n<p>Our economy as a whole.<\/p>\n<p>The cost of cyber security breaches to the UK economy roughly tripled over just the last year.<\/p>\n<p>It is now in the order of \u00a320 to 30 billion per year.<\/p>\n<p>\u2026compared to \u00a310.7 billion for drugs supply and \u00a38.9 billion for organised fraud.<\/p>\n<p>And what makes web attacks harder to stop\u2026besides the anonymity of the attacker\u2026is the proliferation of low-cost technology\u2026which can allow a minor hacktivist on a home computer to pose a threat.<\/p>\n<p>Twenty years ago in an article appropriately entitled \u201calerte dans le cyberspace\u201d Paul Virilio wrote that <\/p>\n<blockquote>\n<p class=\"last-child\">\u2026.la bombe informatique n\u00e9cessitera, au XXIe si\u00e8cle, une nouvelle dissuasion, une dissuasion soci\u00e9taire, pour parer aux d\u00e9g\u00e2ts de l\u2019explosion de l\u2019information g\u00e9n\u00e9ralis\u00e9e<\/p>\n<\/blockquote>\n<blockquote>\n<p class=\"last-child\">((in the 21st century the information bomb will necessitate a new social deterrence to ward off the destructive effects of the explosion of generalised information)).<\/p>\n<\/blockquote>\n<p>We\u2019ve heard how France is developing its response to this \u201cinformation bomb\u201d. Today I\u2019d like to set out the UK\u2019s response. It revolves around 3 ideas.<\/p>\n<h3 id=\"putting-cyber-front-and-centre\">Putting Cyber front and centre<\/h3>\n<p>First, it\u2019s about putting cyber front and centre of our thinking.<\/p>\n<p>Cyber is now hardwired into UK defence\u2019s <abbr title=\"deoxyribonucleic acid\">DNA<\/abbr>.<\/p>\n<p>If you attended the <abbr title=\"Defence and Security Equipment International\">DSEI<\/abbr> exhibition in London recently\u2026you\u2019ll have seen the cyber zone\u2026.the first time the exhibition has given cyber a dedicated slot of its own.<\/p>\n<p>That reflects a wider trend. These days we\u2019re fitting cyber capability in as standard to our tanks, ships and planes.<\/p>\n<p>Fifth generation tech such as the F35 Lightning II not only give pilots enhanced network connectivity \u2026allowing them to send real time information \u2026untainted and unseen by others\u2026from the battlefield to the back office\u2026up to ministers\u2026and back again.<\/p>\n<p>Not only are we enhancing our kit\u2026but we\u2019re upgrading our training\u2026 testing out our cyber capabilities in a virtual environment.<\/p>\n<p>And we\u2019re supporting our future leaders in learning more about cyber. <\/p>\n<p>Our 150th Cyber Masters student has just started their course this month at Cranfield University.<\/p>\n<p>At the same time, we\u2019re making sure defence\u2019s supply of top talent is continually replenished by setting up a cyber reserve to attract the brightest brains from the private sector. <\/p>\n<p>But cyber demands we adapt our tactics as well as our weapons and training. <\/p>\n<p>So we\u2019ve got the Joint Forces Cyber Group \u2026bringing our service arms together to develop the novel techniques needed to confront high-end threats.<\/p>\n<p>And critically, all this activity is underpinned by investment. We believe it\u2019s better to invest in digital now than pay the penalty later on. <\/p>\n<p>So, as the headline writers are fond of writing \u201cwe\u2019re putting our money where our mouse is\u201d\u2026channelling more than \u00a3860 million into our National Cyber Security Programme. <\/p>\n<p>However, the story doesn\u2019t end here. Like the technology itself we must continually adapt. <\/p>\n<p>What capabilities will we need to counter cyber adversaries in future? How can those tools be used to complement our response in other areas of defence? <\/p>\n<p>That\u2019s why cyber is pivotal to our <a href=\"https:\/\/www.gov.uk\/government\/publications\/the-strategic-defence-and-security-review-securing-britain-in-an-age-of-uncertainty\">Strategic Defence and Security Review<\/a> now currently underway.<\/p>\n<h3 id=\"creating-resilience-culture\">Creating resilience culture<\/h3>\n<p>Yet the cyber response cannot involve government alone.<\/p>\n<p>So my second point is that we are creating a culture of cyber resilience across society.<\/p>\n<p>The UK government is sending out the right signals by committing to a basic level of cyber security.<\/p>\n<p>\u2026improving the resilience of core government <abbr title=\"Information and communications technology\">ICT<\/abbr> networks to cyber attacks\u2026through authentication and ID assurance.<\/p>\n<p>\u2026and building a new Public Sector Network (PSN)\u2026 to create a new security model for the sharing of services.<\/p>\n<p>\u2026but we\u2019re also actively encouraging good cyber etiquette throughout our military and civilian services.<\/p>\n<p>All our staff must complete mandatory information handling refresher training, annually, and take responsibility for their data.<\/p>\n<p>\u2026while we have networks of information risk and asset owners\u2026 embedded in our organisation to properly police data and deal with problems.<\/p>\n<p>Since cyber blurs the lines between the public and private sector\u2026 we\u2019re also urging industry to take cyber safety seriously.<\/p>\n<p>We\u2019re running exercises with government and industry to test their capacity to withstand cyber attack.<\/p>\n<p>We\u2019ve set up the UK\u2019s national Computer Emergency Response Team CERT-UK \u2026bringing together industry, government and academia to enhance our cyber resilience.<\/p>\n<p>And we\u2019ve launched a national \u201cgold standard\u201d for \u2018Cyber security, cyber essentials\u2019.<\/p>\n<p>\u2026so companies that handle sensitive and personal data can demonstrate they are secure and trustworthy.<\/p>\n<p>It recommends business put in place critical controls\u2026such as firewalls, access controls and maleware protection\u2026to protect business from common cyber threats. <\/p>\n<p>To date, more than 1,000 companies have been awarded a Cyber certificate.<\/p>\n<p>Lastly, we\u2019re encouraging organisations to share information on threats and vulnerabilities as they occur through the Cyber Information Sharing Partnership (CISP) \u2026complemented in \u2018Defence by a Cyber Protection Partnership\u2019. <\/p>\n<p>This enables a \u201cfusion cell\u201d made up of analysts from business and the law enforcement and intelligence communities \u2026 to draw together a single intelligence picture of cyber threats facing the UK.<\/p>\n<p>More than 1,000 members and over 400 businesses and organisations have already signed up.<\/p>\n<p>So the UK is determined to lead the way on cyber security standards.<\/p>\n<p>And not just because we\u2019re interested in our self-preservation.<\/p>\n<p>\u2026but because\u2026by showing we\u2019re one of most secure places in the world to do business in cyberspace\u2026we will attract the investment that helps our economy grow.<\/p>\n<p>The internet already accounts for 8 per cent of the UK\u2019s <abbr title=\"Gross Domestic Product\">GDP<\/abbr> advantage.<\/p>\n<p>Over the last 10 years the <abbr title=\"Information and communications technology\">ICT<\/abbr> sector has grown over three times as fast as our whole economy.<\/p>\n<p>It could be worth hundreds of billions of pounds to us in the years ahead.<\/p>\n<h3 id=\"global-responsibility\">Global responsibility<\/h3>\n<p>My final point\u2026to echo M Le Drian\u2026is that tackling these online obstacles also requires an international effort.<\/p>\n<p>Even multinational organisations like <abbr title=\"North Atlantic Treaty Organisation\">NATO<\/abbr><\/p>\n<p>\u2026are only as strong as their weakest link.<\/p>\n<p>So the onus is on all of us\u2026<\/p>\n<p>\u2026especially as key players in international institutions <abbr title=\"North Atlantic Treaty Organisation\">NATO<\/abbr> members\u2026to get our house in order.<\/p>\n<p>That requires investment to avoid systems obsolesce in an age of exponential technological advance.<\/p>\n<p>It requires better education among all government and business internationally about the importance of being safe in cyber space.<\/p>\n<p>And it requires us to work together to establish the new rules of the game.<\/p>\n<p>Cyber operates in areas of ambiguity where what is and what is not considered an act of aggression\u2026 what should or should not be suitable response\u2026are by no means clear cut.<\/p>\n<p>So we must adapt our doctrines accordingly\u2026understanding how best to respond in a range of different scenarios.<\/p>\n<h3 id=\"conclusion\">Conclusion<\/h3>\n<p>So we\u2019ve a great deal to discuss.<\/p>\n<p>Not that I\u2019m expecting all the answers today.<\/p>\n<p>After all, much work is already going behind the scenes \u2026and I\u2019m of the view that it\u2019s better to keep our adversaries guessing.<\/p>\n<p>But\u2026in a sense\u2026simply being here is sending out a sharp signal to our adversaries.<\/p>\n<p>That<\/p>\n<p>\u2026whatever their virtual schemes <\/p>\n<p>\u2026we\u2019re on the case <\/p>\n<p>\u2026and we\u2019re determined to bring all our vast capabilities <\/p>\n<p>\u2026all our enormous expertise to bear<\/p>\n<p>\u2026to thwart their plans in the real world.<\/p>\n<p>Finally, I am delighted to announce that the UK will run the next of these Symposiums in London in late 2016.
