{"id":62512,"date":"2015-10-06T06:00:02","date_gmt":"2015-10-06T06:00:02","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=d95e6cb9cef6d21af8c04793f6771253"},"modified":"2015-10-06T06:00:02","modified_gmt":"2015-10-06T06:00:02","slug":"press-release-cma-confirms-bristol-water-prices-set-to-fall","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=62512","title":{"rendered":"Press release: CMA confirms Bristol Water prices set to fall"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Water Services Regulation Authority (<abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr>) referred an <a href=\"https:\/\/www.gov.uk\/government\/news\/ofwat-refers-bristol-water-appeal\">appeal from <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> plc<\/a> (<abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>) to the Competition and Markets Authority (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) in March, following <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s decision to reject the regulator\u2019s final determination on price controls for the period 2015 to 2020. <\/p>\n<p><abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> argued that <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr>\u2019s determination would not leave it with sufficient funds to run the business and invest and that higher prices were needed. <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> had estimated the impact of its plan would be to reduce household customer bills on average by around 6% for the period 2015 to 2020 before the impact of inflation (measured by the retail price index (<abbr title=\"retail price index\">RPI<\/abbr>)). <\/p>\n<p>After further assessment following the <a href=\"https:\/\/www.gov.uk\/government\/news\/bristol-water-prices-set-to-fall-after-cma-ruling\">provisional findings published in July<\/a>, the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> has determined that <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s household customer bills should fall on average by 16% before inflation for the period 2015 to 2020. This compares with <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr>\u2019s original determination that household bills would fall on average by 19% before inflation and has increased by \u00a31 a year compared with the <a rel=\"external\" href=\"https:\/\/assets.digital.cabinet-office.gov.uk\/media\/559fd021ed915d1595000046\/Bristol_Water_plc_price_determination_-_provisional_findings.pdf\"><abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s provisional findings<\/a> due to small changes made to depreciation, the cost of capital and some other costs.<\/p>\n<p>A summary of the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s report is available on the <a href=\"https:\/\/www.gov.uk\/cma-cases\/bristol-water-plc-price-determination\">case page<\/a>. The full report has been sent to <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr> and will be published at a later date after the Department for Environment, Food and Rural Affairs (<abbr title=\"Department for Environment, Food and Rural Affairs\">Defra<\/abbr>) has determined whether any excisions are required to the report. <\/p>\n<p>Inquiry group chair, Anne Lambert said:<\/p>\n<blockquote>\n<p>Our determination results in a substantial reduction in customer bills, compared with <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s plans. The resulting bills are also slightly above the level set in our provisional findings because of further information provided by <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>.<\/p>\n<p class=\"last-child\">We have considered the needs of <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s customers and the levels of investment required to maintain quality and reliability of supply. As part of this process, we have rejected several projects proposed by <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> because we did not consider they were fully justified and in the interests of customers. We have also placed funding for a large water treatment project on hold. It is subject to approval by <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr> if further investigation by <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> justifies the investment. Overall, we considered that a small increase from the <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr> determination was justified.<\/p>\n<\/blockquote>\n<p>In arriving at its determination, the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> assessed submissions and information provided by <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>, <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr> and third parties including the Consumer Council for Water (CCWater), <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s Local Engagement Forum, customers and other water companies. The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> also appointed its own independent engineering consultants. <\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> determined the efficient level of expenditure on wholesale activities (largely the costs of abstracting, storing, treating and transporting water and the associated investment requirements) at \u00a3428.6 million. This is broadly the same as the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> found in its provisional findings, although the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> made small changes in the underlying numbers. This compares with <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr>\u2019s assessment of \u00a3409 million and <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s estimate of \u00a3537 million. <\/p>\n<p><abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr> expressed all figures in 2012\/13 prices and on this basis showed that average annual household bills would reduce from \u00a3191 per customer in 2014\/15 to an average of \u00a3155 for each year over the period 2015 to 2020. Using the same 2012\/13 price base, under the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> determination average annual household bills for the period 2015 to 2020 would be approximately \u00a3160. <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> estimated household bills would reduce from \u00a3198 in 2014\/15 to an average of \u00a3187 for the period 2015 to 2020 under the same price base.<\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> has estimated that <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s wholesale cost of capital should be 3.67%, versus <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr>\u2019s figure of 3.60% and <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr>\u2019s figure of 4.37% and found that the determination would enable <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> to finance its functions.<\/p>\n<h3 id=\"notes-for-editors\">Notes for editors<\/h3>\n<ol>\n<li>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> is the UK\u2019s primary competition and consumer authority. It is an independent non-ministerial government department with responsibility for carrying out investigations into mergers, markets and the regulated industries and enforcing competition and consumer law. <\/li>\n<li>The Water Industry Act 1991 requires <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr> in accordance with the terms of <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> plc\u2019s licence to refer any disputed determination of price limits to the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> for determination.<\/li>\n<li>The members of the <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> plc Price Determination Group are: Anne Lambert (Chairman of the group), <a href=\"https:\/\/www.gov.uk\/government\/people\/robin-aaronson\">Robin Aaronson<\/a>, <a href=\"https:\/\/www.gov.uk\/government\/people\/katherine-holmes\">Katherine Holmes<\/a> and <a href=\"https:\/\/www.gov.uk\/government\/people\/stephen-oram\">Stephen Oram<\/a>. <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr> referred the <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> plc price determination to the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> on 4 March 2015.<\/li>\n<li>All the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s functions in price determinations are performed by <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> groups chosen from the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s panel members. In such investigations, the appointed inquiry group are the decision-makers. <\/li>\n<li>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s panel members come from a variety of backgrounds, including economics, law, accountancy and\/or business. The membership of an inquiry group reflects a mix of expertise and experience (including industry experience).<\/li>\n<li>Section 15 of the Water Industry Act requires <abbr title=\"Water Services Regulation Authority\">Ofwat<\/abbr>, on receiving our report, to send a copy of it to <abbr title=\"Bristol Water plc\">Bristol Water<\/abbr> and to the Secretary of State for the Department for Environment Food and Rural Affairs.
