{"id":62885,"date":"2015-10-15T10:39:30","date_gmt":"2015-10-15T10:39:30","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=aea2ff5f0ea5ea97b425801a577cf09e"},"modified":"2015-10-15T10:39:30","modified_gmt":"2015-10-15T10:39:30","slug":"press-release-government-to-make-price-comparisons-easier-for-supermarket-shoppers","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=62885","title":{"rendered":"Press release: Government to make price comparisons easier for supermarket shoppers"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The government is to look into ways supermarket price comparisons can be made simpler for shoppers, Consumer Minister Nick Boles announced today (15 October 2015).<\/p>\n<p>The plans are set out in the <a href=\"https:\/\/www.gov.uk\/government\/publications\/pricing-practices-in-the-groceries-market\">government\u2019s response<\/a> to the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/competition-and-markets-authority\">Competition and Markets Authority\u2019s<\/a> (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) investigation into a super-complaint made by Which? alleging misleading pricing practices in the groceries market.<\/p>\n<p>The Department for Business, Innovation and Skills (<abbr title=\"Department for Business, Innovation and Skills\">BIS<\/abbr>) will launch a consultation later in the autumn looking at options to improve unit pricing, including measures to simplify existing unit pricing legislation. <\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> report did not find systemic problems in the way that supermarkets display prices and found that generally retailers are taking compliance seriously to avoid such problems occurring. <\/p>\n<p>However the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> plans to take action where it has identified examples of potentially misleading and confusing practices.  <\/p>\n<p>Consumer Minister Nick Boles said: <\/p>\n<blockquote>\n<p>Shoppers need to be able to get the best deal and make comparisons easily so we will look at how we can make information on price as clear and as simple as possible.<\/p>\n<p class=\"last-child\">The government takes the Competition and Market Authority\u2019s findings and recommendations seriously and it is important that the supermarkets do too.<\/p>\n<\/blockquote>\n<p>The <a rel=\"external\" href=\"http:\/\/www.tradingstandards.uk\/home.cfm\">Chartered Trading Standards Institute<\/a> (<abbr title=\"Chartered Trading Standards Institute\">CTSI<\/abbr>) has also today launched its <a rel=\"external\" href=\"http:\/\/www.tradingstandards.uk\/policy\/ppgreview.cfm\">consultation on the Pricing Practices Guide<\/a> clarifying how the legislation applies to certain promotional practices \u2013 a key recommendation made by the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>.<\/p>\n<h3 id=\"notes-for-editors\">Notes for editors<\/h3>\n<ol>\n<li>A full copy of the response is available at <a href=\"https:\/\/www.gov.uk\/government\/publications\/pricing-practices-in-the-groceries-market\">pricing practices in the groceries market: government response to the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s report<\/a>.<\/li>\n<li>The Chartered Trading Standards Institute\u2019s consultation is available at <a rel=\"external\" href=\"http:\/\/www.tradingstandards.uk\/policy\/ppgreview.cfm\">Pricing Practices Guide \u2013 Review by the Chartered Trading Standards Institute<\/a>.<\/li>\n<li>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> is the UK\u2019s primary competition and consumer authority. It is independent of government with responsibility for carrying out investigations into mergers, markets and the regulated industries and enforcing competition and consumer law. From 1 April 2014 it took over the functions of the Competition Commission and the competition and certain consumer functions of the Office of Fair Trading, as amended by the Enterprise and Regulatory Reform Act 2013. <\/li>\n<li>Which? submitted the super-complaint on 21 April 2015, raising concerns about confusing and misleading promotions and a lack of easily comparable prices because of the limitations of unit pricing. The Consumer Protection from Unfair Trading Regulations 2008 (<abbr title=\"Consumer Protection from Unfair Trading Regulations\">CPRs<\/abbr>) came into force on 26 May 2008 and implemented the Unfair Commercial Practices Directive (<abbr title=\"Unfair Commercial Practices Directive\">UCPD<\/abbr>) 2005\/29\/EC into UK law. The <abbr title=\"Consumer Protection from Unfair Trading Regulations\">CPRs<\/abbr> contain a general prohibition against unfair commercial practices, and specific prohibitions against misleading actions, misleading omissions and aggressive commercial practices. The <abbr title=\"Consumer Protection from Unfair Trading Regulations\">CPRs<\/abbr> are enforceable through the civil and criminal courts.<\/li>\n<li>The Price Marking Order 2004 (<abbr title=\"Price Marking Order\">PMO<\/abbr>) implements Directive 98\/6\/EC and came into force on 22 July 2004. The <abbr title=\"Price Marking Order\">PMO<\/abbr> \u2013 responsibility for which falls to <abbr title=\"Department for Business, Innovation and Skills\">BIS<\/abbr> &#8211; covers sales of products between traders and consumers and requires the trader to display, in a way which is unambiguous, easily identifiable and clearly legible: the selling price in sterling (inclusive of <abbr title=\"value added tax\">VAT<\/abbr> and all other taxes) and, where appropriate, the unit price. <\/li>\n<li>The <a href=\"https:\/\/www.gov.uk\/government\/publications\/pricing-practices-a-guide-for-traders\">\u2018Pricing Practices Guide\u2019<\/a> (<abbr title=\"Pricing Practices Guide\">PPG<\/abbr>) was published by <abbr title=\"Department for Business, Innovation and Skills\">BIS<\/abbr> in November 2010.
