{"id":63125,"date":"2015-10-22T09:31:11","date_gmt":"2015-10-22T09:31:11","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=bbc6909879d4a8bc8e404e4181818d15"},"modified":"2015-10-22T09:31:11","modified_gmt":"2015-10-22T09:31:11","slug":"news-story-mod-publishes-equipment-plan-update-and-welcomes-independent-report","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=63125","title":{"rendered":"News story: MOD publishes equipment plan update and welcomes independent report"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Ministry of Defence has published its third annual update on its <a href=\"https:\/\/www.gov.uk\/government\/publications\/the-defence-equipment-plan-2015\">Defence Equipment Plan<\/a> after an independent audit found the cost of the department\u2019s 13 biggest equipment programmes fell by \u00a3247m last year.<\/p>\n<p>The annual update to Parliament sets out the department\u2019s spending plans over the next decade, including the intention to spend around \u00a3166bn on new equipment and support as part of a stable base for the Strategic Defence and Security Review (<abbr title=\"Strategic Defence and Security Review\">SDSR<\/abbr>).<\/p>\n<p>Today the National Audit Office (<abbr title=\"National Audit Office\">NAO<\/abbr>) published its assessment of the affordability of both the plan and the MOD\u2019s Major Projects Report \u2013 a review of a sample of key programmes \u2013 and found a strong cost and timely delivery performance. Crown Copyright.<\/figcaption><\/figure>\n<p>Across the sample of MOD projects that are included in the Major Projects Report this year, excluding the new decision to accommodate the production of an additional reactor core for HMS Vanguard, this was the best time performance since at least 2001.<\/p>\n<p>Philip Dunne, Minister for Defence Procurement, said:<\/p>\n<blockquote>\n<p>I welcome the <abbr title=\"National Audit Office\">NAO<\/abbr>\u2019s recognition of our progress in improving defence procurement. Along with our commitment to increase the defence budget and to meet the NATO target of spending 2% of GDP on Defence, we are ensuring our armed forces have the equipment they need at the best value for the taxpayer.<\/p>\n<p>This is the third consecutive year of improving performance. The 2009 <abbr title=\"National Audit Office\">NAO<\/abbr> report we inherited recorded \u00a31.2bn in year overspend and 93 months in-year project overruns. By contrast, today\u2019s report for 2014\/15 shows an in-year cost reduction of \u00a3247m and underlying delivery eight months over forecast &#8211; a remarkable turnaround by any standards.<\/p>\n<p class=\"last-child\">This latest Equipment Plan sets out our plan to spend \u00a3166bn on new kit and support for the Armed Forces over the next decade, including our new aircraft carriers and hunter killer submarines.<\/p>\n<\/blockquote>\n<h3 id=\"equipment-plan\">Equipment Plan<\/h3>\n<ul>\n<li>The MOD plans to spend around \u00a3166bn on new equipment and equipment support over the next 10 years. <\/li>\n<li>We continue to hold a substantial contingency of \u00a34.3bn over the period and further funding within the Equipment Plan of \u00a37.3bn for capability investment but not yet committed to specific programmes.<\/li>\n<\/ul>\n<h3 id=\"major-projects-report\">Major Projects Report<\/h3>\n<ul>\n<li>Of the 13 projects within the MPR sample of 17 projects that have passed the main investment decision point, we are expected to deliver 99% of requirements, maintaining the increase from last year.<\/li>\n<li>The forecast cost of the projects has reduced by \u00a3247m and only a small number of projects had a time delay totalling a small increase of eight months when the 52 months for the re-fuelling of HMS Vanguard is excluded. <\/li>\n<\/ul>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>The third annual update on the Defence Equipment Plan has been published.<\/p>\n","protected":false},"author":8,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[13],"tags":[],"_links":{"self":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts\/63125"}],"collection":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/users\/8"}],"replies":[{"embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=63125"}],"version-history":[{"count":0,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts\/63125\/revisions"}],"wp:attachment":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=63125"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=63125"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=63125"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
