{"id":63380,"date":"2015-10-28T13:31:01","date_gmt":"2015-10-28T13:31:01","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=3f4270966599c12195c8a958357f3179"},"modified":"2015-10-28T13:31:01","modified_gmt":"2015-10-28T13:31:01","slug":"press-release-childrens-residential-care-review-to-transform-lives","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=63380","title":{"rendered":"Press release: Children\u2019s residential care review to transform lives"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Prime Minister, David Cameron and Education Secretary, Nicky Morgan have today (28 October 2015) announced a comprehensive review into children\u2019s residential care to help put an end to a life of disadvantage for some of the most vulnerable children in care.<\/p>\n<p>There are currently over 8,000 children and young people in children\u2019s homes up and down the country, with councils spending over \u00a31 billion a year. Yet these vulnerable children are less likely to do well at school, more likely to be absent or excluded, and more likely to take part in risky behaviour than their classmates  &#8211; in part because of the past neglect and abuse they have suffered, and at a great cost to the taxpayer. <\/p>\n<p>The independent review &#8211; headed up by Sir Martin Narey, former Head of the Prison and Probation Services in England and Wales and <abbr title=\"chief executive officer\">CEO<\/abbr> of children\u2019s charity Barnardo\u2019s &#8211; will look at which children should be in residential care, how it can be improved and how government can achieve the very best for every single child in their care. <\/p>\n<p>Announcing the review at Prime Minister\u2019s questions, the Prime Minister said:<\/p>\n<blockquote>\n<p>We need to make sure that our residential care homes are doing the best possible job they can.<\/p>\n<p class=\"last-child\">That is why I can announce that I have asked the former Chief Executive of Barnardo\u2019s, Sir Martin Narey, to conduct an independent review of children\u2019s residential care, reporting to the Education Secretary and myself, so we can take every possible step to make sure these children get the best start in life.<\/p>\n<\/blockquote>\n<p>Secretary of State for Education, Nicky Morgan, said:<\/p>\n<blockquote>\n<p>I am crystal clear that only the very best should be acceptable for children and young people in care.<\/p>\n<p>I want to shine a spotlight on what works, identify barriers to success and end those practices that are holding these children back them from a life full of opportunity.<\/p>\n<p class=\"last-child\">It is our moral duty to create a care system where all children have access to high-quality care that meets their specific needs. I am confident that Sir Martin\u2019s review will help make this ambition a reality.<\/p>\n<\/blockquote>\n<p>Sir Martin\u2019s comprehensive review into residential care homes will look at:<\/p>\n<ul>\n<li>the role of children\u2019s homes within the care system, exploring when &#8211; and for which children &#8211; homes should be used<\/li>\n<li>what works within residential care, and how to improve outcomes for the young people who live in them<\/li>\n<li>what improvements could be made to the way that residential care homes are commissioned, delivered, regulated and inspected<\/li>\n<\/ul>\n<p>Sir Martin said:<\/p>\n<blockquote>\n<p>I am delighted to accept this commission. Some of the best social work I\u2019ve seen has taken place in residential homes, carried out by some outstanding staff.
