restructured to tackle some of today\u2019s biggest global challenges including mass migration, disease, the threat of terrorism and global climate change, the Chancellor George Osborne and Secretary of State for International Development Justine Greening have announced today (23 November).<\/p>\n<p>The <a href=\"https:\/\/www.gov.uk\/government\/publications\/uk-aid-tackling-global-challenges-in-the-national-interest\">new strategy<\/a> sets out how tackling poverty and serving Britain\u2019s interests are linked and shows how our aid investment can achieve both goals.  <\/p>\n<p>Ahead of this week\u2019s Spending Review, the government has published its <a href=\"https:\/\/www.gov.uk\/government\/publications\/uk-aid-tackling-global-challenges-in-the-national-interest\">new aid strategy<\/a>, re-affirming its commitment to spend 0.7% of national income on official development assistance (<abbr title=\"official development assistance\">ODA<\/abbr>), and setting out how development spending will meet Britain\u2019s moral obligation to the world\u2019s poorest and also support its national interest. <\/p>\n<p>The <a href=\"https:\/\/www.gov.uk\/government\/publications\/uk-aid-tackling-global-challenges-in-the-national-interest\">strategy<\/a> will fulfil the government\u2019s manifesto commitments and, on priorities such as vaccines, malaria and family planning, will commit to delivering ambitious outcomes which go beyond existing commitments.<\/p>\n<p>The new document, <a href=\"https:\/\/www.gov.uk\/government\/publications\/uk-aid-tackling-global-challenges-in-the-national-interest\">UK aid: tackling global challenges in the national interest<\/a> also outlines how the government will take further steps to build on the action taken over the last Parliament to cut waste, introduce greater transparency and subject aid to robust independent scrutiny.<\/p>\n<p>A number of significant announcements are set out in the plan, including:<\/p>\n<ul>\n<li>\n<p>a new \u00a31 billion commitment \u2013 over five years \u2013 to global public health (the \u201cRoss Fund\u201d) which will fund work to tackle the most dangerous diseases, including malaria <\/p>\n<\/li>\n<li>\n<p>the allocation of 50% of <abbr title=\"Department for International Development\">DFID<\/abbr>\u2019s budget to fragile states and regions in every year of this Parliament<\/p>\n<\/li>\n<li>\n<p>expansion of the cross-government Conflict, Stability and Security Fund (<abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr>), supporting the international work of the National Security Council<\/p>\n<\/li>\n<li>\n<p>a new \u00a3500 million <abbr title=\"official development assistance\">ODA<\/abbr> crisis reserve to allow greater flexibility to respond to emerging crises, such as the movement of Syrian refugees <\/p>\n<\/li>\n<\/ul>\n<p>In a joint statement, George Osborne and Justine Greening said:<\/p>\n<blockquote>\n<p class=\"last-child\">We believe this fundamental shift in how we use 0.7% of our national income will show there is no distinction between reducing poverty, tackling global challenges and serving our national interest \u2013 all are inextricably linked.<\/p>\n<\/blockquote>\n<blockquote>\n<p class=\"last-child\">We will ensure that every penny of money spent delivers value for taxpayers, and projects that do not will be cancelled.<\/p>\n<\/blockquote>\n<blockquote>\n<p class=\"last-child\">With this new strategy, Britain can be proud to be a country that not only meets its responsibilities to the world\u2019s
