{"id":65371,"date":"2015-12-11T17:32:00","date_gmt":"2015-12-11T17:32:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=4c41b9c84e344ab483653b09025a35b2"},"modified":"2015-12-11T17:32:00","modified_gmt":"2015-12-11T17:32:00","slug":"speech-stronger-defence-in-a-more-dangerous-world","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=65371","title":{"rendered":"Speech: Stronger defence in a more dangerous world"},"content":{"rendered":"<div class=\"govspeak\">\n<p>I\u2019m delighted to be back in the United States, a place where I always feel at home.<\/p>\n<p>That familiarity reminds me of something President Reagan once said: <\/p>\n<blockquote>\n<p>Great Britain and the United States are kindred nations of like minded people and must face their tests together.<\/p>\n<p class=\"last-child\">We are bound by common language and linked in history. We share laws and literature, blood, and moral fiber. The responsibility for freedom is ours to share.<\/p>\n<\/blockquote>\n<h2 id=\"values-under-threat\">Values under threat<\/h2>\n<p>Our freedom was threatened by Nazi evil, and our nations united to defeat it, 70 years ago.<\/p>\n<p>Today it\u2019s threatened by a new evil, Islamist fascism.<\/p>\n<p>This year we\u2019ve seen its followers slaying innocent American people in a San Bernadino day care centre, French people socialising in Paris, and British tourists on a Tunisian beach.<\/p>\n<p>To defeat this evil we require unity of purpose and a total cross government response.<\/p>\n<p>That doesn\u2019t just mean shutting down their online presence, stopping their financial support, preventing fighters crossing borders, and building up capacity of fragile states.<\/p>\n<p>It means calling out their extremist narrative.<\/p>\n<p>Those susceptible to radicalisation must understand that the way of <abbr title=\"Islamic State of Iraq and the Levant\">ISIL<\/abbr>\/Daesh is a metaphorical and literal dead end.<\/p>\n<p>The only item on its agenda is the destruction of our nations and establishment of its own barbaric realm.<\/p>\n<p>Yet no one becomes a terrorist from a standing start. <\/p>\n<p>There\u2019s a process of radicalisation.<\/p>\n<p>So we need to expose that Islamist ideology for the perversion it is.<\/p>\n<p>And we can\u2019t deny this process has anything to do with Islam. <\/p>\n<p>These extremists are self-identifying as Muslims.<\/p>\n<p>As President Obama said in his Oval office address:<\/p>\n<blockquote>\n<p class=\"last-child\">This is a real problem that Muslims must confront, without excuse.<\/p>\n<\/blockquote>\n<p>But we mustn\u2019t hand a propaganda coup to <abbr title=\"Islamic State of Iraq and the Levant\">ISIL<\/abbr>\/Daesh.<\/p>\n<p>Their mouthpieces and apologists paint their war as a clash between Islam and the west\u2026in order to sow division.<\/p>\n<p>Yet the facts are:<\/p>\n<p>\u2026<abbr title=\"Islamic State of Iraq and the Levant\">ISIL<\/abbr>\/Daesh kills more Muslims than any other group<\/p>\n<p>\u2026and our anti-<abbr title=\"Islamic State of Iraq and the Levant\">ISIL<\/abbr>\/Daesh coalition is made of many Muslim countries<\/p>\n<p>\u2026who recognise <\/p>\n<p>\u2026that what\u2019s at stake <\/p>\n<p>\u2026is a conflict between those who love life <\/p>\n<p>\u2026and those who love death and chaos.<\/p>\n<p>Our challenge is to support reforming voices within the Muslim community, preventing the fusing of religion and politics and stopping the slide into extremism.<\/p>\n<p>At the same time, taking pride in what our 2 nations offer all our people whatever their colour, class or creed: not discrimination or sectarianism, but freedom of religion, tolerance and opportunity for all.<\/p>\n<p>Again quoting President Reagan\u2026speaking here at the Atlantic Council: \u201cOur consensus is built not only on what we\u2019re against but on what we\u2019re for. And we are against totalitarianism. We\u2019re for freedom and democracy, for them without hesitation or apology.\u201d<\/p>\n<p>We won\u2019t discredit their poisonous ideology, if we are not true to those values. <\/p>\n<h2 id=\"use-of-force\">Use of force<\/h2>\n<p>The use of force must be part of this total government response.<\/p>\n<p>There can be no compromise, no deal with Islamo-fascists. <\/p>\n<p>Those who murder innocents at a Christmas party with their co-workers, who behead aid workers and push gay people off buildings must be stopped.<\/p>\n<p>That was the message from <abbr title=\"United Nations\">UN<\/abbr> Security Resolution 2249 which called on states to take \u201call necessary measures\u201d to expunge the extremists.<\/p>\n<p>The US and the UK have always stood side-by-side against terror.<\/p>\n<p>Against Hitler; against Al-Qaeda; and as part of the anti-<abbr title=\"Islamic State of Iraq and the Levant\">ISIL<\/abbr>\/Daesh coalition.<\/p>\n<p>From the very start the UK\u2019s been flying missions in Iraq.<\/p>\n<p>We\u2019re providing some 60 per cent of the Coalition\u2019s tactical reconnaissance.  <\/p>\n<p>And last month the UK Parliament voted decisively to answer our allies\u2019 call and lift the shadow of the 2013 Syria vote.<\/p>\n<p>We are stepping up <\/p>\n<p>\u2026alongside our US, French and Coalition allies<\/p>\n<p>\u2026bringing the full force of the RAF to bear<\/p>\n<p>\u2026destroying their infrastructure<\/p>\n<p>\u2026cutting off their oil supplies<\/p>\n<p>\u2026and locking onto their leaders. <\/p>\n<h2 id=\"multiple-dangers\">Multiple dangers<\/h2>\n<p>But our recent <a href=\"https:\/\/www.gov.uk\/government\/publications\/national-security-strategy-and-strategic-defence-and-security-review-2015\">National security strategy<\/a> makes clear <abbr title=\"Islamic State of Iraq and the Levant\">ISIL<\/abbr> is not the only danger we face.<\/p>\n<p>We\u2019re threatened by multiple, concurrent risks.<\/p>\n<p>\u2026a resurgence of state based threats<\/p>\n<p>\u2026an expansionist Russia <\/p>\n<p>\u2026and a growing cyber threat.<\/p>\n<p>Collectively they challenge the rules-based international order on which our security and prosperity depend.<\/p>\n<p>We are a powerful partner today with capabilities and reach few, if any, US allies can provide.<\/p>\n<p>Tomorrow, we\u2019re going to be an even more powerful partner.<\/p>\n<h2 id=\"bigger-stronger-defence\">Bigger stronger, defence<\/h2>\n<p>First, we\u2019re investing in stronger defence in a more dangerous world.<\/p>\n<p>This government was elected to deliver national as well as economic security.<\/p>\n<p>That\u2019s what we\u2019re doing. <\/p>\n<p>We\u2019re increasing defence spending.<\/p>\n<p>We\u2019re the only major country choosing to spend 2 per cent of <abbr title=\"Gross Domestic Product\">GDP<\/abbr> on defence and meeting the <abbr title=\"Organisation for Economic Co-operation and Development\">OECD<\/abbr>\u2019s goal of at least 0.7 per cent on development.  <\/p>\n<p>This helps us stabilise and support broken and fragile states and prevent crises turning into chaos.<\/p>\n<p>Over the next decade we plan to spend more than $265 billion on new equipment.<\/p>\n<p>That money underpins the centrepiece of our Strategic Defence and Security Review, Joint Force 2025.<\/p>\n<p>To respond to increasing demands in future we\u2019ll have  <\/p>\n<p>\u2026a potent expeditionary force of up to 50,000<\/p>\n<p>\u2026made up of an army division, maritime task group and air group.<\/p>\n<p>Some retired generals were concerned about the size of the British Army.<\/p>\n<p>Let me reassure them, Britain will remain one of the few countries able to deploy such a highly capable division in the field.<\/p>\n<p>And now we\u2019ll be able to deploy\u2026two self-sustaining strike brigades.<\/p>\n<p>At sea, we\u2019ll have a maritime taskforce of new frigates and destroyers alongside, in the 2020s, the world\u2019s second most capable carrier force.<\/p>\n<p>And in the air, we\u2019ll have more F35s more quickly<\/p>\n<p>\u2026delivering our carrier strike capability<\/p>\n<p>\u2026and 9 new Maritime Patrol Aircraft<\/p>\n<p>\u2026protecting our nuclear deterrent.<\/p>\n<p>All of this and we\u2019re enhancing our global strike capability with more investment in our special forces.<\/p>\n<p>Our new Joint Force lets us do more independently, but also more in tandem with you.<\/p>\n<p>That\u2019s why we\u2019ve made a point of investing in shared platforms<\/p>\n<p>\u2026like P8, like Rivet Joint, like Reaper<\/p>\n<p>And with the United States locating their European F35 base in the UK<\/p>\n<p>\u2026I look forward not just to welcoming you on board our carriers<\/p>\n<p>\u2026 as I was welcomed on USS Theodore Roosevelt <\/p>\n<p>\u2026but seeing your F35s flying from our decks<\/p>\n<p>\u2026and ours flying from yours.<\/p>\n<h3 id=\"two-way-street\">Two-way street<\/h3>\n<p>So we have the will and the means to respond. <\/p>\n<p>As we become a stronger partner I want our relationship to become more of a 2-way street.<\/p>\n<p>We\u2019re investing more in you and we\u2019re expecting more from you. <\/p>\n<p>I want to see more contracts in the supply chain flowing from the majors on these programmes to British companies.<\/p>\n<p>We have so much common.<\/p>\n<p>Look at our areas of shared interest such as our nuclear enterprise.<\/p>\n<p>We\u2019re spending almost $47 billion on 4 new Successor submarines. <\/p>\n<p>And the US is also looking to replace the Ohio\u2026 that uses the same common missile compartment.<\/p>\n<p>Look at our expertise in a huge range of areas. <\/p>\n<p>We\u2019re building 15 per cent of each F35 produced, from tail parts to wing tips.<\/p>\n<p>We have unique Dual-Mode Brimstone missiles, bringing a high precision capability to the fight again Daesh not even the US have.<\/p>\n<p>Many of the companies we use have footprints in both the US and the UK.<\/p>\n<p>Illustrating a level of industrial integration that is unique.<\/p>\n<p>It surely makes sense for both of us to benefit from the industrial expertise that exists in our countries.<\/p>\n<h2 id=\"strengthening-our-influence\">Strengthening our influence<\/h2>\n<p>Second, the UK is doing more to project our influence around the world and strengthen the international rules based order.<\/p>\n<p>This year UK forces were involved in more than 20 operations around the globe.<\/p>\n<p>We\u2019re one of your few global partners.<\/p>\n<p>In Europe, we\u2019re your closest ally.<\/p>\n<p>And we\u2019ve been urging our European colleagues to up their game.<\/p>\n<p>The threats Europe faces on its eastern and southern flanks highlights the value of a joined up response, using our membership of <abbr title=\"North Atlantic Treaty Organisation\">NATO<\/abbr>, the <abbr title=\"United Nations\">UN<\/abbr> and the <abbr title=\"European Union\">EU<\/abbr> to protect our security. <\/p>\n<p>Britain has pressed the <abbr title=\"European Union\">EU<\/abbr> to play an important role as part of a comprehensive approach, mobilising its economic might to enforce sanctions on Russia and co-operate on security in the wake of Paris.<\/p>\n<p>None of this means giving up on our sovereignty.<\/p>\n<p>What it does mean we can have the best of both worlds: free to act on our own accord with the swiftness and strength that comes from being an independent nation; but working with a bloc of 27 other countries to advance our shared interests.<\/p>\n<p>But <abbr title=\"North Atlantic Treaty Organisation\">NATO<\/abbr> remains the cornerstone of our defence.<\/p>\n<p>And at Wales last year our <abbr title=\"Prime Minister\">PM<\/abbr> and your President, urged <abbr title=\"North Atlantic Treaty Organisation\">NATO<\/abbr> nations to do more.<\/p>\n<p>Since then 7 countries have pledged to increase their spending.<\/p>\n<p>We\u2019re also stepping up our leadership role<\/p>\n<p>\u2026leading <abbr title=\"North Atlantic Treaty Organisation\">NATO<\/abbr>\u2019s high readiness Spearhead force in 2017 <\/p>\n<p>\u2026bringing 6 northern <abbr title=\"European Union\">EU<\/abbr> nations together as a new expeditionary force<\/p>\n<p>\u2026and having a persistent presence in the Baltic states and Poland <\/p>\n<p>We\u2019re also looking beyond Europe\u2019s borders, doubling peace keeping efforts in Africa and strengthening our hand in the Asia Pacific.<\/p>\n<p>We\u2019re elevating our defence relationship with India with more joint military exercises and co-operation on technology and manufacturing.<\/p>\n<p>We\u2019re enhancing our relationship with Japan. In January, we held our first combined Foreign and Defence Ministers\u2019 meeting in London. Next January, we hold the second in Tokyo.<\/p>\n<p>When it comes to China we\u2019re clear.<\/p>\n<p>We want to work more closely with them and bind them into the rules based international order.<\/p>\n<p>But provocative behaviour in the South China Sea destabilises the region and increases the risk of miscalculation.<\/p>\n<p>We want to see maritime and other disputes settled peacefully in accordance with international law.<\/p>\n<p>We\u2019re also investing more than $750 milion over the next decade\u2026expanding our presence with British defence staffs in the Middle East, Asia Pacific and Africa.<\/p>\n<h2 id=\"innovation\">Innovation<\/h2>\n<p>Finally, the UK will have stronger defence because we\u2019re investing in innovation.<\/p>\n<p>The US\u2019s third Offset strategy addresses the erosion of the west\u2019s technological edge.<\/p>\n<p>Our <abbr title=\"Strategic defence and security review\">SDSR<\/abbr> also recognises the need to keep ahead of our adversaries: in cyber, robotics, autonomous systems, and space.<\/p>\n<p>We\u2019re putting $1.5 billion into an innovation fund to secure operational advantage in future.<\/p>\n<p>You\u2019ve set up the Defense Innovation Unit Experimental (DIUx) to access innovation in Silicon Valley.<\/p>\n<p>We will be launching our Emerging Technology and Innovation Analysis Cell<\/p>\n<p>\u2026to identify game changing technologies.<\/p>\n<p>We\u2019re also setting up a new centre to pool the intelligence of the best British brains in business, academia and the public sector.<\/p>\n<p>And, next year, we introduce a new defence innovation initiative adopting a different approach to risk and doing more to test new ideas. <\/p>\n<p>But we know when we work together we\u2019re more than the sum of our parts.<\/p>\n<p>2015 marks 75 years since British scientist Henry Tizard set off for the US on orders from Churchill, armed only with a top secret briefcase.<\/p>\n<p>That precious cargo, containing blueprints for radar, the jet engine and nuclear fission, helped win a war.<\/p>\n<p>We\u2019re building on those firm foundations.<\/p>\n<p>Today we\u2019re collaborating on everything from F35 <\/p>\n<p>\u2026to insect-like Black Hornet UAVs <\/p>\n<p>\u2026and quantum clocks.<\/p>\n<p>Yet as Defence Secretary Carter and I announced in London\u2026we\u2019re tightening those ties<\/p>\n<p>\u2026 working on emerging technology demonstrators<\/p>\n<p>\u2026better use of joint war gaming to test out new ideas<\/p>\n<p>\u2026and adapting new operating concepts fit for a new environment.<\/p>\n<h2 id=\"prosperity\">Prosperity<\/h2>\n<p>The opportunity that comes from innovation has wider applications.<\/p>\n<p>Defence technologies are often spun off in the commercial sector. <\/p>\n<p>Together we\u2019ve given the world <abbr title=\"Global Positioning System\">GPS<\/abbr>, the world wide web, and splash proof technology.<\/p>\n<p>Recently British company Reaction Engines and <abbr title=\"British Aerospace\">BAE<\/abbr> systems signed a deal to develop the SABRE (Synergetic Air-Breathing Rocket Engine).<\/p>\n<p>Its aircraft will operate at over five times the speed of sound and can transition to a rocket mode, allowing spaceflight at speeds up to orbital velocity. <\/p>\n<p>Once this was science fiction.<\/p>\n<p>Today our scientists are making it science fact.<\/p>\n<p>We need to do more to take advantage of this dual-use technology.<\/p>\n<h2 id=\"conclusion\">Conclusion<\/h2>\n<p>So, at a time of growing threats the UK is stepping up with bigger, stronger defence.<\/p>\n<p>We\u2019re increasing our defence budget and the size and power of our forces so we can do more to protect our security.<\/p>\n<p>By doing so we are becoming an even stronger partner with our most steadfast ally, the United States.<\/p>\n<p>Open societies, successful countries like Britain and the United States, attract enemies as well as envy.
