{"id":66159,"date":"2016-01-07T14:00:00","date_gmt":"2016-01-07T14:00:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=07743a23ab29a44df5c29aca26e0c5d6"},"modified":"2017-12-12T16:02:57","modified_gmt":"2017-12-12T16:02:57","slug":"press-release-public-procurers-learn-how-to-spot-bid-rigging","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=66159","title":{"rendered":"Press release: Public procurers learn how to spot bid-rigging"},"content":{"rendered":"<p><em>Updated:<\/em> incorrect email removed<\/p>\n<div class=\"govspeak\">\n<p>The Competition and Markets Authority (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) and the Crown Commercial Service (<abbr title=\"Crown Commercial Service\">CCS<\/abbr>) have worked together to create the e-learning module which will help more than 4,000 central government procurers root out attempts to win contracts through anti-competitive conduct.<\/p>\n<p>In 2013\/14 the UK public sector spent \u00a3242 billion on procurement of goods and services. Evidence suggests that cartels \u2013 of which bid-rigging forms a part \u2013 overcharge by up to 30%, costing taxpayers millions of pounds and leading to poor service.<\/p>\n<p>John Kirkpatrick, <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> Senior Director Research, Intelligence and Advocacy, said:<\/p>\n<blockquote>\n<p>It is vital that taxpayers\u2019 money is spent well on projects that are of benefit to the public, rather than costs being pushed up unfairly by bid-rigging. We hope this bid-rigging e-learning package will prove to be a very useful tool for procurers in helping them spot and prevent attempts to rig procurement processes.<\/p>\n<p class=\"last-child\">The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> has a hotline which people can call if they suspect cases of bid-rigging or other anti-competitive practices, so I urge anyone with doubts to call.<\/p>\n<\/blockquote>\n<p>Ian Mackie, <abbr title=\"Crown Commercial Service\">CCS<\/abbr> Head of Commercial Learning and Development, said:<\/p>\n<blockquote>\n<p class=\"last-child\">Increasing commercial capability is a priority skills area for the civil service, so we, along with our departmental colleagues, were delighted to work with <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> to support this learning module. Hosting this on the Civil Service Learning Commercial College will enhance the contract management learning already available to staff.<\/p>\n<\/blockquote>\n<p>Bid-rigging involves competing businesses which are invited to bid in competitive tenders secretly colluding so that, contrary to appearances, they are not fully competing for the contract. Bid-rigging tends to drive up prices by removing genuine competition between bidders.<\/p>\n<p>It is a serious infringement of competition law, which can lead to fines and liability to damages for the companies involved. It can also result in criminal sanctions (including possible imprisonment) for individuals.<\/p>\n<p>The e-learning module can be found on the Commercial College, hosted on <a rel=\"external\" href=\"https:\/\/civilservicelearning.civilservice.gov.uk\/learning-opportunities\/competition-awareness-bid-rigging-public-procurement\">Civil Service Learning<\/a>.<\/p>\n<p>The module, which is intended to take no more than 40 minutes to complete, will help students to gain an awareness of why bid-rigging is harmful, what kinds of activities and patterns of behaviour they should watch out for, what they can do to mitigate risks and where they can go to get help if they suspect a case.<\/p>\n<h3 id=\"notes-for-editors\">Notes for editors<\/h3>\n<ol>\n<li>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> is the UK\u2019s primary competition and consumer authority.
