As you will see 2015 was a busy year for the Committee, and 2016 is expected to be just as challenging.<\/p>\n<p>The Committee on Radioactive Waste Management (<abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr>) provides independent scrutiny and advice to the UK Government and the Governments of the devolved administrations on the long-term management of higher activity radioactive wastes (<abbr title=\"higher activity radioactive wastes\">HAW<\/abbr>). <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> is an advisory non-departmental public body, sponsored by the <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-of-energy-climate-change\">Department of Energy &amp; Climate Change (<abbr title=\"Department of Energy &amp; Climate Change\">DECC<\/abbr>)<\/a>, and <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr>\u2019s 2015-16 Work Programme can be found <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/468374\/Proposed_Work_Programme_2015_18_.pdf\">here<\/a>.<\/p>\n<h2 id=\"update-on-work-from-implementing-geological-disposal\">Update on work from \u201cImplementing Geological Disposal\u201d<\/h2>\n<p>The <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/332890\/GDF_White_Paper_FINAL.pdf\">\u201cImplementing Geological Disposal\u201d White Paper<\/a> set out plans for the development of a Geological Disposal Facility for <abbr title=\"higher activity radioactive wastes\">HAW<\/abbr> in line with the UK Government\u2019s policy for England and Northern Ireland. <\/p>\n<p>The <a href=\"https:\/\/www.gov.uk\/government\/groups\/implementing-geological-disposal-community-representation-working-group\">Community Representation Working Group (<abbr title=\"The Community Representation Working Group\">CRWG<\/abbr>)<\/a> was set up to determine the definition of a community, community representation and the benefits available to a community for participating in the voluntarist process for siting a Geological Disposal Facility (<abbr title=\"Geological Disposal Facility\">GDF<\/abbr>). More information on geological disposal, what a <abbr title=\"Geological Disposal Facility\">GDF<\/abbr> is, and why we need one can be found <a href=\"https:\/\/www.gov.uk\/guidance\/managing-radioactive-waste-safely-a-guide-for-communities\">here<\/a>. <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> has observed the meetings of the group throughout the year, and is monitoring the delivery of the <abbr title=\"The Community Representation Working Group\">CRWG<\/abbr> objectives. <\/p>\n<p><a href=\"https:\/\/www.gov.uk\/government\/organisations\/radioactive-waste-management\">Radioactive Waste Management Ltd (<abbr title=\"Radioactive Waste Management Ltd\">RWM<\/abbr>)<\/a> conducted a public consultation with supporting meetings, on the development of their National Geological Screening Guidance. The consultation ran between the 8th September and 4th December 2015, and <abbr title=\"Radioactive Waste Management Ltd\">RWM<\/abbr> is currently in the process of analysing the responses received. Members of <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> attended 4 out of the 16 events as observers, to scrutinise <abbr title=\"Radioactive Waste Management Ltd\">RWM<\/abbr>\u2019s plans, along with its communication and engagement. <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> have provided both <abbr title=\"Radioactive Waste Management Ltd\">RWM<\/abbr> and <abbr title=\"Department of Energy &amp; Climate Change\">DECC<\/abbr> with feedback on these events, to inform future public engagement opportunities that both organisations will be doing. <\/p>\n<p><abbr title=\"Department of Energy &amp; Climate Change\">DECC<\/abbr>\u2019s 2014-15 update on the management of higher activity radioactive waste in line with the \u201cImplementing Geological Disposal\u201d White Paper can be found <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/444407\/Implementing_Geological_Disposal_Annual_Report_14-15.pdf\">here<\/a>.<\/p>\n<h2 id=\"update-on-wales\">Update on Wales<\/h2>\n<p>Carl Sargeant, Minister for Natural Resources <a rel=\"external\" href=\"http:\/\/gov.wales\/about\/cabinet\/cabinetstatements\/2015\/haw\/?lang=en\">made a statement in May 2015<\/a>, to say that the Welsh government has adopted a policy of geological disposal for their higher activity radioactive waste (<abbr title=\"higher activity radioactive wastes\">HAW<\/abbr>), in line with England and Northern Ireland. <\/p>\n<p>A public consultation began in May 2015 regarding community engagement and implementation processes for geological disposal. The <a href=\"https:\/\/www.gov.uk\/government\/publications\/corwm-response-to-welsh-government-consultation-on-community-engagement\"><abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> response to the Consultation can be found here<\/a>. <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> supports the Welsh Government\u2019s decision to adopt the same policy for <abbr title=\"higher activity radioactive wastes\">HAW<\/abbr> as England and Wales, and it believes that the arrangements for implementation and community engagement should be predicated on the basis that a Welsh community is as likely to volunteer as an English one. <\/p>\n<h2 id=\"update-on-scotland\">Update on Scotland<\/h2>\n<p>In May 2015, the Scottish Government opened its consultation on an implementation strategy for its policy on <abbr title=\"higher activity radioactive wastes\">HAW<\/abbr>, which was formulated in 2011. The Scottish Government\u2019s policy is that the long-term management of <abbr title=\"higher activity radioactive wastes\">HAW<\/abbr> will be on the basis of near site, near-surface facilities. There is no prescriptive definition of near site other than as near to the site where waste was produced as practicable. Scottish Government do not currently support geological disposal. All <a rel=\"external\" href=\"http:\/\/www.gov.scot\/Publications\/2015\/09\/3192\/downloads\">responses to the consultation can be found here<\/a>, including that from <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr>.<br \/>\nThis consultation was about implementing the 2011 policy, and a policy review is some years away in 2021. <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> remains concerned that the vast majority of intermediate level waste (<abbr title=\"intermediate level waste\">ILW<\/abbr>) at Dounreay, 70% by volume and 99% of the radioactivity, is not suitable for near surface disposal and therefore could only be held in interim storage with the current policy. <\/p>\n<h2 id=\"spent-fuel-and-nuclear-materials\">Spent fuel and nuclear materials<\/h2>\n<p><abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> met with the Nuclear Decommissioning Authority (<abbr title=\"Nuclear Decommissioning Authority\">NDA<\/abbr>) in March 2015 to discuss its management of uranium, plutonium and spent fuel (including Magnox, oxide and light water reactor fuels). A record of the main points and conclusions can be found <a href=\"https:\/\/www.gov.uk\/government\/publications\/corwms-report-on-spent-fuel-and-nuclear-materials\">here<\/a>.<\/p>\n<h2 id=\"triennial-review\">Triennial Review<\/h2>\n<p>The second Triennial Review of <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> was completed in December 2015. The Review recommended that <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> should continue and it reinforced the value of the <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr>\u2019s work. The full report can be read <a href=\"https:\/\/www.gov.uk\/government\/consultations\/committee-on-radioactive-waste-management-corwm-triennial-review-2015\">here<\/a>.<\/p>\n<h2 id=\"forthcoming-meetings\">Forthcoming meetings<\/h2>\n<p>The next plenary meeting of <abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> open to the public is on 17th March 2016 in London. Full details will be published on our <a href=\"https:\/\/www.gov.uk\/government\/organisations\/committee-on-radioactive-waste-management\">website<\/a> soon. <a href=\"https:\/\/www.gov.uk\/government\/news\/corwm-plenary-meeting-dates-and-locations-2016\">Further plenary meetings open to the public<\/a> are planned for April (London), June (Edinburgh) and September (Cardiff) and will be advertised in due course. <\/p>\n<h2 id=\"work-programme\">2016-17 Work Programme<\/h2>\n<p><abbr title=\"Committee on Radioactive Waste Management\">CoRWM<\/abbr> is currently developing its proposed Work Programme for 2016-17.
