{"id":68671,"date":"2016-03-17T10:16:55","date_gmt":"2016-03-17T10:16:55","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=48bb4dd10ba5820fb741c727b7414d35"},"modified":"2016-03-17T10:16:55","modified_gmt":"2016-03-17T10:16:55","slug":"statement-to-parliament-rail-reform-the-shaw-report","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=68671","title":{"rendered":"Statement to Parliament: Rail reform: the Shaw Report"},"content":{"rendered":"<div class=\"govspeak\">\n<p>In July 2015 Nicola Shaw, the Chief Executive of HS1, was asked to provide options for the future<br \/>\nshape and financing of Network Rail in order to support growth and investment. <a href=\"https:\/\/www.gov.uk\/government\/publications\/shaw-report-final-report-and-recommendations\">Her report<\/a>, published this week, confirms that the rail network should be held as a national asset and a key public service. It builds on good progress already being made by Network Rail and focusses on steps to improve performance for passengers and freight users. I welcome the report\u2019s<br \/>\nrecommendations.<\/p>\n<p>The Shaw report proposes strengthening the role of Network Rail route managers to increase<br \/>\naccountability and efficiency. It also recommends a new northern route, and a new freight<br \/>\nroute to ensure the rail freight industry can continue to contribute to growth.<\/p>\n<p>My recent consultation on the role of the Office of Rail and Road (<abbr title=\"Office of Rail and Road\">ORR<\/abbr>) showed clear support for<br \/>\nstrong independent regulation to put customer needs at the heart of rail. To support the <abbr title=\"Office of Rail and Road\">ORR<\/abbr>, I<br \/>\nwill work with it to implement changes to bring greater clarity to its statutory duties and to<br \/>\nenhance its working relationship with Transport Focus. I will also update the statutory guidance I<br \/>\nprovide.<\/p>\n<p>The <a href=\"https:\/\/www.gov.uk\/cma-cases\/passenger-rail-services-competition-policy-project\">recent report by the Competition and Markets Authority (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) into competition in passenger<br \/>\nrail services<\/a> recommended open access operators could benefit passengers if important reforms<br \/>\nare made. These reforms include fairer charges and robust protections for taxpayers and<br \/>\ninvestment. While charges are for the <abbr title=\"Office of Rail and Road\">ORR<\/abbr>, I hope that changes to charges can be made as soon<br \/>\nas possible. I will now explore options for potentially implementing the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr>\u2019s recommendations,<br \/>\nincluding legislation if required.<\/p>\n<p>I will make a fuller response to the Shaw report later this year.
