{"id":68673,"date":"2016-03-17T10:06:00","date_gmt":"2016-03-17T10:06:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=68b4eadcbdff5b975733e8d5cf53cf88"},"modified":"2016-03-17T10:06:00","modified_gmt":"2016-03-17T10:06:00","slug":"government-response-independent-review-of-uk-economic-statistics-government-response","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=68673","title":{"rendered":"Government response: Independent review of UK economic statistics: government response"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Last summer, the Chancellor of the Exchequer and the Minister for the Cabinet Office commissioned Professor Sir Charles Bean to carry out an independent review of UK economic statistics. <\/p>\n<p>The review set out to establish:<\/p>\n<ul>\n<li>the UK\u2019s future statistics needs<\/li>\n<li>the capability of <a rel=\"external\" href=\"https:\/\/www.ons.gov.uk\/\">the Office for National Statistics (<abbr title=\"Office for National Statistics\">ONS<\/abbr>)<\/a> in delivering statistics<\/li>\n<li>the most appropriate governance framework to support production of those statistics<\/li>\n<\/ul>\n<p>This <a href=\"https:\/\/www.gov.uk\/government\/publications\/independent-review-of-uk-economic-statistics-final-report\">Independent Review of Economic Statistics (<abbr title=\"Independent Review of Economic Statistics\">IRES<\/abbr>)<\/a> is part of <a href=\"https:\/\/www.gov.uk\/government\/publications\/fixing-the-foundations-creating-a-more-prosperous-nation\">Fixing the Foundations<\/a>, the government\u2019s wider plan to increase UK productivity growth across the next decade.<\/p>\n<p>The government shares the ambition for UK statistics produced by the <abbr title=\"Office for National Statistics\">ONS<\/abbr> to rise to the challenges of an increasingly technological economy. The <abbr title=\"Office for National Statistics\">ONS<\/abbr> must:<\/p>\n<ul>\n<li>address the limitations of their statistics<\/li>\n<li>reform their culture to become more customer-oriented<\/li>\n<li>make full use of administrative data already held by government<\/li>\n<li>strengthen statistical governance in line with Professor Sir Charles Bean\u2019s strategic recommendations<\/li>\n<\/ul>\n<p>The government will work with the <a rel=\"external\" href=\"https:\/\/www.statisticsauthority.gov.uk\/\">UK Statistics Authority (<abbr title=\"UK Statistics Authority\">UKSA<\/abbr>)<\/a> and the <abbr title=\"Office for National Statistics\">ONS<\/abbr> to implement the recommendations in full. <\/p>\n<h2 id=\"measuring-the-modern-economy\">Measuring the modern economy<\/h2>\n<p>The review made recommendations which covered both current and future challenges that <abbr title=\"UK Statistics Authority\">UKSA<\/abbr> and <abbr title=\"Office for National Statistics\">ONS<\/abbr> face when measuring the modern economy. <\/p>\n<p>To support these recommendations the government announced in the <a href=\"https:\/\/www.gov.uk\/government\/publications\/budget-2016-documents\/budget-2016\">2016 Budget<\/a> this week that it will invest over \u00a310 million in a new <abbr title=\"Office for National Statistics\">ONS<\/abbr> data science hub and a centre for excellence in economic measurement.<\/p>\n<p>The new hub for data science will maximise the public value from existing and new data sets \u2013 so called \u2018big data\u2019 from public and private sources \u2013 using cutting-edge techniques to allow <abbr title=\"Office for National Statistics\">ONS<\/abbr> to produce more innovative, accurate and timely statistics. The centre for excellence will improve the <abbr title=\"Office for National Statistics\">ONS<\/abbr>\u2019s capability to measure the changes in the UK\u2019s increasingly digital economy and to push the frontiers of economic measurement.  <\/p>\n<p>In addition to the 2 new centres, the <abbr title=\"Independent Review of Economic Statistics\">IRES<\/abbr> recommendations are designed to enable the <abbr title=\"Office for National Statistics\">ONS<\/abbr> to develop world-leading analytical and digital capabilities in economic measurement and future-proof the production of the UK\u2019s economic statistics.<\/p>\n<h2 id=\"better-use-of-data\">Better use of data<\/h2>\n<p>The government welcomes the comments of the Bean review that better use of data is essential for modern government. We recently launched an 8-week <a href=\"https:\/\/www.gov.uk\/government\/consultations\/better-use-of-data-in-government\">public consultation<\/a> on how we can improve access and use of data, of which core proposals relate to improving the <abbr title=\"UK Statistics Authority\">UKSA<\/abbr>\u2019s ability to access data for the purpose of producing official and national statistics. <\/p>\n<p>These proposals have been designed to support the greater reuse of administrative data held by government.<\/p>\n<h2 id=\"governance\">Governance<\/h2>\n<p>The government also welcomes the recommendations for better governance of <abbr title=\"Office for National Statistics\">ONS<\/abbr> statistics, including the creation of an Independent Regulation and Evaluation Office, subsuming the existing regulatory function at <abbr title=\"UK Statistics Authority\">UKSA<\/abbr>. This new body will be charged with publicly assessing both the trustworthiness and quality of official statistics, as well as <abbr title=\"Office for National Statistics\">ONS<\/abbr>\u2019s effectiveness. It will be made up of key stakeholders directly working with <abbr title=\"Office for National Statistics\">ONS<\/abbr> statistical output.<\/p>\n<p>These recommendations will develop world-leading analytical and digital capabilities in economic measurement and future-proof the production of the UK\u2019s economic statistics.
