{"id":68892,"date":"2016-03-23T10:20:41","date_gmt":"2016-03-23T10:20:41","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=ada3b39ab0fe747c5a77435bf977846e"},"modified":"2016-03-23T10:20:41","modified_gmt":"2016-03-23T10:20:41","slug":"news-story-from-london-to-the-north-hs2-offers-boost-to-housing-jobs-and-economic-growth","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=68892","title":{"rendered":"News story: From London to the north, HS2 offers boost to housing, jobs and economic growth"},"content":{"rendered":"<div class=\"govspeak\">\n<div class=\"call-to-action\">\n<ul>\n<li>in-principle agreement to transfer selected government-owned land at a key transport interchange to the Old Oak and Park Royal Development Corporation (<abbr title=\"Oak and Park Royal Development Corporation\">OPDC<\/abbr>) paving the way for massive regeneration of the area<\/li>\n<li>London\u2019s largest development site will host up to 25,500 new homes and 65,000 jobs at the transport \u2018super-hub\u2019 for <abbr title=\"High Speed 2\">HS2<\/abbr>, Crossrail and the Great Western Main Line<\/li>\n<li>government growth strategy funding for Greater Manchester and Leeds City region local enterprise partnerships (<abbr title=\"local enterprise partnerships\">LEPs<\/abbr>) will allow local partners to plan ahead for <abbr title=\"High Speed 2\">HS2<\/abbr> in their cities<\/li>\n<\/ul>\n<\/div>\n<p><abbr title=\"High Speed 2\">HS2<\/abbr> is unlocking a massive regeneration project at Old Oak and Park Royal, and promoting local growth in Greater Manchester and Leeds thanks to new government funding.<\/p>\n<p>The Chancellor George Osborne has offered a boost for a major London development site at Old Oak and Park Royal with the in-principle decision to transfer selected land to the <abbr title=\"Oak and Park Royal Development Corporation\">OPDC<\/abbr>, bringing the prospect of up to 25,500 new homes and 65,000 extra jobs in the area closer to reality.  <\/p>\n<p>Old Oak in west London will host a transport \u2018super-hub\u2019, with Crossrail and <abbr title=\"High Speed 2\">HS2<\/abbr> combining with the Great Western Main Line to provide fast and frequent access to London and also the west and north of the country.  Bringing future ownership of the land under control of the <abbr title=\"Oak and Park Royal Development Corporation\">OPDC<\/abbr> ensures that development of what is currently London\u2019s largest regeneration site is as smooth and swift as possible, and the <abbr title=\"Oak and Park Royal Development Corporation\">OPDC<\/abbr> will now proceed with funding, financing and delivering the regeneration.<\/p>\n<p>Transport Minister Robert Goodwill said:<\/p>\n<blockquote>\n<p><abbr title=\"High Speed 2\">HS2<\/abbr> is not just a train line.  I have already seen the transformative change that this project is triggering in Old Oak Common, Birmingham and elsewhere even before spades hit the ground next year.<\/p>\n<p class=\"last-child\">That is why we\u2019ve brought forward growth funding for northern locations &#8211; so they too can maximise the potential for their own region, thanks to <abbr title=\"High Speed 2\">HS2<\/abbr>.<\/p>\n<\/blockquote>\n<p>The Chancellor also announced \u00a31.25 million of growth strategy funding for each <abbr title=\"High Speed 2\">HS2<\/abbr> station at Manchester Piccadilly, Manchester Airport and Leeds to make the most of this unique economic opportunity.  Half the funding will be provided early in the next financial year, with half reserved for after confirmation of the Phase Two route in autumn 2016.  The funding can be used to get people, businesses and places ready for <abbr title=\"High Speed 2\">HS2<\/abbr>, helping to build a long term economic, social and environmental legacy.  It will also help align the opportunities of <abbr title=\"High Speed 2\">HS2<\/abbr> and the <a href=\"https:\/\/www.gov.uk\/government\/publications\/northern-transport-strategy\">Northern transport strategy<\/a> to help spread the benefits further, faster.<\/p>\n<p>Communities Minister Baroness Williams said:<\/p>\n<blockquote>\n<p>The Northern Powerhouse is about rebalancing the economy and unlocking the potential of the great cities of the north. <abbr title=\"High Speed 2\">HS2<\/abbr> with its promise of more jobs, housing and growth is central to that.<\/p>\n<p class=\"last-child\">We have already seen how stations along the route are attracting interest and investment and now Manchester and Leeds can go full steam ahead in their plans for accommodating this historic opportunity.<\/p>\n<\/blockquote>\n<h2 id=\"old-oak-and-park-royal\">Old Oak and Park Royal<\/h2>\n<ul>\n<li>the <abbr title=\"Oak and Park Royal Development Corporation\">OPDC<\/abbr>, which was formally established as a mayoral development corporation in April 2015, has set out aspirations for the wholesale redevelopment of the area around the new station<\/li>\n<li>in the <a href=\"https:\/\/www.gov.uk\/government\/topical-events\/autumn-statement-and-spending-review-2015\">Spending Review in November 2015<\/a>, the government committed to bringing together the publicly owned land around the Old Oak Common <abbr title=\"High Speed 2\">HS2<\/abbr> station into single control<\/li>\n<li>the Department for Transport and Network Rail have now agreed in principle to transfer government-owned land at Old Oak to the <abbr title=\"Oak and Park Royal Development Corporation\">OPDC<\/abbr>, confirmation was included in the <a href=\"https:\/\/www.gov.uk\/government\/topical-events\/budget-2016\">Budget<\/a>\n<\/li>\n<li>all future transfers of land are subject to clear business case work, confirmation of funding by the Mayor of London and assurances that the current and future operational railway and the build of <abbr title=\"High Speed 2\">HS2<\/abbr> are not harmed in the development of the project<\/li>\n<\/ul>\n<h2 id=\"hs2-growth-strategy-funding\">\n<abbr title=\"High Speed 2\">HS2<\/abbr> growth strategy funding<\/h2>\n<ul>\n<li>in 2014, the government gave \u00a31.25 million to each of the <abbr title=\"High Speed 2\">HS2<\/abbr> Phase One station places outside London for the development of <abbr title=\"High Speed 2\">HS2<\/abbr> growth strategies &#8211; we also committed to fund growth strategies for Phase Two places once Phase Two decisions were taken<\/li>\n<li>in the Budget the Chancellor announced the provision of \u00a31.25 million <abbr title=\"High Speed 2\">HS2<\/abbr> growth strategy funding each for Manchester Piccadilly, Manchester Airport and Leeds stations <\/li>\n<li>for Manchester Airport, award of any growth funding is conditional on agreement of a suitable third party funding package for the <abbr title=\"High Speed 2\">HS2<\/abbr> station<\/li>\n<li>no decision on the route and station locations of <abbr title=\"High Speed 2\">HS2<\/abbr> Phase Two has been made &#8211;
