{"id":69000,"date":"2016-03-24T13:03:00","date_gmt":"2016-03-24T13:03:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=1d34963bc43c2d5deb1052dde2a77953"},"modified":"2016-03-24T13:03:00","modified_gmt":"2016-03-24T13:03:00","slug":"press-release-environmental-regulation-team-moves-from-bis-to-defra","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=69000","title":{"rendered":"Press release: Environmental Regulation team moves from BIS to Defra"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Business Secretary Sajid Javid and the Environment Secretary Elizabeth Truss have agreed that the Environmental Regulation team will transfer from the Department for Business, Innovation and Skills (<abbr title=\"Department for Business, Innovation and Skills\">BIS<\/abbr>) to the Department for Environment, Food and Rural Affairs (<abbr title=\"Department for Environment, Food and Rural Affairs\">Defra<\/abbr>) on 1 April 2016 under a Machinery of Government change. The team will transfer into the <abbr title=\"Department for Environment, Food and Rural Affairs\">Defra<\/abbr> Environmental Quality Directorate. A written ministerial statement was published today (24 March 2016), detailing the change.<\/p>\n<p>The Environmental Regulation team has policy responsibility for a range of waste and product-related EU-derived regulations that have either Single Market or producer responsibility objectives. Their responsibilities include:<\/p>\n<ul>\n<li>upholding the UK\u2019s domestic Waste Electrical and Electronic Equipment (<abbr title=\"Waste Electrical and Electronic Equipment\">WEEE<\/abbr>) system including running the distributor takeback scheme<\/li>\n<li>regulating producers (vehicle manufacturers and importers) and Authorised Treatment Facilities for the UK\u2019s end of life vehicles (<abbr title=\"end of life vehicles\">ELV<\/abbr>) system<\/li>\n<li>policy development and monitoring for the Restriction of Hazardous Substances in electrical and electronic equipment (<abbr title=\"Restriction of Hazardous Substances\">RoHS<\/abbr>)<\/li>\n<li>policy development for the substance restrictions (Essential Requirements) related to packaging<\/li>\n<li>the placing on the market for all batteries and accumulators and the waste disposal regime for automotive and industrial batteries<\/li>\n<\/ul>\n<p>The team also has policy responsibility for the enforcement of these regulations through contracts held with the Environment Agency, the National Measurement and Regulation Office (<abbr title=\"National Measurement and Regulation Office\">NMRO<\/abbr>) and trading standards departments in local authorities.<\/p>\n<p>With much of the legislation and related work split between the 2 departments, transferring the team and resource from <abbr title=\"Department for Business, Innovation and Skills\">BIS<\/abbr> to <abbr title=\"Department for Environment, Food and Rural Affairs\">Defra<\/abbr> will enable, and ensure, greater coordination
