{"id":69757,"date":"2016-04-20T09:00:11","date_gmt":"2016-04-20T09:00:11","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=af68872db91c04500176c69d02ec28f3"},"modified":"2016-04-20T09:00:11","modified_gmt":"2016-04-20T09:00:11","slug":"press-release-new-charity-investigation-life-line-missions","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=69757","title":{"rendered":"Press release: New charity investigation: Life Line Missions"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Charity Commission (\u2018the commission\u2019), the independent regulator of charities in England and Wales, has opened a statutory inquiry into <a rel=\"external\" href=\"http:\/\/apps.charitycommission.gov.uk\/Showcharity\/RegisterOfCharities\/CharityWithoutPartB.aspx?RegisteredCharityNumber=1085504&amp;SubsidiaryNumber=0\">Life Line Missions, registered charity number 1085504<\/a>. The inquiry was opened on 11 November 2015. The announcement was delayed due to operational reasons and information gathering.<\/p>\n<p>Life Line Missions has objects for the advancement of the Christian religion and the relief of poverty.<\/p>\n<p>The charity failed to meet its legal duty to file its accounts for the financial year ending 31 March 2011 and 31 March 2012 and became part of the commission\u2019s double defaulter class inquiry in November 2013. <\/p>\n<p>After failing to receive acceptable responses from the trustees the class inquiry then exercised its powers to obtain information from the charity\u2019s bankers.  This established that the charity\u2019s bank accounts were closed in December 2013 and identified substantial discrepancies with income and expenditure disclosed by the charity in its accounts, annual returns and with the charity\u2019s bank statements. <\/p>\n<p>As a result of these further serious regulatory concerns, the commission opened a new wider investigation into the charity.  <\/p>\n<p>The issues the inquiry will examine include whether the trustees:<\/p>\n<ul>\n<li>complied with the charity\u2019s governing document<\/li>\n<li>discharged their duties to safeguard the charity\u2019s property<\/li>\n<li>maintained adequate accounting and financial controls and records<\/li>\n<li>ensured the charity\u2019s expenditure is a proper application for the charity\u2019s purposes<\/li>\n<\/ul>\n<p>It is the commission\u2019s policy, after it has concluded an inquiry, to publish a report detailing what issues the inquiry looked at, what actions were undertaken as part of the inquiry and what the outcomes were. <a href=\"https:\/\/www.gov.uk\/government\/collections\/inquiry-reports-charity-commission\">Reports of previous inquiries<\/a> are available on GOV.UK.<\/p>\n<p>The <a rel=\"external\" href=\"http:\/\/apps.charitycommission.gov.uk\/Showcharity\/RegisterOfCharities\/CharityWithoutPartB.aspx?RegisteredCharityNumber=1085504&amp;SubsidiaryNumber=0\">charity\u2019s details can be viewed<\/a> on the commission\u2019s online charity search tool. <\/p>\n<p>Ends<\/p>\n<p>PR 18\/16<\/p>\n<hr>\n<h2 id=\"notes-to-editors\">Notes to editors<\/h2>\n<ol>\n<li>The Charity Commission is the independent regulator of charities in England and Wales. The opening of an inquiry gives the commission access to a range of investigative, protective and remedial legal powers. <\/li>\n<li>In  November 2013 the commission notified the trustees that the charity had become part of the commission\u2019s class inquiry into charities that are in default of submitting their annual returns and accounts for 2 or more years. This was because the charity had failed to submit the documents for financial years ending 31 March 2011 and 31 March 2012.
