{"id":69833,"date":"2016-04-21T16:01:00","date_gmt":"2016-04-21T16:01:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=0d634d2d57b6530c85ffe2a38854eaa4"},"modified":"2016-04-21T16:01:00","modified_gmt":"2016-04-21T16:01:00","slug":"news-story-government-publishes-findings-of-diesel-emissions-testing-programme","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=69833","title":{"rendered":"News story: Government publishes findings of diesel emissions testing programme"},"content":{"rendered":"<div class=\"govspeak\">\n<div class=\"call-to-action\">\n<ul>\n<li>real driving emissions tests to be introduced from 2017<\/li>\n<li>\n<abbr title=\"United Kingdom\">UK<\/abbr> testing has been carried out alongside an investigation by the German Ministry for Transport<\/li>\n<\/ul>\n<\/div>\n<p>Today (21 April 2016) the <abbr title=\"United Kingdom\">UK<\/abbr> government published its <a href=\"https:\/\/www.gov.uk\/government\/publications\/vehicle-emissions-testing-programme-conclusions\">research into emissions levels from leading diesel car models<\/a>, fulfilling a commitment to consumers to investigate potential manipulation of emission controls.<\/p>\n<p>The tests have not detected evidence of test cycle manipulation strategies as used by the Volkswagen (<abbr title=\"Volkswagen\">VW<\/abbr>) Group. Tests have provided further evidence that nitrogen oxide (<abbr title=\"nitrogen oxides\">NO<\/abbr>\u2093) emissions are higher in real world conditions and on the test track than they are in laboratory conditions. This was the case for all manufacturers\u2019 vehicles, with results varying significantly between different makes and models.<\/p>\n<p>Tests have been carried out on a total of 56 different vehicle types in Germany and 37 different vehicle types in the <abbr title=\"United Kingdom\">UK<\/abbr>, over a period of 6 months. The Vehicle Certification Agency on behalf of the Department for Transport tested a representative selection of the <abbr title=\"United Kingdom\">UK<\/abbr>\u2019s top selling diesel vehicles. The findings provide a snapshot of exhaust emissions from those diesel models when tested in the laboratory, on a test track and during typical road use.<\/p>\n<p>Existing lab tests designed to ensure emission limits are met have been shown to be inadequate and this is why the <abbr title=\"United Kingdom\">UK<\/abbr> has secured a tough new Europe-wide \u2018real driving emissions\u2019 test. From next year, vehicles will have to meet emissions limits in real driving conditions across a wide range of typical operating temperatures. This will improve consumer confidence in manufacturers. The <abbr title=\"United Kingdom\">UK<\/abbr> will be working to ensure that the new rules for real driving emissions and type approval are robust, deliver the expected outcomes and that manufacturers behave consistently.<\/p>\n<figure class=\"image embedded\">\n<div class=\"img\"><img decoding=\"async\" alt=\"Timeline for introduction of real driving emissions tests.\" src=\"https:\/\/assets.digital.cabinet-office.gov.uk\/government\/uploads\/system\/uploads\/image_data\/file\/51801\/960-real-driving-emissions-tests.jpg\"><\/div>\n<\/figure>\n<p>Even before the introduction of the new limits, the <abbr title=\"United Kingdom\">UK<\/abbr> government has been urging manufacturers to introduce new technologies to reduce emissions sooner than the new <abbr title=\"European Union\">EU<\/abbr> regulations require. Some manufacturers have announced that they intend to make changes to vehicles already in use to improve emissions, and will offer this to customers on a voluntary basis. The <abbr title=\"United Kingdom\">UK<\/abbr> government welcomes this and encourages action from other manufacturers.<\/p>\n<p>Today\u2019s report provides a valuable insight into car emissions and will inform the ongoing work being done by the <abbr title=\"United Kingdom\">UK<\/abbr>, Germany and across Europe to improve the testing of new vehicles.<\/p>\n<p>Next month the government will present the research published today to European Research for Mobile Emission Sources, the body responsible for collating vehicle emission data, to inform their updated emissions factors later this year. This will ensure <abbr title=\"European Union\">EU<\/abbr>-wide emission factors more accurately reflect the difference between real world driving and laboratory test conditions. <\/p>\n<p>The Secretary of State for Transport, <abbr title=\"Right\">Rt<\/abbr> <abbr title=\"Honourable\">Hon<\/abbr> Patrick McLoughlin <abbr title=\"Member of Parliament\">MP<\/abbr>, said:<\/p>\n<blockquote>\n<p>Our tests published today have not detected evidence of manipulation of emissions lab tests as used by the <abbr title=\"Volkswagen\">VW<\/abbr> Group by any other car manufacturer.<\/p>\n<p>The tests do show the widespread use of engine management systems to prevent engine damage which can lead to higher emissions in real world temperature conditions cooler than those in the approved lab test.<\/p>\n<p>The <abbr title=\"United Kingdom\">UK<\/abbr> has been leading in Europe in pushing for real world emissions tests which will address this problem.
