{"id":70065,"date":"2016-04-29T09:00:01","date_gmt":"2016-04-29T09:00:01","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=63f2ebf2fa7229de5257dc2d754e498e"},"modified":"2016-04-29T09:00:01","modified_gmt":"2016-04-29T09:00:01","slug":"press-release-new-charity-investigation-peacetrail","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=70065","title":{"rendered":"Press release: New charity investigation: Peacetrail"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Charity Commission (\u2018the commission\u2019), the independent regulator of charities in England and Wales, has opened a statutory inquiry into <a rel=\"external\" href=\"http:\/\/apps.charitycommission.gov.uk\/Showcharity\/RegisterOfCharities\/CharityWithoutPartB.aspx?RegisteredCharityNumber=1154428&amp;SubsidiaryNumber=0\">Peacetrail (\u2018the charity\u2019), registered charity number 1154428<\/a>. The inquiry was opened on 31 March 2016.<\/p>\n<p>The charity\u2019s objects include the advancement of the Islamic faith and the relief of poverty. The charity\u2019s stated activities include supporting women and children who face financial hardship in the UK and abroad.<\/p>\n<p>The charity was proactively identified for a monitoring visit (\u2018the visit\u2019) by the commission due to its failure to file its statutory annual returns.<\/p>\n<p>The visit which was carried out in January 2016 identified serious regulatory concerns regarding how the charity is being managed including; poor governance, risks to the charity\u2019s property due to poor financial management and failures by the trustees to conduct proper due diligence and monitoring of its partners. The visit also identified that the charity was unable to provide records to evidence expenditure of over \u00a370,000.<\/p>\n<p>As part of the commission\u2019s continuing regulatory engagement it identified further concerns about the charity\u2019s use of a bank account of another, non-charitable, company and how these funds had been used and accounted for.<\/p>\n<p>The commission considers the concerns it has identified to be so serious that it opened a statutory inquiry and directed the trustees to provide information including the charity\u2019s activities, financial controls and an explanation as to the trustees continued failure to file the charity\u2019s statutory annual returns. The commission has also made an order to restrict transactions or payments that the charity may enter into without the commission\u2019s prior written approval <a href=\"#notestoeditors\">(see Notes to editors)<\/a>.<\/p>\n<p>The issues the inquiry will examine include:<\/p>\n<ul>\n<li>administration, governance and management of the charity by the trustees<\/li>\n<li>financial controls and management of the charity and whether its funds have been properly expended and can be accounted for<\/li>\n<li>conduct of the trustees and whether or not the trustees have complied with and fulfilled their duties and responsibilities as trustees under charity law<\/li>\n<\/ul>\n<p>The inquiry will also take steps as appropriate to safeguard and retrieve any funds which cannot be accounted for as applied for exclusively charitable purposes.<\/p>\n<p>It is the commission\u2019s policy, after it has concluded an inquiry, to publish a report detailing what issues the inquiry looked at, what actions were undertaken as part of the inquiry and what the outcomes were. <a href=\"https:\/\/www.gov.uk\/government\/publications\/inquiry-reports-charity-commission\">Reports of previous inquiries<\/a> are available on GOV.UK.<\/p>\n<p>The <a rel=\"external\" href=\"http:\/\/apps.charitycommission.gov.uk\/Showcharity\/RegisterOfCharities\/CharityWithoutPartB.aspx?RegisteredCharityNumber=1154428&amp;SubsidiaryNumber=0\">charity\u2019s details can be viewed<\/a> on the commission\u2019s online charity search tool.<\/p>\n<p>Ends<\/p>\n<p>PR 20\/16<\/p>\n<hr>\n<h3 id=\"notestoeditors\">Notes to editors<\/h3>\n<ol>\n<li>The Charity Commission is the independent regulator of charities in England and Wales.
