For the last 5 years he has been London\u2019s Deputy Mayor for policy and planning and chief of staff at the Greater London Authority (<abbr title=\"Greater London Authority\">GLA<\/abbr>).<\/p>\n<p>His wide-ranging role there included increasing public land disposals and developing new finance models to sustain long-term investment in the capital\u2019s infrastructure.<\/p>\n<p>Prior to joining the <abbr title=\"Greater London Authority\">GLA<\/abbr>, Sir Edward was Leader of Wandsworth council for 19 years.<\/p>\n<p>Communities Secretary Greg Clark said:<\/p>\n<blockquote>\n<p>The government is determined to help anyone who aspires to own their own home achieve their dream.<\/p>\n<p class=\"last-child\">The <abbr title=\"Homes and Communities Agency\">HCA<\/abbr> has a big role to play in driving up housing; Sir Edward\u2019s experience and leadership that he brings to the <abbr title=\"Homes and Communities Agency\">HCA<\/abbr> will ensure it is delivering the homes our nation needs.<\/p>\n<\/blockquote>\n<p>Sir Edward Lister said:<\/p>\n<blockquote>\n<p>I am excited to be joining the Homes and Communities Agency at this time to drive forward delivery of the most ambitious programme for housing in decades.<\/p>\n<p class=\"last-child\">I look forward to helping to build the capability of the Agency to deliver thousands of new homes across the country and meet people\u2019s aspirations for owning their own home.<\/p>\n<\/blockquote>\n<p>Sir Edward replaces Interim Chair Kevin Parry who stood in following Robert Napier\u2019s departure &#8211; takes up his position in July after his appointment was confirmed by the Communities and Local Government Select Committee.<\/p>\n<p>He joins the Agency as it continues to evolve to help meet the government\u2019s commitment to build more homes.<\/p>\n<h2 id=\"background\">Background<\/h2>\n<p>The Homes and Communities Agency (<abbr title=\"Homes and Communities Agency\">HCA<\/abbr>) is the government agency tasked with supporting and enabling places to deliver their housing and regeneration needs and helping to drive local economic growth.
