{"id":73918,"date":"2016-09-07T16:12:35","date_gmt":"2016-09-07T16:12:35","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=3a6a73dd8b820afba9863bc11fed122d"},"modified":"2016-09-07T16:12:35","modified_gmt":"2016-09-07T16:12:35","slug":"speech-minister-for-digital-and-culture-addresses-the-bpi-agm","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=73918","title":{"rendered":"Speech: Minister for Digital and Culture addresses the BPI AGM"},"content":{"rendered":"<div class=\"govspeak\">\n<p>It is a huge pleasure to be here as the champion of music in Government.<\/p>\n<p>It\u2019s a great task.<\/p>\n<p>It\u2019s made easier by the incredible talent that makes the sector such a great success story for the UK.<\/p>\n<p>Defined by energy and originality, built on a long and proud heritage; the country that produced Elgar, the Beatles, David Bowie and Soul II Soul, now with Sam Smith, Jessie J, Stormzy and Skepta\u2026Boy Better Know we\u2019re at the forefront of the global scene.<\/p>\n<p>Ever the home of innovation, entire genres of music have originated here in the UK. I\u2019m from the North West &#8211; which of course gave us Merseybeat and the Madchester scene. From heavy metal and punk to dubstep and grime &#8211; I\u2019ll admit I\u2019m more familiar with some than with others &#8211; our music industry constantly reinvents itself, and continues to in this digital age.<\/p>\n<h3 id=\"success-of-the-industry\">Success of the industry<\/h3>\n<p>Every year, one in six of all albums sold across the world is by a British artist.<\/p>\n<p>Last year, British acts produced five of the global top ten.<\/p>\n<p>When Adele had the best-selling album of 2015, with 25, she became the 8th Brit in 11 years to enjoy the achievement. Makes you wonder why her music is so morose.<\/p>\n<p>After the US, the UK is the largest exporter of music in the world.<\/p>\n<p>Not bad for our small islands off the north coast of Europe.<\/p>\n<p>It\u2019s true in live music too. The UK\u2019s festivals attract the world\u2019s greatest performers (well, the very few who aren\u2019t homegrown).<\/p>\n<p>Last year more than 700,000 tourists came here for the music.<\/p>\n<p>In 2014, according to UK Music\u2019s Measuring Music report, the industry contributed over \u00a34 billion to the economy. It supports over 100,000 jobs &#8211; not just those who create and perform, but our talent army of producers, sound engineers, arrangers, promoters, publishers and venue operators.<\/p>\n<p>These numbers are only growing.<\/p>\n<h3 id=\"government-support\">Government Support<\/h3>\n<p>I\u2019m determined that we build on this success.<\/p>\n<p>I pledge to you today that I will do all I can, to work to make that happen.<\/p>\n<p>I understand what is and what isn\u2019t the job in Government.<\/p>\n<p>It\u2019s not my job to judge what\u2019s coming next, produce the music, and it\u2019s certainly never, ever my job to sing.<\/p>\n<p>But it is our job in Government to support the environment for your success.<\/p>\n<p>There\u2019s the economic support:<\/p>\n<p>The Music Export Growth Scheme, jointly run by the BPI and Government, helps independent music companies reach overseas markets. Catfish and the Bottlemen, winners of this year\u2019s BRIT award for British Breakthrough Act, are just one of the talented acts to benefit.<\/p>\n<p>The GREAT Campaign promotes Britain as one of the most exciting and thriving cultural destinations in the world.<\/p>\n<p>We\u2019ve reformed entertainment licensing, to make it easier for venues to put on gigs.<\/p>\n<p>We\u2019ve brought in tax relief for orchestras, so they are now encouraged to perform across the whole of the UK, not just in London.<\/p>\n<p>We have invested almost half a billion in music and cultural education, including almost \u00a3270m for music education hubs and more than \u00a3100m for the Music and Dance Scheme<\/p>\n<p>There\u2019s \u00a375m for music education hubs will be provided in the coming year.<\/p>\n<p>Over the Autumn I\u2019ll be taking the Digital Economy Bill through Parliament, which will bring criminal penalties for online copyright infringement in line with physical infringement &#8211; making sure we have the right legal framework in place to support creators and the content they produce.<\/p>\n<p>And of course we support Creative Content UK\u2019s \u201cGet it Right from a Genuine Site\u201d campaign, which helps to educate and build respect for music and our other creative industries.<\/p>\n<h3 id=\"access--diversity\">Access &amp; diversity<\/h3>\n<p>These successes and this support are important.<\/p>\n<p>But I\u2019m not satisfied: they aren\u2019t enough.<\/p>\n<p>Because it\u2019s more than just the economics and the dry policy work.<\/p>\n<p>As Bono once said \u2018music can change lives, because it can change people\u2019.<\/p>\n<p>I couldn\u2019t agree more.<\/p>\n<p>We in Government are on a mission to spread opportunity to all, not just the privileged few.<\/p>\n<p>In my view, it is the very real responsibility of everyone in this room to be a force for social mobility in Britain.<\/p>\n<p>No one should be excluded from your industry because of their accent or their postcode.<\/p>\n<p>Onstage talent is often diverse &#8211; because talent doesn\u2019t choose where it lands &#8211; but let\u2019s make sure not only that it remains so but that it\u2019s matched by an equal diversity behind the scenes.<\/p>\n<p>In the boardroom as much as backstage.<\/p>\n<p>I feel incredibly strongly about it.<\/p>\n<p>There\u2019s already some great work going on.<\/p>\n<p>The BRITs have long supported wider access.<\/p>\n<p>Organisations like Creative Access are doing great work.<\/p>\n<p>It\u2019s great that the BPI have given their assistance to the Rated Awards, taking place at the legendary Roundhouse this evening.<\/p>\n<p>This year there\u2019s a diverse range of talent on the Mercury Music prize shortlist.<\/p>\n<p>UK Music are also doing some sterling work, with the launch of the music industry\u2019s first ever workforce diversity survey.<\/p>\n<p>But, taken together, it\u2019s not enough. Music can\u2019t be the preserve of the privileged.<\/p>\n<p>Are you doing all you can to blast open the doors to the industry? I want the answer to be yes.<\/p>\n<p>Because the music industry is not just an industry: music defines how we are seen as a nation. It defines how we see ourselves \u2013 as individuals, as communities, as a nation.<\/p>\n<p>In Brexit Britain it is more important than ever that we are, that we are seen as, and that we insist on being the outward, open, global, progressive country we are when we are at our best.<\/p>\n<p>Seeking all the raw talent in our nation.
