We will build HS2"},"content":{"rendered":"<div class=\"govspeak\">\n<h2 id=\"introduction\">Introduction<\/h2>\n<p>Thank you for the chance to open today\u2019s Transport Times <abbr title=\"High Speed Two\">HS2<\/abbr> conference.<\/p>\n<p>It\u2019s a pleasure to join you in Canary Wharf.<\/p>\n<p>Now, I expect most people here already know my stance on <abbr title=\"High Speed Two\">HS2<\/abbr>.<\/p>\n<p>When the new Prime Minister asked me to serve as Transport Secretary, I used one of my first public statements to make clear that we are backing this project.<\/p>\n<p>We need <abbr title=\"High Speed Two\">HS2<\/abbr> now more than ever.<\/p>\n<p>We need it for the capacity it will bring on the routes between London, the West Midlands, Crewe, Leeds and Manchester, as well as the space it\u2019ll create elsewhere on our transport network.<\/p>\n<p>We need it for the boost it will give to our regional and national economies.<\/p>\n<p>And we need it for the jobs it will create, and for the way it will link our country together.<\/p>\n<h2 id=\"the-case-for-hs2-capacity\">The case for <abbr title=\"High Speed Two\">HS2<\/abbr>: capacity<\/h2>\n<p>So you can take it from me today, <abbr title=\"High Speed Two\">HS2<\/abbr> is going ahead.<\/p>\n<p>Yet one of the advantages of being new to the job is that I can take a fresh look at the evidence for why <abbr title=\"High Speed Two\">HS2<\/abbr> is needed.<\/p>\n<p>If you were to believe some of the wilder comment in the press about <abbr title=\"High Speed Two\">HS2<\/abbr>, you\u2019d conclude that the case for construction is marginal at best.<\/p>\n<p>But if you take the time to examine the facts and figures that make up the case for <abbr title=\"High Speed Two\">HS2<\/abbr>, you\u2019ll find they are arrestingly stark.<\/p>\n<p>The line that <abbr title=\"High Speed Two\">HS2<\/abbr> is designed to relieve \u2013 the West Coast Main Line \u2013 was assembled in stages between 1830 and 1880.<\/p>\n<p>By the 1850s, it was possible to take a direct train from London to Glasgow, and the West Coast Main Line became essentially the line we know today.<\/p>\n<p>In that decade, the <abbr title=\"United Kingdom\">UK<\/abbr> population was 15 million people.<\/p>\n<p>Those 15 million people made 60 million rail journeys in 1850.<\/p>\n<p>It\u2019s an impressive figure.<\/p>\n<p>But it\u2019s dwarfed by the numbers our railways cater for nowadays.<\/p>\n<p>Today we have a population of 65 million people and last year we took 1.7 billion rail journeys.<\/p>\n<p>So a lot\u2019s changed since the 1850s.<\/p>\n<p>As a society we\u2019re more prosperous and we want to travel more, much more often.<\/p>\n<p>Yet our railways haven\u2019t received the upgrades to match our increasing demand for travel.<\/p>\n<p>We haven\u2019t built a new line north of London for over a century.<\/p>\n<p>We\u2019re still using a network inherited from a Victorian population less than a quarter the size of our own.<\/p>\n<p>That our railways can just about cope with the demand we place upon them today is testament to the vision of Victorian railway builders who went before us, and to the long-term pay-off that serious investment in infrastructure can deliver.<\/p>\n<p>Yet we\u2019re facing a rapidly approaching crunch-point.<\/p>\n<p>In the last 20 years alone, the number of people traveling on our railways has more than doubled.<\/p>\n<p>And demand is set to increase still further.<\/p>\n<p>Already, on some lines at some times, it can be tough to get a seat, including the West Coast Main Line.<\/p>\n<p>And it\u2019s not just about crowding in the carriages.<\/p>\n<p>It\u2019s also about crowding on the tracks themselves.<\/p>\n<p>Our rail network is the most intensively used of any in Europe.<\/p>\n<p>A national transport artery as important as the West Coast Main Line still suffers from the need for freight, local and intercity trains to be carried on the same two tracks.<\/p>\n<p>The fast trains catch up with the slow trains and are unable to get past, chug along behind.<\/p>\n<p>So, imagine what Britain in 2033 would look like without <abbr title=\"High Speed Two\">HS2<\/abbr>.<\/p>\n<p>The forecasters tell us that Britain\u2019s population will have hit 72 million.<\/p>\n<p>Rail journeys will have risen by a further 40%.<\/p>\n<p>And rail freight will have doubled once more.<\/p>\n<p>Yet in that future without <abbr title=\"High Speed Two\">HS2<\/abbr> we\u2019d still be relying on a rail network whose central components are in places nearly 200 years old, built to compete with the stagecoach and the horse-drawn canal barge, and for a population almost 5 times smaller.<\/p>\n<p>What will it be like to travel by train then?<\/p>\n<p>What will it be like in the decades that follow?<\/p>\n<p>Can anyone seriously consider these facts and say that major investment in a new line \u2013 the first for a 100 years \u2013 is unnecessary?<\/p>\n<p>That is, if you like, the negative case for <abbr title=\"High Speed Two\">HS2<\/abbr>: the capacity problem that <abbr title=\"High Speed Two\">HS2<\/abbr> is designed to solve.<\/p>\n<h2 id=\"the-case-for-hs2-regeneration-and-jobs\">The case for <abbr title=\"High Speed Two\">HS2<\/abbr>: regeneration and jobs<\/h2>\n<p>But there\u2019s also a positive case: the way that <abbr title=\"High Speed Two\">HS2<\/abbr> will transform our country.<\/p>\n<p>And that case draws upon the unique power of transport investment to change towns, cities and communities for the better.<\/p>\n<p>If you want any proof of what transport can do, look at this neighbourhood.<\/p>\n<p>The docks built here allowed for the movement of people and goods around the world on a scale never seen before in history.<\/p>\n<p>And they made Britain prosper.<\/p>\n<p>And now Canary Wharf\u2019s second incarnation as an engine of the economy was fuelled by fresh investment in transport.<\/p>\n<p>When the Docklands Light Railway opened in 1987, it was one of the major catalysts for the regeneration of this area.<\/p>\n<p>Further investment followed with the Jubilee line extension in 1999.<\/p>\n<p>And soon this will be bolstered by the Crossrail line.<\/p>\n<p>But it is not just here.<\/p>\n<p>We\u2019ve seen the regenerative effects of new high speed rail at St Pancras.<\/p>\n<p>Just as we have further afield, in cities such as Bordeaux and Utrecht.<\/p>\n<p>We want the same effect at Euston, Old Oak Common, Curzon Street, Crewe, Toton, Sheffield, Manchester and Leeds \u2013 along with the dozens of other towns and cities who will be better connected as a result of <abbr title=\"High Speed Two\">HS2<\/abbr>.<\/p>\n<p>Yet we don\u2019t have to wait until <abbr title=\"High Speed Two\">HS2<\/abbr> opens to see signs of transformation in our cities.<\/p>\n<p>It\u2019s already started.<\/p>\n<p>When Burberry announced a \u00a350 million investment in a new factory in Leeds, the Chairman said, and I quote:<\/p>\n<blockquote>\n<p>One of the great advantages of Burberry\u2019s new facility being in the centre of Leeds is being so close to the new <abbr title=\"High Speed Two\">HS2<\/abbr> station.<\/p>\n<p class=\"last-child\">It will have a significant and positive impact on the way we operate as a business for many years to come.<\/p>\n<\/blockquote>\n<p>And HSBC cited <abbr title=\"High Speed Two\">HS2<\/abbr> as one of the reasons it\u2019s moving its retail headquarters from London to Birmingham, along with a thousand jobs.<\/p>\n<p>Just this Friday, the train company Alstom announced it will build a new factory and training centre in Cheshire, employing 600 people, from which it plans to bid for contracts on <abbr title=\"High Speed Two\">HS2<\/abbr>.<\/p>\n<p>Yet it\u2019s not just blue chip companies planning for the arrival of <abbr title=\"High Speed Two\">HS2<\/abbr>.<\/p>\n<p>The leader of Cheshire East Council, Councillor Rachel Bailey has said that:<\/p>\n<blockquote>\n<p class=\"last-child\">The difference <abbr title=\"High Speed Two\">HS2<\/abbr> is already making to Crewe is tangible. In schools it is helping to lift pupils\u2019 horizons, particularly on skills.<\/p>\n<\/blockquote>\n<p>So we\u2019re already marking out the career paths to help people who want to work on <abbr title=\"High Speed Two\">HS2<\/abbr>.<\/p>\n<p>Last week, I visited the construction site of our new <a href=\"https:\/\/www.gov.uk\/government\/news\/national-college-of-high-speed-rail-takes-major-step-towards-completion\">National College for High Speed Rail<\/a> in Birmingham.<\/p>\n<p>When the college opens next year, it\u2019ll start training some of the 25,000 people we\u2019ll need to build <abbr title=\"High Speed Two\">HS2<\/abbr>.<\/p>\n<p>And when <abbr title=\"High Speed Two\">HS2<\/abbr> is open, it will support a further 100,000 jobs in the wider economy, 70% of which will be outside London.<\/p>\n<h2 id=\"million-for-local-communities\">\u00a370 million for local communities<\/h2>\n<p>Of course, I understand that <abbr title=\"High Speed Two\">HS2<\/abbr> remains controversial.<\/p>\n<p>Often that\u2019s not necessarily because the underlying case for the project is perceived to be weak.<\/p>\n<p>But because people are concerned about the effect it will have on their homes and businesses, whether during construction or operation.<\/p>\n<p>Where compensation is due, it\u2019s right that we pay, and that we are generous.<\/p>\n<p>Yet I believe we can do more to spread the positive effects of the railway to people who live and work along the route.<\/p>\n<p>That is why we will be making a further \u00a340 million of funding available to support community and business projects that will enhance local life.<\/p>\n<p>We\u2019re not being prescriptive about what the money\u2019s for; local communities will know their priorities.<\/p>\n<p>They might choose to spend it on improved pedestrian or cycle routes, new sports facilities, landscape and nature conservation, or renovation of historic buildings \u2013 or things entirely different.<\/p>\n<p>A further \u00a330 million will be used to make a lasting improvement to road safety in places along the line of route \u2013 perhaps to support traffic calming, safer junctions, or better pedestrian crossings.<\/p>\n<p>We\u2019ll soon be announcing further details about this funding, including how it can be accessed.<\/p>\n<h2 id=\"conclusion\">Conclusion<\/h2>\n<p>But in conclusion.<\/p>\n<p>We\u2019re not backing away from <abbr title=\"High Speed Two\">HS2<\/abbr>.<\/p>\n<p>The case is as strong as ever.<\/p>\n<p>We need this railway.<\/p>\n<p>And if we\u2019re going to build it, let\u2019s make it state-of-the-art, fit for the decades of growth ahead.<\/p>\n<p>So that in 2033, we no longer have a rail network with a Victorian heart, but a network with an Elizabethan heart, able to deliver everything we expect of a 21st century transport system.<\/p>\n<p>In closing, I\u2019d like to say that it\u2019s a pleasure to speak alongside Simon Kirby today.<\/p>\n<p>During his time on the project, Simon has made <a href=\"https:\/\/www.gov.uk\/government\/organisations\/high-speed-two-limited\"><abbr title=\"High Speed Two\">HS2<\/abbr> Ltd<\/a> an organisation set to deliver.<\/p>\n<p>We\u2019re now on the cusp of announcing the route for <a href=\"https:\/\/www.gov.uk\/government\/collections\/hs2-phase-two-from-the-west-midlands-to-leeds-and-manchester\">Phase 2<\/a> and we\u2019re and ready to start building the project just next year.<\/p>\n<p>I\u2019d like to thank Simon for his contribution, and for helping us get this far.<\/p>\n<p>Thank you.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Transport Secretary Chris Grayling says the case for HS2 is strong.<\/p>\n","protected":false},"author":8,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[13],"tags":[],"_links":{"self":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts\/74943"}],"collection":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/users\/8"}],"replies":[{"embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fcomments&post=74943"}],"version-history":[{"count":0,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=\/wp\/v2\/posts\/74943\/revisions"}],"wp:attachment":[{"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fmedia&parent=74943"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Fcategories&post=74943"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/mostafa.openonline.co.uk\/index.php?rest_route=%2Fwp%2Fv2%2Ftags&post=74943"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
