{"id":75239,"date":"2016-10-21T09:41:14","date_gmt":"2016-10-21T09:41:14","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=88c559ad79a346f7ac04f5186f736941"},"modified":"2016-10-21T09:41:14","modified_gmt":"2016-10-21T09:41:14","slug":"speech-defence-secretarys-speech-at-the-second-rusi-cyber-symposium","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=75239","title":{"rendered":"Speech: Defence Secretary&#8217;s speech at the second RUSI Cyber Symposium"},"content":{"rendered":"<div class=\"govspeak\">\n<h2 id=\"introduction\">Introduction<\/h2>\n<p>I\u2019m delighted to see so many international guests here\u2026over 30 nations \u2026from every corner of the globe.<\/p>\n<p>I doubt\u2026 even 5 years ago\u2026 this type of event would have drawn such an impressive cast list.<\/p>\n<p>It reflects the growing importance of cyber to our world.<\/p>\n<h2 id=\"evolution-of-technology\">Evolution of technology<\/h2>\n<p>You can\u2019t come to <abbr title=\"Royal United Services Institute\">RUSI<\/abbr><\/p>\n<p>\u2026our oldest defence think tank<\/p>\n<p>\u2026without a nod to our history.<\/p>\n<p>100 years ago in the skies above the Somme<\/p>\n<p>\u2026the world witnessed the first major demonstration<\/p>\n<p>\u2026of the awesome power of the aeroplane<\/p>\n<p>\u2026new technologies<\/p>\n<p>\u2026offering combatants<\/p>\n<p>\u2026unparalleled reach<\/p>\n<p>\u2026unprecedented speed<\/p>\n<p>\u2026and destructive power unconstrained by borders or boundaries.<\/p>\n<p>Airpower was the transformative technology of the 20th century warfare.<\/p>\n<p>We\u2019re here today to discuss its 21st century successor.<\/p>\n<p>Cyber power.<\/p>\n<h2 id=\"cyber-power-benefits-and-dangers\">Cyber power: benefits and dangers<\/h2>\n<p>The information age has brought huge benefits<\/p>\n<p>\u2026it\u2019s opened up our world<\/p>\n<p>\u2026changing the way we bank<\/p>\n<p>\u2026book our holidays<\/p>\n<p>\u2026order our social life.<\/p>\n<p>But the more reliant we are on electronic networks<\/p>\n<p>\u2026the more vulnerable we are to cyber attack.<\/p>\n<p>Our cyber adversaries<\/p>\n<p>\u2026can target us anywhere on the planet<\/p>\n<p>\u2026not only stealing our information<\/p>\n<p>\u2026but exploiting, coercing or gaining psychological advantage over us<\/p>\n<p>\u2026but potentially dealing a sucker punch to our systems<\/p>\n<p>\u2026potentially disrupting our armaments or our energy supplies<\/p>\n<p>\u2026even our governmental systems<\/p>\n<p>What gives cyber its added potency, is its availability.<\/p>\n<p>Anyone with a laptop<\/p>\n<p>\u2026and a clever bit of open-source, encrypted software<\/p>\n<p>\u2026can now do us harm.<\/p>\n<p>And any threat we face<\/p>\n<p>\u2026state sponsored aggression<\/p>\n<p>\u2026global terror<\/p>\n<p>\u2026attacks on elections\u2026electoral machinery\u2026media\u2026 and other key features of democracy<\/p>\n<p>\u2026 lone wolf attacks<\/p>\n<p>\u2026any of these<\/p>\n<p>\u2026can have a cyber-dimension.<\/p>\n<p>What\u2019s more\u2026these threats are growing.<\/p>\n<p>Last year <abbr title=\"Government Communications Headquarters\">GCHQ<\/abbr> here detected twice as many national security level cyber incidents, 200 per month, as the year before.<\/p>\n<p>We know hostile actors are already developing and deploying advanced capabilities.<\/p>\n<p>We\u2019ve seen non-state actors like Daesh using social media to radicalise their followers.<\/p>\n<p>And we\u2019ve watched cyber criminals leaving a trail of destruction in their wake.<\/p>\n<p>It\u2019s not only the Yahoo hack\u2026where data was stolen from 500 million people<\/p>\n<p>\u2026in the biggest publicly disclosed cyber-breach in history.<\/p>\n<p>It\u2019s the fact that \u202690% of large organisations reported last year they had suffered some form of a security breach.<\/p>\n<p>The average cost of the most severe online security breaches for bigger companies starts at almost \u00a31.5 million<br \/>\n\u2026doubled in a year<\/p>\n<p>\u2026up \u00a3600,000 in 2014.<\/p>\n<p>Virtual threats have physical consequences.<\/p>\n<p>It\u2019s only a matter of time\u2026in our view\u2026 before we have to deal with a major attack on British interests.<br \/>\nThat\u2019s why, in last year\u2019s <abbr title=\"Strategic Defence and Security Review\">SDSR<\/abbr>, cyber was listed as a Tier One threat \u2026up there with terrorism or a major natural hazard.<\/p>\n<p>But you\u2019ve not been here for the  scare but to protect yourselves<\/p>\n<p>How?<\/p>\n<p>By learning 3 important lessons from the age of airpower.<\/p>\n<h2 id=\"innovation\">1. Innovation<\/h2>\n<p>First, we must innovate.<\/p>\n<p>100 years ago the first pilots on the Somme were flying wooden and canvass aircraft.<\/p>\n<p>Now we\u2019re building fifth generation lightning strike fighters.<\/p>\n<p>Britain is already a world leader in cyber security.<\/p>\n<p>But we can\u2019t afford any complacency.<\/p>\n<p>That\u2019s why <abbr title=\"Her Majesty's Government\">HMG<\/abbr> is investing some \u00a31.9 billion across government, almost doubling  investment, to protect the UK from attack, to keep ahead of the curve.<\/p>\n<p>We\u2019re already seeing that investment bearing fruit.<\/p>\n<p>Earlier this year, I announced the development of a new Cyber Security Operation Centre at the <abbr title=\"Ministry of Defence\">MOD<\/abbr>\u2026bringing together our defensive cyber activity to safeguard our military networks and systems against cyber threats.<\/p>\n<p>This month we launched the new National Cyber Security Centre in Victoria\u2026 whose headquarters will be a stone\u2019s throw from us here in Church House.<\/p>\n<p>That centre is uniting Britain\u2019s brightest brains from across Whitehall and across the private sector to defend Britain\u2019s cyber infrastructure.<\/p>\n<p>Today, I can announce we\u2019re investing a further \u00a3265 million funding in a pioneering approach to root out cyber vulnerabilities within our military platforms and wider cyber dependent systems.<\/p>\n<p>Funding that will help protect existing platforms and new platforms such as the new Queen Elizabeth Class.<\/p>\n<p>The UK is a world leader in cyber security, and we recognise that cyber risk is one of the greatest threats we face in the modern world.<\/p>\n<p>It is crucial that we innovate and stay ahead of this ever changing danger.<\/p>\n<p>By investing  in this programme we\u2019re helping ensure the UK is fully protected.<\/p>\n<p>But, this isn\u2019t just be about defence as, as our US colleagues would say.<\/p>\n<h3 id=\"offensive-cyber\">Offensive cyber<\/h3>\n<p>It must be about offense. It is important that our adversaries know there is a price to pay if they use cyber weapons against us, and that we have the capability to project power in cyberspace as in other domains.<\/p>\n<p>We must exploit the opportunities that cyber presents to deliver military effects. The government announced a year ago that we are developing capability through the National Offensive Cyber Programme, in which the <abbr title=\"Ministry of Defence\">MOD<\/abbr> and <abbr title=\"Government Communications Headquarters\">GCHQ<\/abbr> are close partners.<\/p>\n<p>We also said in the <abbr title=\"Strategic Defence and Security Review\">SDSR<\/abbr> that our commitment to invest 2% of <abbr title=\"gross domestic product\">GDP<\/abbr> in defence would help ensure that our armed forces will increasingly be able to operate as effectively in cyberspace as they do by land, sea or air.<\/p>\n<p>Since then, we have begun to integrate Offensive Cyber into our military planning alongside the full range of military effects.<\/p>\n<p>We will continue to develop and exploit cyber\u2019s potential to complement and enhance our conventional military capabilities and assets.<\/p>\n<h2 id=\"skills\">2. Skills<\/h2>\n<p>This brings me to my second point<\/p>\n<p>We can\u2019t operate or develop the right capabilities without the right skills.<\/p>\n<p>Over the past 100 years<\/p>\n<p>\u2026the UK has relied on brilliant aviation pioneers like Sir Thomas Sopwith, RJ Mitchell and Frank Whittle to reach for the skies.<\/p>\n<p>We want to match now that conveyor belt of talent in cyberspace.<\/p>\n<p>We\u2019re not just looking for people with <abbr title=\"information technology\">IT<\/abbr> expertise.<\/p>\n<p>From Vietnam through to Afghanistan and Iraq.<\/p>\n<p>\u2026we\u2019ve learnt perception is nine-tenths of the war.<\/p>\n<p>Today hostile actors and agents see cyber as a way of controlling the narrative.<\/p>\n<p>We need to work harder at combating  their lies with faster truth.<\/p>\n<p>That\u2019s why we\u2019ve set up 77 Brigade and 1st Reconnaissance Brigade.<\/p>\n<p>\u2026learning new ways to improve information flows<\/p>\n<p>\u2026influence capabilities<\/p>\n<p>\u2026counter hybrid warfare techniques<\/p>\n<p>\u2026and improve battlefield intelligence.<\/p>\n<p>The pioneering techniques of our cyber soldiers will influence our whole armed forces.<\/p>\n<p>We\u2019re also giving thought to the next generation of online warriors.<\/p>\n<p>To continue recruiting the best people, we\u2019ve created a bespoke test to identify military personnel with an aptitude for cyber work.<\/p>\n<p>The Defence Cyber Aptitude Test assesses an individual\u2019s cognitive abilities through a number of advanced challenges.<\/p>\n<p>We\u2019re currently rolling the test out now in our technical training programmes.<\/p>\n<p>In the meantime, we\u2019re making sure all our staff have a cyber schooling by establishing a new Defence Cyber School\u2026based at our Academy in Shrivenham.<\/p>\n<h2 id=\"partnerships\">3. Partnerships<\/h2>\n<p>My final point is this<\/p>\n<p>\u2026 just as <abbr title=\"North Atlantic Treaty Organization\">NATO<\/abbr> Allies work together to secure Europe\u2019s skies<\/p>\n<p>\u2026as the UK has policed the airspace of the Baltic region this year to counter Russian belligerence<\/p>\n<p>\u2026so we require similar global partnerships<\/p>\n<p>\u2026to address a cyber threat<\/p>\n<p>\u2026that knows no bounds.<\/p>\n<p>I\u2019m proud the UK already enjoys strong bi-lateral relationships in this area.<\/p>\n<p>With our French friends<\/p>\n<p>\u2026we\u2019re using our new Combined Joint Expeditionary Force<\/p>\n<p>\u2026to reinforce our <abbr title=\"in the \u2018star system\u2019 2* denotes the Director, Rear Admiral, Major General or Air Vice Marshal\">2*<\/abbr> Military Cyber Co-ordination Group<\/p>\n<p>\u2026.sharing best practice between Britain and France to improve the defence of our military <abbr title=\"information technology\">IT<\/abbr> networks.<\/p>\n<p>\u2026and train cyber specialists.<\/p>\n<p>We\u2019re also tightening our ties with our US partners.<\/p>\n<p>Last month when Secretary Carter visited London<\/p>\n<p>\u2026we signed a memorandum of understanding<\/p>\n<p>\u2026building on our existing partnership by<\/p>\n<p>\u2026enabling more collaborative research and development together<\/p>\n<p>\u2026and greater information sharing<\/p>\n<p>\u2026on both offensive and defensive cyber capabilities.<\/p>\n<p>And we work closely in this area<\/p>\n<p>\u2026with our other allies in the Five Eyes Intelligence network<\/p>\n<p>\u2026 Australia, Canada and New Zealand.<\/p>\n<p>But an effective response to the dangers of cyber requires all nations in <abbr title=\"North Atlantic Treaty Organization\">NATO<\/abbr> to step up.<\/p>\n<p>We can  only be as strong as our weakest link.<\/p>\n<p>And Britain is destined to do its bit.<\/p>\n<p>We are leaving the European Union<\/p>\n<p>\u2026but we\u2019re also stepping up our commitment to European and Alliance cyber security.<\/p>\n<p>That\u2019s why\u2026at the Warsaw Summit..we advocated all <abbr title=\"North Atlantic Treaty Organization\">NATO<\/abbr> nations should \u2026sign the Cyber Defence Pledge<br \/>\n\u2026should agree to strengthen our cyber defences<\/p>\n<p>\u2026should strengthen our national infrastructure and networks<\/p>\n<p>\u2026as a matter of priority<\/p>\n<p>\u2026to ensure that the Alliance is strong and resilience in the face of cyber threats.<\/p>\n<p>Britain\u2019s commitment to spending a minimum of 2% <abbr title=\"gross domestic product\">GDP<\/abbr> on defence means we can invest in a military that is cyber trained, cyber secure and cyber enabled\u2026with the ability to fight in every domain in any  future conflict.<br \/>\nAt Warsaw, we advocated <abbr title=\"North Atlantic Treaty Organization\">NATO<\/abbr> recognition of cyber as a domain of operations\u2026<\/p>\n<p>\u2026in which <abbr title=\"North Atlantic Treaty Organization\">NATO<\/abbr> must defend itself as effectively as it does in each of the other domains.<\/p>\n<p>Recognition that will bring<\/p>\n<p>\u2026more effective organisation of skills and resources<\/p>\n<p>\u2026will bring integration of cyber defence capabilities into operational planning<\/p>\n<p>And will better our protection of our deployed forces<\/p>\n<p>\u2026and will give us an improved <abbr title=\"North Atlantic Treaty Organization\">NATO<\/abbr> ability to maintain freedom of action across the global cyber commons.<\/p>\n<p>Yet perhaps the greatest contribution will be to enlarge our understanding of the terms of engagement.<\/p>\n<p>One of the most devastating effects of cyber weaponry<\/p>\n<p>\u2026is its capacity to deepen the fog of war<\/p>\n<p>\u2026to add additional layers of ambiguity to the actions of an aggressor.<\/p>\n<p>So, as <abbr title=\"North Atlantic Treaty Organization\">NATO<\/abbr> reaffirms the relevance of international law in cyber space<\/p>\n<p>\u2026we must be clear that cyber could constitute an armed attack<\/p>\n<p>\u2026while preparing our full spectrum response<\/p>\n<p>\u2026and considering what sort of political or public support will be required by such a response.<\/p>\n<p>And\u2026just as we must also think more closely about the impact cyber will have \u2026on the nature of our military operations and objectives\u2026on our tactics\u2026 and on our strategy in future.<\/p>\n<p>There are not easy answers.<\/p>\n<p>But by gathering the right network of people together\u2026through this conference\u2026I believe  we\u2019ve made a start.<br \/>\nAnd  we\u2019re already looking ahead to next year\u2019s conference in the Netherlands.<\/p>\n<h2 id=\"conclusion\">Conclusion<\/h2>\n<p>I began by mentioning the transformative power of airpower.<\/p>\n<p>In ending I\u2019d note that airpower didn\u2019t just transform 20th century warfare.<\/p>\n<p>It transformed society itself.<\/p>\n<p>The sky used to be a limit.<\/p>\n<p>It isn\u2019t now.<\/p>\n<p>Today we can get a flight to anywhere on the globe.<\/p>\n<p>Tomorrow we might be catching a flight into space.<\/p>\n<p>So my hope is that<\/p>\n<p>\u2026if we get cyber right\u2026<\/p>\n<p>\u2026we have the potential too<\/p>\n<p>\u2026not just to bolster our capability and improve our security<\/p>\n<p>\u2026but to bring in the jobs, the investment\u2026the talent to power our economies for decades to come.<\/p>\n<p>And if we do that job properly\u2026100 years from now\u2026our successors will look back on this moment\u2026the dawn of a new cyber age\u2026as the moment when a potentially
