{"id":75856,"date":"2016-11-08T13:15:39","date_gmt":"2016-11-08T13:15:39","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=2a993bd0496e2fcccf929599af34c9f2"},"modified":"2016-11-08T13:15:39","modified_gmt":"2016-11-08T13:15:39","slug":"speech-accountable-efficient-innovative-the-future-of-county-councils","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=75856","title":{"rendered":"Speech: Accountable, efficient, innovative: the future of county councils"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Good evening everyone, it\u2019s great to be here.<\/p>\n<p>And it\u2019s a pleasure to be speaking alongside some really great people.<\/p>\n<p>Unfortunately I won\u2019t be here to catch Ben Page\u2019s talk tomorrow.<\/p>\n<p>I know that in 2013 he did a presentation that featured, in huge bold text, the message \u201cERIC PICKLES WAS RIGHT\u201d.<\/p>\n<p>That\u2019s about the best endorsement any <abbr title=\"Department for Communities and Local Government\">DCLG<\/abbr> (Department for Communities and Local Government) Secretary of State has ever had!<\/p>\n<p>I\u2019m hoping tomorrow he\u2019ll have a slide that says \u201cSAJID\u2019S OK TOO\u201d\u2026<\/p>\n<p>Ben\u2019s team at Ipsos Mori have also found that local government is the most trusted part of government in England.<\/p>\n<p>That\u2019s certainly something you should be proud of.<\/p>\n<p>Although of course it\u2019s all relative.<\/p>\n<p>Saying you\u2019re the most popular kind of politician is a bit like saying you\u2019re the most pleasant form of root canal surgery!<\/p>\n<p>Given the choice, most people would rather not have any at all\u2026<\/p>\n<p>When I left the banking industry a few years ago I was the only new MP who came to politics from a less popular profession!<\/p>\n<p>When I\u2019m done with Westminster I might go for the hat-trick, become an estate agent.<\/p>\n<p>Joking aside, I fully understand why the public put more faith in their local representatives.<\/p>\n<p>It\u2019s precisely because you\u2019re local.<\/p>\n<p>You\u2019re right there.<\/p>\n<p>You deliver the day-to-day services we all rely on.<\/p>\n<p>And you tirelessly dedicate yourselves to the people you serve.<\/p>\n<p>County councils also have a special place in English hearts and history.<\/p>\n<p>Most of you, including our hosts here in Surrey, have been around since Victoria was on the throne.<\/p>\n<p>I\u2019m not talking about you, Dave!<\/p>\n<p>In many cases the areas you serve reflect boundaries that have been there for centuries more.<\/p>\n<p>And with that history comes a strong sense of local identity and pride.<\/p>\n<p>Passions can run high, as I found in my home town of Rochdale recently.<\/p>\n<p>I met a woman who said \u201cYou\u2019re in charge of local government? Well I\u2019m not happy about you making Rochdale part of Manchester!\u201d<\/p>\n<p>I assumed she was talking about the <a rel=\"external\" href=\"http:\/\/www.greatermanchester-ca.gov.uk\/site\/index.php\">new devolved administration<\/a> we\u2019re creating there, so I tried to reassure her.<\/p>\n<p>But no.<\/p>\n<p>She was still angry about 1974!<\/p>\n<p>I told her it really wasn\u2019t my fault, I was 5 years old then.<\/p>\n<p>Didn\u2019t help.<\/p>\n<p>\u201cTypical politician, always making excuses \u2026\u201d<\/p>\n<p>But for all that history, local government in England has always evolved to meet the needs of the day.<\/p>\n<p>And that\u2019s as true of the counties as it is of the cities.<\/p>\n<p>After all, I\u2019m not standing here tonight speaking at the Network of Wapentakes, Hundreds and Quarter Sessions!<\/p>\n<p>Although I do like a nice Wapentake!<\/p>\n<p>Times change, boundaries shift, responsibilities are taken on or given away.<\/p>\n<p>I don\u2019t believe in change for the sake of change.<\/p>\n<p>But I\u2019m sure you all agree that, where something can be done better, more effectively or more efficiently, you need a very good argument to stand in the way.<\/p>\n<p>When change comes, even if you\u2019re not entirely happy with it, the best course of action is to embrace it.<\/p>\n<p>To make the most of it.<\/p>\n<p>To make it work.<\/p>\n<p>That\u2019s what\u2019s happening on the national stage with the Brexit negotiations.<\/p>\n<p>MPs and ministers who voted remain are working to secure the best possible deal.<\/p>\n<p>And I\u2019m delighted to see so many examples of it at county council level too.<\/p>\n<p>Just look at funding.<\/p>\n<p>Over the past 6 years we in central government have asked a lot of you.<\/p>\n<p>And you have certainly delivered.<\/p>\n<p>The savings you have achieved have been nothing short of remarkable.<\/p>\n<p>I know it\u2019s not been easy.<\/p>\n<p>But you\u2019ve got on with it.<\/p>\n<p>You\u2019ve done the job we asked of you.<\/p>\n<p>We asked you to put forward efficiency plans and sign up for 4-year funding settlements.<\/p>\n<p>And nearly every council in England has done exactly that, including almost all of you here this evening.<\/p>\n<p>It\u2019s a great step forward that means more certainty for councils and better services for taxpayers.<\/p>\n<p>You\u2019ve also embraced change in the way you drive economic growth.<\/p>\n<p>We asked you to work with the Local Enterprise Partnerships (LEPs) and, again, you\u2019ve done exactly that.<\/p>\n<p>Time and again, when I speak to leading figures from LEPs, I hear praise for the proactive, can-do attitude of their local councils.<\/p>\n<p>Maybe some of you still long for the days of the Regional Development Agencies?<\/p>\n<p>I don\u2019t know.<\/p>\n<p>What matters is that you\u2019ve embraced the new way of doing things.<\/p>\n<p>You\u2019ve made it work for the people you serve.<\/p>\n<p>More investment, more jobs, more growth.<\/p>\n<p>I really couldn\u2019t have asked for anything more.<\/p>\n<p>With funding and with efficiency plans and with local growth councils have done so well because they\u2019ve thought for themselves.<\/p>\n<p>We in central government have set out a destination \u2013 better value for money, business-led development \u2013 and you have worked out your own way of getting there.<\/p>\n<p>That for me is what localism is all about.<\/p>\n<p>Local ideas.<\/p>\n<p>Local implementation.<\/p>\n<p>Delivering for local people.<\/p>\n<p>Councils figuring out what\u2019s right for their areas and getting on with it.<\/p>\n<p>Not sitting around waiting to be told what to do by <abbr title=\"Department for Communities and Local Government\">DCLG<\/abbr>.<\/p>\n<p>That\u2019s why my door will always be open to councils with interesting, locally driven solutions to the challenges we face.<\/p>\n<p>I\u2019ve seen councils sharing services, pooling back-offices, rationalising their physical footprints.<\/p>\n<p>Meanwhile, some councils are even prepared to think about changing the very structure of local government itself.<\/p>\n<p>For example, Buckinghamshire has just delivered a detailed, innovative and original proposal to transform the county into a single unitary authority.<\/p>\n<p>Obviously there\u2019s a long way to go yet.<\/p>\n<p>A lot of conversations to be had.<\/p>\n<p>A lot of decisions to be made.<\/p>\n<p>And I certainly don\u2019t want to say anything today that could prejudice any of that.<\/p>\n<p>But the plans put forward by Martin Tett and his team in Aylesbury are exactly the kind of proactive, locally driven thinking I want to see.<\/p>\n<p>They were conceived locally.<\/p>\n<p>They were developed locally.<\/p>\n<p>And they have a firm focus on what\u2019s best for local people.<\/p>\n<p>Now, let me be absolutely, 100% clear.<\/p>\n<p>I think unitary status can be a great model.<\/p>\n<p>It certainly seems to be working well in Durham and Wiltshire.<\/p>\n<p>And, as we\u2019ve seen from the <abbr title=\"County Councils Network\">CCN<\/abbr> reports being published last week, it has the potential to save a lot of money.<\/p>\n<p>But I\u2019m not for one moment saying it\u2019s for everyone.<\/p>\n<p>I\u2019m not even saying it\u2019s definitely right for Bucks.<\/p>\n<p>And \u2013 don\u2019t worry Gary Porter! \u2013 I\u2019m certainly not saying that I want to make every council go unitary.<\/p>\n<p>This is not compulsory.<\/p>\n<p>It\u2019s not going to be imposed.<\/p>\n<p>If you choose to stick with a 2-tier model I\u2019m not going send Lord Heseltine round to play with your kids\u2019 pet dog!<\/p>\n<p>However, if the people of your county want it, and if it\u2019s going to make their services and their lives better, I\u2019ll do my best to help you make it happen.<\/p>\n<p>The same goes for any reform that can offer better local services, greater value for money and stronger local leadership.<\/p>\n<p>And that final point, stronger local leadership, is particularly important.<\/p>\n<p>Because the main lesson from the result of the EU referendum was that the people of Britain want to take back control.<\/p>\n<p>We don\u2019t want our country to be run by a remote, anonymous elite.<\/p>\n<p>We don\u2019t want our taxes to be spent by a faceless bureaucracy.<\/p>\n<p>The opposite is true.<\/p>\n<p>We want to know who\u2019s in charge.<\/p>\n<p>Who holds the purse strings.<\/p>\n<p>Who\u2019s making the decisions.<\/p>\n<p>And we want to be able to chuck them out if they\u2019re not doing a good job!<\/p>\n<p>That\u2019s why increasing accountability is at the heart of the devolution deals I\u2019ve been working on.<\/p>\n<p>Now, I get that directly elected mayors aren\u2019t universally popular within local government.<\/p>\n<p>And I know that\u2019s especially true of the counties.<\/p>\n<p>Even up here I can see the eyes starting to roll!<\/p>\n<p>I\u2019ve heard all the arguments.<\/p>\n<p>Mayors are something that cities have.<\/p>\n<p>The counties are too big, too rural, for one person to control.<\/p>\n<p>Everything\u2019s fine as it is, we don\u2019t need change.<\/p>\n<p>And, again, if you don\u2019t want a directly elected leader, that\u2019s fine.<\/p>\n<p>I\u2019m not going to demand that you have one.<\/p>\n<p>But I\u2019m not going to devolve significant new powers and more taxpayers\u2019 money without a corresponding increase in local accountability.<\/p>\n<p>It\u2019s a real red line for me when it comes to negotiating devolution deals.<\/p>\n<p>So a directly elected leader can get you the full Monty.<\/p>\n<p>Everything I can offer under the terms of the <a rel=\"external\" href=\"http:\/\/www.legislation.gov.uk\/ukpga\/2016\/1\/enacted\">2016 Act<\/a>.<\/p>\n<p>Powers we\u2019ve handed out so far include additional investment of tens of million of pounds for the next 30 years.<\/p>\n<p>Multi-year transport budgets.<\/p>\n<p>Strategic planning powers.<\/p>\n<p>Adult education budget funding.<\/p>\n<p>And greater local influence on employment support.<\/p>\n<p>But people want to know who is in charge of spending that money.<\/p>\n<p>Who is in charge of delivering those services.<\/p>\n<p>So I\u2019m not going to devolve power without clearer responsibility.<\/p>\n<p>I often get told that directly elected leaders are only suitable for huge urban centres.<\/p>\n<p>And yes, the office of mayor has transformed how London works.<\/p>\n<p>Yes, next year will see mayoral elections in the urban areas centred on Liverpool, Manchester, and Birmingham.<\/p>\n<p>But elected leaders are also being rolled out in places like Cambridgeshire and Peterborough, and the <a href=\"http:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/508112\/160315_West_of_England_Devolution_Agreement_Draft_-_FINAL.pdf\">West of England<\/a>.<\/p>\n<p>In both cases, local leaders have stepped up to the mark and negotiated agreements that work for their communities.<\/p>\n<p>And, in return, they\u2019re being given a much greater level of control over their affairs.<\/p>\n<p>Once again, it\u2019s about councils putting themselves at the heart of change.<\/p>\n<p>About actively seeking new opportunities.<\/p>\n<p>About shaping your own destiny in a changing world instead of just hoping things will go back the way they were.<\/p>\n<p>This kind of thinking is especially relevant around education.<\/p>\n<p>For decades, it\u2019s something local authorities had a monopoly on.<\/p>\n<p>Today that\u2019s all changed.<\/p>\n<p>Academies and free schools are here to stay.<\/p>\n<p>And councils need to think about the role they want to play now that education is no longer their sole dominion.<\/p>\n<p>Again, my door is open to ideas.<\/p>\n<p>Rather than complaining about extremely popular policies, tell me how you can work with them.<\/p>\n<p>Pining for the past will not serve our children well.<\/p>\n<p>The innovations of a forward-thinking council will.<\/p>\n<p>Seize the opportunity.<\/p>\n<p>Shape your own future.<\/p>\n<p>None of this means you\u2019re on your own.<\/p>\n<p>Central government is not leaving you to sink or swim.<\/p>\n<p>For example, something that always keeps my inbox full is adult social care.<\/p>\n<p>While I was Business Secretary I was very proud to create the <a rel=\"external\" href=\"http:\/\/www.livingwage.gov.uk\/\">National Living Wage<\/a>.<\/p>\n<p>It\u2019s a much-needed and well-earned pay rise for millions of hardworking people, and one that will help grow the economy too.<\/p>\n<p>But I know it\u2019s causing some concern for councils, especially around the impact on provision of adult social care.<\/p>\n<p>So let me reassure you.<\/p>\n<p>This government has provided and will continue to provide support to local authorities to manage this important change.<\/p>\n<p>And I know demand pressures keep many of you awake at night.<\/p>\n<p>I understand this.<\/p>\n<p>That\u2019s why we\u2019re giving councils access to \u00a33.5 billion of new support for social care by the end of this Parliament.<\/p>\n<p>As part of this, the social care precept will give you the flexibility to raise taxes if you need to, potentially bringing in \u00a32 billion to help some of your most vulnerable people.<\/p>\n<p>I know that some councils can\u2019t raise as much as others this way.<\/p>\n<p>That\u2019s why we\u2019re providing additional funding for the <a href=\"http:\/\/www.gov.uk\/government\/publications\/better-care-fund-how-it-will-work-in-2016-to-2017\">Better Care Fund<\/a> through a separate grant to local government.<\/p>\n<p>One that targets support where it\u2019s needed most.<\/p>\n<p>And that\u2019s why, together, we are undertaking the Fair Funding Review.<\/p>\n<p>I know many of you work hard to join up with the NHS and give local people a seamless service.<\/p>\n<p>And I know that\u2019s not always easy.<\/p>\n<p>So we\u2019re continuing to work with you and with the NHS to make health and social care integration a success.<\/p>\n<p>Health is not just hospitals and the NHS.<\/p>\n<p>We need a place-based approach, with strong local leaders working to shape provision around the needs of their communities.<\/p>\n<p>And we need them to push forward the integration of health and social care.<\/p>\n<p>The people of England voted for it in 2015, and by 2020  it\u2019s exactly what they\u2019ll get.<\/p>\n<p>But it will only be a real success if it is locally led.<\/p>\n<p>Through all this change, all this turbulence, I want you to remember one thing.<\/p>\n<p>I\u2019m on your side.<\/p>\n<p>We might not always see eye-to-eye.<\/p>\n<p>We might not agree on the best way forward.<\/p>\n<p>We might not find much common ground.<\/p>\n<p>But I am the Secretary of State for Local Government.<\/p>\n<p>And that means I am your secretary of state.<\/p>\n<p>Your voice in Cabinet.<\/p>\n<p>Other ministers may occasionally drift into your orbit.<\/p>\n<p>You\u2019ve already heard from Chris Grayling on transport today.<\/p>\n<p>Jeremy Hunt is in charge of health.<\/p>\n<p>Justine Greening runs education.<\/p>\n<p>They all have some interest in different areas of local government.<\/p>\n<p>But I\u2019m there for you and you alone.<\/p>\n<p>That\u2019s my job.<\/p>\n<p>I know we\u2019ve asked a lot of you over the past few years.<\/p>\n<p>I wish I could say the tough times are behind us.<\/p>\n<p>But unfortunately there are plenty of difficult decisions that still need to be made.<\/p>\n<p>We need to decide where and how to build the hundreds of thousands of homes this country needs, and you have a vital role in that.<\/p>\n<p>We need to decide how to make local government more effective, more efficient and more accountable.<\/p>\n<p>We need to deliver the training that young people and adults need.<\/p>\n<p>We need to make choices about infrastructure and economic development.<\/p>\n<p>We need to meet the ever-changing needs of an ever-growing population in an ever-changing world.<br \/>\nThat\u2019s a quite intimidating to-do list!<\/p>\n<p>But this is also a hugely exciting time for local government.<\/p>\n<p>Devolution deals are re-energising and re-shaping local democracy.<\/p>\n<p><a href=\"http:\/\/www.gov.uk\/government\/publications\/2010-to-2015-government-policy-local-enterprise-partnerships-leps-and-enterprise-zones\/2010-to-2015-government-policy-local-enterprise-partnerships-leps-and-enterprise-zones\">Local Enterprise Partnerships<\/a> are breaking down old barriers and bringing communities together to create jobs.<\/p>\n<p>Initiatives like the <a href=\"http:\/\/www.gov.uk\/government\/news\/midlands-engine-fired-up-to-drive-34-billion-worth-of-productivity-and-growth\">Midlands Engine<\/a> and <a href=\"http:\/\/www.gov.uk\/government\/news\/northern-powerhouse-minister-begins-first-tour-since-appointment\">Northern Powerhouse<\/a> are putting England\u2019s regions on the world stage.<\/p>\n<p>And you\u2019re about to take control of <a href=\"http:\/\/www.gov.uk\/government\/consultations\/self-sufficient-local-government-100-business-rates-retention\">\u00a326 billion of business rates<\/a>.<\/p>\n<p>By 2020, every council represented in this room is going to be self-financing.<\/p>\n<p>Your taxpayers\u2019 money being spent in your areas.<\/p>\n<p>It\u2019s something you\u2019ve been calling for for decades and I\u2019m hugely proud that it will be delivered on my watch.<\/p>\n<p>You really deserve nothing less.<\/p>\n<p>Our local councils are the bedrock of our democracy, our local councillors are its foot soldiers.<\/p>\n<p>You do so much for so many, and yet you seldom get the credit you deserve.<\/p>\n<p>And that\u2019s particularly true of the counties.<\/p>\n<p>You quietly get on with delivering word-class services to millions of hardworking people \u2013 just as you have done since the 19th century.<\/p>\n<p>That\u2019s why people trust you.<\/p>\n<p>That\u2019s why I trust you.<\/p>\n<p>And that\u2019s why we\u2019re devolving so much.<\/p>\n<p>The changes we\u2019re introducing give unprecedented independence and control to county councils.<\/p>\n<p>I know that change can sometimes be difficult.<\/p>\n<p>But if you put yourself at the heart of it\u2026<\/p>\n<p>If you embrace change and strive to succeed\u2026<\/p>\n<p>Well, the opportunities for county councils are almost limitless.<\/p>\n<p>And I will be working every day to help you make the most of them.<\/p>\n<p>Thank
