They account for around 1% of traffic on Great Britain\u2019s roads, but 21% of deaths or serious injuries.<\/p>\n<p>The proposed changes aim to reduce the number of people killed or seriously injured by making sure new riders are better prepared for the realities of riding on modern roads.<\/p>\n<h2 id=\"improving-training-to-help-you-through-a-lifetime-of-safe-riding\">Improving training to help you through a lifetime of safe riding<\/h2>\n<p><a href=\"https:\/\/www.gov.uk\/motorcycle-cbt\">Compulsory basic training<\/a> (<abbr title=\"compulsory basic training\">CBT<\/abbr>) is a course you usually have to take before you ride a moped or motorcycle on the road. It makes sure you can ride safely on your own while you practise for your full moped or motorcycle test.<\/p>\n<p>The course is provided by instructors who have either been assessed by <abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr>, or have been trained directly by another <abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr>-assessed instructor.<\/p>\n<figure class=\"image embedded\">\n<div class=\"img\"><img decoding=\"async\" alt=\"9 proposals on improving motorcycle training\" src=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/image_data\/file\/59307\/improving-motorcycle-training-govuk.jpg\"><\/div>\n<\/figure>\n<h2 id=\"improving-how-the-system-works-for-riders\">Improving how the system works for riders<\/h2>\n<p>Some of the proposed changes include:<\/p>\n<ul>\n<li>taking away (revoking) <abbr title=\"compulsory basic training\">CBT<\/abbr> certificates from riders who get 6 <a href=\"https:\/\/www.gov.uk\/penalty-points-endorsements\">penalty points<\/a> &#8211; it would stop them from riding with L plates after getting points for offences including careless or dangerous riding<\/li>\n<li>considering whether learner riders should need to either pass a <a href=\"https:\/\/www.gov.uk\/motorcycle-theory-test\">theory test<\/a> before they take a <abbr title=\"compulsory basic training\">CBT<\/abbr> course, or as part of their course<\/li>\n<li>restricting riders who take their <abbr title=\"compulsory basic training\">CBT<\/abbr> course on an automatic motorcycle to only riding automatics<\/li>\n<\/ul>\n<p>It\u2019s also proposed that the <a href=\"https:\/\/www.gov.uk\/guidance\/compulsory-basic-training-cbt-syllabus-and-guidance-notes\"><abbr title=\"compulsory basic training\">CBT<\/abbr> course syllabus<\/a> is changed from 5 parts to 4, focussing on:<\/p>\n<ul>\n<li>aims of <abbr title=\"compulsory basic training\">CBT<\/abbr> and the importance of equipment<\/li>\n<li>on-site training<\/li>\n<li>motorcycling theory<\/li>\n<li>on-road practical riding<\/li>\n<\/ul>\n<h3 id=\"training-courses-to-upgrade-motorcycle-licences\">Training courses to upgrade motorcycle licences<\/h3>\n<p><abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr> also wants your views on a proposal to introduce a training course that existing riders can take to upgrade their motorcycle licence, rather than having to take extra tests.<\/p>\n<h2 id=\"improved-instructors-and-training-schools\">Improved instructors and training schools<\/h2>\n<p><abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr> is considering making changes to:<\/p>\n<ul>\n<li>improve the way that instructors qualify to provide motorcycle training<\/li>\n<li>increase the range of checks that <abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr> carries out on motorcycle training schools<\/li>\n<li>introduce a system for motorcycle training schools to be given recognition for consistently high standards<\/li>\n<\/ul>\n<p>Another proposal looks at options for replacing the existing paper-based training system with a digital service. This will improve the quality of records of those who have taken <abbr title=\"compulsory basic training\">CBT<\/abbr>, and make the system more efficient.<\/p>\n<div class=\"call-to-action\">\n<p><a href=\"https:\/\/www.gov.uk\/government\/consultations\/improving-moped-and-motorcycle-training\">Have your say on the proposals<\/a> by 17 February 2017.<\/p>\n<\/div>\n<h2 id=\"skills-and-knowledge-to-ride-safely\">Skills and knowledge to ride safely<\/h2>\n<p><abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr> Chief Executive, Gareth Llewellyn, said:<\/p>\n<blockquote>\n<p><abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr>\u2019s first priority is helping everyone stay safe on Great Britain\u2019s roads.<\/p>\n<p>Our roads are among the safest in the world, but we\u2019re determined to do more to improve safety for all road users, including newly-qualified motorcyclists.<\/p>\n<p class=\"last-child\">We want to modernise motorcycle training so that novice riders gain the skills and experience they need to help them and everyone else to stay safe on our roads.<\/p>\n<\/blockquote>\n<p>Karen Cole, Director of Safety and Training for the Motorcycle Industry Association, said:<\/p>\n<blockquote>\n<p>We\u2019re delighted to see <abbr title=\"Driver and Vehicle Standards Agency\">DVSA<\/abbr> has launched this consultation.<\/p>\n<p>We believe that the introduction of a new training course is positive and will encourage more riders to use the progressive licence route.
