{"id":79513,"date":"2017-03-07T15:45:00","date_gmt":"2017-03-07T15:45:00","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=978ac69c2a31dda5e528bb6aaf1a8977"},"modified":"2017-03-07T15:45:00","modified_gmt":"2017-03-07T15:45:00","slug":"speech-promoting-our-prosperity","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=79513","title":{"rendered":"Speech: Promoting Our Prosperity"},"content":{"rendered":"<div class=\"govspeak\">\n<p>I\u2019m delighted to join you for the final session of this conference.<\/p>\n<p>Over the last two days you\u2019ve been discussing a security landscape that is becoming increasingly unpredictable and uncertain.<\/p>\n<p>Recent and future elections will lead to change at the political level, while the nature and scale of the threats addressed by those of us working in security policy demands constant flexibility\u2026 commercially and militarily.<\/p>\n<p>Recently\u00a0the independent reviewer of terrorism law in the UK (Max Hill QC) said, that, in this country, the danger of attack is as great as at any time since the 1970s.<\/p>\n<p>Yet we don\u2019t just face threats from non-state actors, terrorists and Islamic extremists. We are also standing up to Russian aggression and cyber warfare  &#8211;  the activities of state actors.<\/p>\n<p>At the same time, we\u2019re preparing to implement the decision of the British people to leave the European Union\u2026<\/p>\n<p>But while we are leaving the EU, we are emphatically not leaving Europe. As a country we are stepping out more into the world, stepping up our global role and our commitment to European and international security.<\/p>\n<p>How is the UK Ministry of Defence prioritising and responding to the challenges and opportunities before us?<\/p>\n<h3 id=\"implications-for-uk-defence\">IMPLICATIONS FOR UK DEFENCE<\/h3>\n<p>The short answer is that, despite big changes, our priorities are staying the same.<\/p>\n<p>Our three National security objectives were set out in 2015\u2019s Strategic Defence and Security Review to protect our people, project our influence, and promote our prosperity.<\/p>\n<p>These objectives remain right for today \u2013 and we are backing then with growing resources.<\/p>\n<p>We\u2019re one of only five NATO nations meeting the 2 per cent target, and we\u2019ll continue investing in defence equipment, using our growing budget, and \u00a3178bn ten-year equipment plan to spend on world-beating capability such as Dreadnought submarines, two new aircraft carriers, frigates and new aircraft including F35s and the P8.<\/p>\n<p>Above all, we\u2019re determined to be what our Prime Minister calls, a \u201cglobal Britain\u201d<\/p>\n<p>working with our NATO and other allies to front up to aggression from a position of strength, while joining forces with our bi-lateral friends bringing the full range of our capabilities to bear on international problems.<br \/>\n\u00a0<br \/>\n###RELEVANCE FOR DEFENCE INDUSTRY<\/p>\n<p>And what of the Defence industry?<\/p>\n<p>Rest assured, we\u2019re more aware of its value than ever, and the contribution that we need and expect from industrial partners.<\/p>\n<p>And nowadays we\u2019re not just looking for industry to devise new game changing technologies\u2026making the most of autonomy, cyber and big data\u2026to keep one step ahead of our competitors.<\/p>\n<p>Nor are we simply expecting a focus on value for money\u2026as the demands on our budget rise.<\/p>\n<p>We\u2019re also turning to industry to enhance the UK\u2019s prosperity.<\/p>\n<p>The 2015 Strategic Defence and Security Review was the first time we officially recognised promoting prosperity as a national security task.<\/p>\n<p>Strategic exports are now a core activity for the Ministry of Defence so we are calling on companies to play their part in increasing defence export sales and attracting inward investment into the UK.<\/p>\n<p>It\u2019s a lot to expect but the good news is we\u2019re here to help.<\/p>\n<p>We are not going to retreat into a protectionist shell.<\/p>\n<p>We don\u2019t believe in propping up inefficient industries<\/p>\n<p>As a trading nation, we believe in the power of free trade to push our companies to export further.<\/p>\n<p>So we\u2019re going out of our way to create a can-do, outward looking, pro-growth culture.<\/p>\n<p>In three ways:<\/p>\n<h3 id=\"innovation-\">1. INNOVATION \u00a0<\/h3>\n<p>First, we\u2019re investing in innovation.<br \/>\nThis is an area where Britain traditionally has had strength in depth.<\/p>\n<p>We gave the world radar, the jump jet and the world wide web.<\/p>\n<p>Today we\u2019re leading the way in wing design and intelligent systems.<br \/>\nTomorrow\u00a0we will have produced dragonfly drones and sub-orbital engines.<\/p>\n<p>But we can\u2019t rely on natural talent and serendipity to see us though.<\/p>\n<p>So six months ago, we launched our innovation initiative.<\/p>\n<p>It\u2019s all about pushing the boundaries, making defence more open to risk and new ideas.<\/p>\n<p>We\u2019re speeding up the time it takes for suppliers to turn concepts into capabilities.<\/p>\n<p>We\u2019ve set up an Innovation Fund\u2026worth around \u00a3800m over ten years<br \/>\n\u2026to pump prime\u00a0investment into advanced new solutions<br \/>\n\u2026such as laser directed energy weapons and unmanned rotary wing technologies.<\/p>\n<p>And we\u2019re running a set of competitions to develop leading edge capabilities in everything from rapid and automated integration of new sensors to machine learning algorithms.<\/p>\n<p>Last week we unveiled the next stage in our plan.<\/p>\n<p>Professor Hugh Durrant-Whyte\u2026has become our new Chief Scientific Adviser with direct accountability for the defence research programme\u2026which is 1.2% of Defence\u2019s annual budget.<\/p>\n<p>He\u2019ll be working across defence and internationally\u00a0\u2026to stimulate defence innovation, commission research, and use technology to keep our people safe.<\/p>\n<p>At the same time, we\u2019ve been gearing up our new Defence Innovation Advisory Panel\u2026\u00a0with high-profile appointees including astronaut Major Tim Peake\u2026outgoing director of GCHQ, Robert Hannigan and the founder and chairman of McLaren, Ron Dennis.<\/p>\n<p>These inspiring individuals will challenge the Defence\u00a0status quo\u2026ensuring we become innovative by instinct.<\/p>\n<h3 id=\"industrial-strategy\">2. INDUSTRIAL STRATEGY<\/h3>\n<p>There\u2019s a second way in which we\u2019re creating a pro-growth culture.<\/p>\n<p>We\u2019re tapping into the broader currents of Whitehall\u2019s industrial strategy by strengthening clusters of defence capability around the country whether in Scotland, the South West, the North West and North Wales.<\/p>\n<p>We\u2019re determined to reinforce the way in which the Defence industrial base helps to make this a country that works for everyone.<\/p>\n<p>Sir John Parker\u2019s recent report suggested how we could use regional centres of expertise to improve our shipbuilding capability, embracing digital engineering and proposing the creation of a Virtual Shipbuilding industry model.<\/p>\n<p>In other words, rather than a single shipyard building a ship from scratch, a vessel would be built in blocks by different sites across the UK \u2013 from the South West to Birkenhead to Tyneside. As we\u2019ve done with our aircraft carriers ensuring high productivity, competitive cost and a dramatic reduction in build time.<\/p>\n<p>Sir John\u2019s report will inform our shipbuilding strategy due out in the Spring.<\/p>\n<p>Meanwhile, Scottish shipyards have two decades of future work.<\/p>\n<p>But switch domains\u2026from sea to air\u2026and you can already see what stronger clusters will mean for the UK.<\/p>\n<p>Over in North Wales, Government and business joined forces and last year won the F-35 avionics Maintenance, Repair and Overhaul contract award.<\/p>\n<p>Their bid was so compelling it established Britain as a hub for all European F-35s sustaining, in turn, potentially thousands more high value jobs across the supply chain generating hundreds of millions\u2026and potentially several billions of pounds of revenue supporting hundreds of\u00a0jobs in Wales and extending\u00a0Britain\u2019s reputation for excellence worldwide.<\/p>\n<p>I\u2019d like to thank all those who helped make it possible.<\/p>\n<p>It was a truly team UK effort.<\/p>\n<p>And 15% of the global programme of c.3,000 F35s are being built in the North West.<\/p>\n<h3 id=\"partnerships\">3. PARTNERSHIPS<\/h3>\n<p>But this brings me to my final point.<\/p>\n<p>Creating a pro-growth culture, means strengthening partnerships between Government and industry.<\/p>\n<p>So we\u2019ll be looking to you to collaborate more \u2013 sharing the risk and reward of research and development.<\/p>\n<p>We want you to build exportability in as standard from the outset\u2026 placing even greater emphasis on the\u00a0use of modularity and open systems.<\/p>\n<p>And we\u2019ll be looking for you to increase bid opportunities for UK suppliers \u2013 large and small.<\/p>\n<p>You help UK defence and prosperity and we\u2019ll help you.<\/p>\n<p>That\u2019s why we\u2019re making sure our refreshed industrial strategy will continue supporting the growth and competitiveness of UK companies and UK skills.<\/p>\n<p>It\u2019s why we\u2019re reaching out to imaginative industries outside defence\u2026to import new ideas and ways of working.
