The review, legislated for in the Welfare Reform and Work Bill in 2012, is part of the government\u2019s commitment to ensure the benefit is working as intended, providing support to those with the highest additional costs associated with their disability.<\/p>\n

The review builds on recommendations from the first review and looks at how effectively further evidence is being used to assist the correct claim decision and the speed and effectiveness of information-gathering.<\/p>\n

Paul Gray, who led the independent review, said:<\/p>\n

In conducting the second independent review of PIP<\/abbr>, I have considered the progress made now that the full rollout of PIP<\/abbr> is underway. PIP<\/abbr> is an important benefit, at the heart of meeting the needs of many of the most vulnerable in our society.<\/p>\n

Continuing the direction of travel proposed in the first review, it is clear that meeting these needs requires a further range of actions to improve the use of evidence; to strengthen transparency; to evidence and deliver consistent outcomes; and to adopt an assisted digital capability where appropriate.<\/p>\n<\/blockquote>\n

Minister of State for Disabled People, Health and Work, Penny Mordaunt, said:<\/p>\n

We introduced Personal Independence Payment to replace the outdated Disability Living Allowance system \u2013 to help disabled people with the extra costs of living they face. Personal Independence Payment takes a much wider look at the way a disability or health condition affects people and 27% of claimants are now receiving the highest rate of support, compared to 15% under the old system.<\/p>\n

I\u2019m grateful to Paul Gray for undertaking his second review of Personal Independence Payment. His independent work is an important part of making sure our processes are working in the best way possible and we will respond to the recommendations in due course.<\/p>\n<\/blockquote>\n
