{"id":82278,"date":"2017-07-06T08:30:16","date_gmt":"2017-07-06T08:30:16","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=223dff7d712f656e2d062e4f33d33f82"},"modified":"2017-07-06T08:30:16","modified_gmt":"2017-07-06T08:30:16","slug":"news-story-public-consultation-to-begin-on-lifting-of-planning-curbs-around-london-to-kent-high-speed-rail-link","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=82278","title":{"rendered":"News story: Public consultation to begin on lifting of planning curbs around London to Kent high speed rail link"},"content":{"rendered":"<div class=\"govspeak\">\n<p>A public consultation opens on Monday 10 July 2017 on proposals to reduce planning restrictions along the high speed rail route, known as <abbr title=\"High Speed One\">HS1<\/abbr>, between London St Pancras and the Channel Tunnel.<\/p>\n<p>As a long-term infrastructure project, <abbr title=\"High Speed One\">HS1<\/abbr> is protected under planning regulations which restrict development alongside or close to it. Known as \u2018safeguarding\u2019, the regulations do not prevent development taking place near large-scale schemes like <abbr title=\"High Speed One\">HS1<\/abbr>, but do ensure that they allow access to, and protection of, the infrastructure itself.<\/p>\n<p>During construction and early operation of <abbr title=\"High Speed One\">HS1<\/abbr>, it was essential to safeguard large parts of the network to ensure that the rail line could be completed and run successfully.<\/p>\n<p>But since the route opened in 2007, the need to maintain all the original planning controls close to it has gradually reduced.<\/p>\n<p>The public consultation will last for 4 weeks until 13 August 2017. Among the proposals under consultation are:<\/p>\n<ul>\n<li>reducing the safeguarding boundary next to the route from 60 metres to 30 metres<\/li>\n<li>removing 53% of the existing land (equivalent to 14 square <abbr title=\"kilometre\">km<\/abbr>) next to <abbr title=\"High Speed One\">HS1<\/abbr> from safeguarding restrictions<\/li>\n<li>retaining safeguarding restrictions for all tunnels along the route<\/li>\n<\/ul>\n<p>Rail Minister Paul Maynard said:<\/p>\n<blockquote>\n<p class=\"last-child\"><abbr title=\"High Speed One\">HS1<\/abbr> has been a success story for 10 years now, providing a high speed link between London and stations in continental Europe. These proposed changes will have no effect on the high speed service for passengers.
