{"id":82724,"date":"2017-07-19T13:46:57","date_gmt":"2017-07-19T13:46:57","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=044a1785c143ea6c792722c316baefdc"},"modified":"2017-07-19T13:46:57","modified_gmt":"2017-07-19T13:46:57","slug":"statement-to-parliament-conflict-stability-and-security-fund-2016-to-2017-and-settlement-for-2017-to-2018-written-ministerial-statement","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=82724","title":{"rendered":"Statement to Parliament: Conflict, Stability and Security Fund 2016 to 2017 and settlement for 2017 to 2018: written ministerial statement"},"content":{"rendered":"<div class=\"govspeak\">\n<p>I wish to update the House on how the Government has been supporting our national security interests through conflict prevention, peace building, stabilisation, peacekeeping and conflict resolution using the Conflict, Stability and Security Fund (<abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr>).<\/p>\n<p>Details of the programmes funded by the <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> and its impact so far are in the first <a href=\"https:\/\/www.gov.uk\/government\/publications\/conflict-stability-and-security-fund-annual-report-2016-to-2017\">Annual Report<\/a>, a copy of which has been placed in the library of the House. The publication of this first report reflects the Government\u2019s commitment to transparency in the delivery of Official Development Assistance. We will be updating GOV.UK pages with more information on the <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> and individual programmes.<\/p>\n<p>The <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> replaced the Conflict Pool in April 2015, as part of a new, more strategic approach to enhancing the delivery of our national security interests directed by the National Security Council (<abbr title=\"National Security Council\">NSC<\/abbr>).<\/p>\n<p>As announced in the <a href=\"https:\/\/www.gov.uk\/government\/publications\/national-security-strategy-and-strategic-defence-and-security-review-2015\">2015 Strategic Defence and Security Review (<abbr title=\"Strategic Defence and Security Review\">SDSR<\/abbr>)<\/a>, <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> funding has continued to increase and will be \u00a31.162 billion in 2017 to 2018. The <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> is now one of the world\u2019s largest mechanisms for addressing conflict and instability. Its programmes deliver against more than 40 cross government strategies set by the National Security Council (<abbr title=\"National Security Council\">NSC<\/abbr>). These help to secure the UK, promote peace and stability overseas and contribute directly to <abbr title=\"Strategic Defence and Security Review\">SDSR<\/abbr> objectives.<\/p>\n<p>Parliamentary accountability for taxpayers\u2019 money spent via the <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> is provided primarily through the Joint Committee for the National Security Strategy (<abbr title=\"Joint Committee for the National Security Strategy\">JCNSS<\/abbr>). The <abbr title=\"Joint Committee for the National Security Strategy\">JCNSS<\/abbr> concluded its first inquiry into the <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> in February. We have responded to the inquiry report and are taking forward many of their recommendations. Further announcements on governance will be made in due course.<\/p>\n<p>Meeting both our legal and policy gender commitments is central to the delivery of the <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr>. Last year the <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> spent \u00a3214.5 million on programmes which addressed gender equality. For example the <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> in the Democratic Republic of Congo supported the provision of free legal assistance to 269 victims of international war crimes, of which 179 were women, mostly victims of sexual violence.<\/p>\n<p>In addition to supporting peace building activity, <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> funding is strengthening the multilateral system, supporting the UN and other international organisations to develop more effective multilateral responses to instability. The <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> funds our contributions (known as assessed costs) to the UN peacekeeping budget. We are the sixth biggest contributor, spending over \u00a3300 million in 2016 to 2017. In addition, we have been using <abbr title=\"Conflict, Stability and Security Fund\">CSSF<\/abbr> funds to help reform the UN and UN peacekeeping, coordinating outreach to Member States to secure pledges of personnel for peace operations and to assist with the transition from pledges to deployments.
