{"id":82896,"date":"2017-07-24T14:01:38","date_gmt":"2017-07-24T14:01:38","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=d199cd15d650d9e7cd6edf1f9e5627db"},"modified":"2017-07-24T14:01:38","modified_gmt":"2017-07-24T14:01:38","slug":"news-story-consultation-on-proposals-to-protect-london-exeter-rail-passengers","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=82896","title":{"rendered":"News story: Consultation on proposals to protect London\u2013Exeter rail passengers"},"content":{"rendered":"<div class=\"govspeak\">\n<p>The Competition and Markets Authority (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) raised concerns over the award of the franchise to FirstGroup and MTR because FirstGroup already operates the Great Western franchise, the only other train service between London and Exeter.<\/p>\n<p>The companies were given the opportunity to avoid an in-depth (\u2018phase 2\u2019) investigation by offering proposals (known as \u2018undertakings in lieu of reference\u2019) to the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> to address the concerns identified. The companies have now offered to cap unregulated fares between London and Exeter on both South Western and GWR services by linking these to prices on a number of other comparable routes where competition remains.<\/p>\n<p>They have also proposed to maintain the availability of cheaper advance fares on both services \u2013 again by comparing with similar routes where competition remains.<\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> has decided that there are reasonable grounds for believing these proposals, or a modified version of them, might be acceptable to remedy the competition concerns it has identified by protecting passengers using both London\u2013Exeter rail services.<\/p>\n<p>As part of its process, the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> is now undertaking a public consultation on the proposals. The deadline for responses is 8 August 2017.<\/p>\n<p>Details on this consultation will be found on the <a href=\"https:\/\/www.gov.uk\/cma-cases\/firstgroup-and-mtr-south-western-rail-franchise-merger-inquiry\">case page<\/a> along with full text of the decisions, all other information about the investigation and how to submit a response.
