FirstGroup already operates Great Western Railway (<abbr title=\"Great Western Railway\">GWR<\/abbr>), which runs the only other train service between London and Exeter.<\/p>\n<p>An initial <a href=\"https:\/\/www.gov.uk\/cma-cases\/firstgroup-and-mtr-south-western-rail-franchise-merger-inquiry\">merger investigation<\/a> by the Competition and Markets Authority (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) raised concerns this could reduce competition on the London\u2013Exeter route, leading to higher fares or worse service for passengers.<\/p>\n<p>In July the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> <a href=\"https:\/\/www.gov.uk\/government\/news\/cma-considers-proposals-to-protect-london-to-exeter-rail-passengers\">announced<\/a> it would consider an offer (\u2018undertakings\u2019) proposed by FirstGroup and MTR aimed at addressing these concerns.<\/p>\n<p>The offer made by the 2 companies involves a price cap on unregulated fares between London and Exeter on both South Western and <abbr title=\"Great Western Railway\">GWR<\/abbr> services. Ticket prices on the route will be linked to those on a number of other comparable services to ensure they are kept in line with the market.<\/p>\n<p>The companies have also offered to maintain the availability of cheaper advance fares on both services, again by linking them with similar routes.<\/p>\n<p>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> <a href=\"https:\/\/www.gov.uk\/government\/news\/consultation-on-proposals-to-protect-london-exeter-rail-passengers\">consulted publicly<\/a> on the proposals, which it has now accepted.<\/p>\n<p>FirstGroup and MTR will be required to submit regular reports to the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> to show they are complying with the agreement.<\/p>\n<p>The acceptance of these proposals by the <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> means that the award of the franchise will go ahead without the deal being referred for a more in-depth \u2018phase 2\u2019 investigation.<\/p>\n<p>All other information relating to this investigation can be found on the <a href=\"https:\/\/www.gov.uk\/cma-cases\/firstgroup-and-mtr-south-western-rail-franchise-merger-inquiry\">case page<\/a>.
