{"id":83717,"date":"2017-08-25T10:00:46","date_gmt":"2017-08-25T10:00:46","guid":{"rendered":"http:\/\/mostafa.openonline.co.uk\/?guid=d8888bf4a55b28529f9157518d4e9db2"},"modified":"2017-08-25T10:00:46","modified_gmt":"2017-08-25T10:00:46","slug":"press-release-cma-provisionally-clears-cardtronics-and-directcash-payments-merger","status":"publish","type":"post","link":"https:\/\/mostafa.openonline.co.uk\/?p=83717","title":{"rendered":"Press release: CMA provisionally clears Cardtronics and DirectCash Payments merger"},"content":{"rendered":"<div class=\"govspeak\">\n<p>Both companies supply pay-to-use and free-to-use cashpoints (ATMs) at sites across the UK.<\/p>\n<p>The Competition and Markets Authority (<abbr title=\"Competition and Markets Authority\">CMA<\/abbr>) began investigating the merger in January, referring it for a phase 2 inquiry by an independent group of panel members in May.<\/p>\n<p>This group considered whether the merger would reduce competition and result in higher surcharges at pay-to-use cashpoints.<\/p>\n<p>In their <a href=\"https:\/\/www.gov.uk\/cma-cases\/cardtronics-directcash-payments-merger-inqury#provisional-findings\">provisional findings<\/a>, published today, the inquiry group found that the presence of free-to-use ATMs, and the availability of alternative non-cash payment methods, are likely to constrain such surcharges at pay-to-use machines.<\/p>\n<p>The group also provisionally found that contracts and relationships with the owners of sites at which ATMs are installed would limit the merged company\u2019s incentives to increase surcharges.<\/p>\n<p>There was also evidence that ATM surcharges are not set according to local competition and that the merger would be unlikely to change this.<\/p>\n<p>Alasdair Smith, <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> Inquiry Chair, said:<\/p>\n<blockquote>\n<p>We\u2019ve looked carefully at the scope for the merger to result in cashpoint users paying higher charges at pay-to-use ATMs. As part of our in-depth inquiry, we surveyed consumers and spoke to the owners of a wide range of premises at which these machines are installed.<\/p>\n<p>We\u2019ve provisionally found that the merger does not provide the merged company with an incentive to increase surcharges for people using pay-to-use ATMs, not least because of the increasing use of non-cash payment methods and the decline in the use of pay-to-use ATMs relative to free-to-use ATMs.<\/p>\n<p class=\"last-child\">We\u2019re now asking for views on these provisional findings and will assess all the evidence before making a final decision.<\/p>\n<\/blockquote>\n<p>All information relating to this merger inquiry can be found on the <a href=\"https:\/\/www.gov.uk\/cma-cases\/cardtronics-directcash-payments-merger-inqury\">case page<\/a>.<\/p>\n<p>Anyone wishing to respond to the provisional findings should do so in writing, by no later than 5:00pm on Friday 15 September 2017.<\/p>\n<p>Please email <a href=\"mailto:cardtronics.directcash@cma.gsi.gov.uk\">cardtronics.directcash@cma.gsi.gov.uk<\/a> or write to:<\/p>\n<div class=\"address\">\n<div class=\"adr org fn\">\n<p>Project Manager<br \/>\n<br \/>Cardtronics\/DCP Merger<br \/>\n<br \/>Competition and Markets Authority<br \/>\n<br \/>Victoria House<br \/>\n<br \/>Southampton Row<br \/>\n<br \/>London<br \/>\n<br \/>WC1B 4AD<br \/>\n\n<\/p>\n<\/div>\n<\/div>\n<h3 id=\"notes-for-editors\">Notes for editors<\/h3>\n<ol>\n<li>The <abbr title=\"Competition and Markets Authority\">CMA<\/abbr> is the UK\u2019s primary competition and consumer authority.
